Prace scaleniowe – lub szerzej urządzeniowo-rolne – stają się w Polsce coraz popularniejsze. O ile procedura scaleniowa jest uregulowana ustawowo, to proces programowania tych prac w poszczególnych województwach jest różny. Dlatego w ramach niniejszego artykułu autorzy prezentują sprawdzony model dolnośląski, jako przyczynek do dalszych dyskusji w środowisku branżowym nt. kierunków zmian w podejściu do metodyki programowania prac scaleniowych. Z mechanizmów programowania prac urządzeniowo-rolnych w Polsce, zdaje się on być najbardziej spójny – a przede wszystkim umożliwiający kompleksowe programowanie prac dla całego obszaru województwa. U podstaw tego modelu leży zasada, iż kompleksowe podejście do scaleń umożliwia pełne wykorzystanie środków unijnych na scalenie gruntów i zagospodarowanie poscaleniowe – ale także odnowę wsi, programy rolno-środowiskowe i inne działania z zakresu rozwoju obszarów wiejskich.

Land consolidation – or more widely agricultural land development – are becoming more and more popular in Poland. While the consolidation procedure is regulated by law, the process of programming these works in particular voivodeships is different. Therefore, in this article, the authors present the proven Lower Silesian model as a contribution to further discussions in the professional circles about the directions of changes in the approach to the methodology of programming of the land consolidation works. Among the mechanisms of programming agricultural land development works in Poland, it seems to be the most coherent – and above all enabling comprehensive programming of land development works for the entire region. The basis of this model is the principle, that a comprehensive approach to consolidation enables the full use of EU funds for land consolidation and post-land consolidation investment – but also for village renewal, agri-environmental programs and other rural development activities.
