Pozyskiwanie energii elektrycznej jest istotnym wyzwaniem XXI wieku. Na świecie w elektroenergetycznych projektach cywilnych coraz silniej dominują tendencje proekologiczne: energia wiatru, promieniowania słonecznego i energia elektryczna z tzw. baterii wodorowych i ich mutacji. W zastosowaniach wojskowych wykorzystanie tego typu źródeł również jest korzystne, gdyż znacznie poprawia możliwości maskowania, m.in. umożliwia zmniejszenie poświaty termicznej i natężenia hałasu. Autorzy artykułu opracowali przegląd ekologicznych systemów zasilania oraz przedstawili aktualny stan wdrożeń.

Obtaining electrical energy is a substantial challenge for the 21st century. The world is increasingly dominated by pro-ecological tendencies: wind energy, solar radiation and electric energy from the so-called hydrogen batteries and their mutations. In military applications, using these source types is also beneficial since it substantially improves camouflage possibilities, e.g., it enables the reduction of the thermal afterglow and noise intensity. The manuscript’s authors developed the overview of pro-ecological power systems and presented the current state of implementations.

Autor artykułu przedstawia wybrane zagadnienia dotyczące przekształceń miast dawnych Prus Wschodnich, związane z korektami ich układu komunikacyjnego. Problematyka ta obejmuje kilka zagadnień. Są wśród nich modyfikacje przeprowadzone jeszcze pod koniec XVIII i XIX w., wynikające z likwidacji anachronicznych już wówczas obwarowań i rozwoju miast - zakładaniem nowych dzielnic. Kolejny temat stanowią dokonywane, a czasem tylko planowane próby korekt komunikacji tranzytowej w II poł. XIX i na początku XX w. - wytyczanie obwodnic omijających historyczne centra i pokonujących dotąd nieprzekraczalne bariery topograficzne. Trzeci wątek to dość radykalne korekty układów urbanistycznych starych miast Warmii i Mazur, dokonywane w trakcie odbudowy po zniszczeniach 1945 r. Za wszystkimi tymi działaniami kryje się podstawowe zagadnienie - wpływ wspomnianych przedsięwzięć komunikacyjnych na ochronę lub destrukcję historycznych układów przestrzennych śródmieść położonych w regionie miast.

The aim of this contribution is to discuss selected historical issues of changes in urban layout of historic towns in East Prussia, aiming at their regulation in terms of communication and traffic. Especially, Author focuses his attention on a few key problems, namely: regulations from the turn of the Eighteenth and Nineteenth Centuries, resulting in demolition of medieval town walls and expansion of new suburban districts; plans and corrections of street network from ca. 1900, including ring roads and bypasses. Third and the last problem discussed in this essay is related to drammatic alterations and reconfigurations of historic towns infrastructure and urban space in the period after the closure of WWII, when most of East Prussian towns were included in the new province of Poland. All of historical problems in question are connected by the very issue of impact that discussed changes have had on historic urban layouts of towns.

Purpose: The authors aimed to identify the characteristics of a process organisation, and to determine the organisation's activity in various areas, including communication. Design/methodology/approach: The research methods used in the article was an online survey. Findings: The conducted research is the first step in assessing the relations that occur between the level of process maturity of an organisation and the level of communication activity. In the surveyed organisations there is a high awareness of the need and importance of processes. Research limitations/implications: The study of corporate image and the study of reputation and prestige in the area of internal communication activity. A group of about 64% of organisations declared such activity, although to varying degrees. About 33% of respondents declared these activities as strategic. It should be assumed that they are the result of image activities, activities focused on reputation and prestige. It can be assumed that these are activities of public relations or corporate communication. Admittedly, further research reveals the lack of certain processes, which are important and determine the strategic character of these activities (e.g., lack of CSR, lack of employer branding). Practical implications: Achieving more and more process maturity through process improvement should be treated as a cyclical activity, which is oriented towards the continuous search for better solutions. Organisations that intend to improve their processes, and thus gain greater process maturity, should continually take care to shape open communication, both within the company and in the external environment. Originality/value: Strategic achievement of an integrated state of internal and external communication is based on constructive dialogue and is determined by the number of different processes, the level of communication and the level of their process maturity.

This paper is dedicated to an overview of components of an onboard control system of an autonomous ship. This system controls and operates the ship. Therefore, this system needs to be able to analyze the ship’s state, predict its future development and analyze the consequences of its own decisions. The paper focuses on software aspects of the onboard control system, not the hardware. The paper provides an overview of technologies that can be used to implement the components of such a system responsible for planning new routes, handling the ship during the voyage, ensuring its seaworthiness and safety during the voyage, monitoring an autonomous ship from an onshore control centre, ensuring the robustness of the onboard control system, and collective operations of multiple autonomous ships. The paper describes benefits the maritime industry would gain from deploying some of the technologies developed for autonomous ships on ordinary, human-controlled ships. The paper also describes some challenges, especially in the field of automatic decision and reasoning, arising from the emergence of autonomous and smart ships. The main contribution of the paper is that it summarizes existing research in different areas of autonomous ship technology.

This research features an overview of the available PLB technologies, their advantages, shortcomings and areas of their optimum application. A test of the locator transmitter emitting both 406 MHz AIS and 121.5 MHz signals was performed with a focus on tracking the homing 121.5 MHz signal. The efficiency of the homing signal was examined by using two separate radio locating systems. One of them comprised multi-purpose and widely available components and programs, while the other was a specialised radio beacon system with dedicated components. In addition to the results, their analysis and evaluation of efficiency, the paper discusses the applicability of the available PLB technologies and provides guidelines for adequate selection of the PLB devices and position indicating radio equipment.

In this paper, a general framework for modelling stochastic service curves for communication networks is presented. It connects with each other two approaches to the traffic analysis and performance evaluation of communication systems, namely, the one which is called a deterministic network calculus with its stochastic counterpart. Thereby, it enables to treat any communication traffic in a consistent way. Further, as we show here, it enables also achieving new results. Derivation of the above model is presented in details in this paper. Finally, some hints are given how the method presented in this article could be applied in maritime telecommunications area.

W pracy przedstawiono analizę wydajności systemu komunikacyjnego i radaru MIMO traktowanych łącznie. Pozwala to na określenie granic efektywności tago systemu, w który jedno urządzenie jest uzależnione od drugiego. Dzięki temu jest możliwe jest zarządzanie wydajnością takiego systemu. Badania symulacyjne potwierdziły, że wydajność systemu komunikacyjnego współpracującego z radarem posiada swoje ograniczenia efektywności, które mogą ulegać zmianie.

The paper presents analysis of the performance of communication system and MIMO radar treated as one system. This allows you to specify the limits of the capacity tago a system in which one device is dependent on another. Thanks to that it is possible to manage the performance of such a system. Simulation tests confirmed that the performance of the communication system that works with the radar has its limitations efficiency that may change.

System poprawnego komunikowania się niewątpliwie ma wpływ na działanie całej organizacji. Proces komunikacji narażony jest na rozmaite bariery, które mogą zniekształcić przekazywaną treść. Każda organizacja, również policja, posiada swój, odrębny od innych, system komunikacji ze społeczeństwem. Z roku na rok współpraca policji z obywatelami jest coraz lepsza. Pozytywne zmiany zostały zapoczątkowane po roku 1990, kiedy policja, jako instytucja, która zastąpiła Milicję Obywatelską, rozpoczęła odbudowę zaufania społecznego.

The system of correct communication undoubtedly affects the operation of the entire organization. The communication process is exposed to various barriers that can distort the transmitted content. Every organization, including the police, has its system of communication with the public, separate from others. From year to year, police cooperation with citizens is getting better. Positive changes were initiated after 1990, when the police, as an institution that replaced the Citizens’ Militia, began to restore social trust.

W artykule przedstawiono postępowanie umożliwiające obliczenie emisji wzdłuż układu komunikacyjnego. Parametry wejściowe do modelu emisji otrzymano z mikroskopowego modelu ruchu potoku pojazdów. Symulacje ruchu pojazdów wykonano w pakiecie Vissim. Bilansowanie emisji w układzie przeprowadzono dyskretyzując odcinki drogowe na segmenty o stałej długości. Zamieszczono przykładowe wyniki modelowania obejmujące analizę zmiany emisji wzdłuż poszczególnych pasów ruchu na wlotach skrzyżowania, na którym przepływ potoku pojazdów jest sterowany przez sygnalizację świetlną.

In the paper the procedure for car exhaust emission calculation along the road network has been presented. Input parameters for an emission model were obtained from the microscopic traffic flow model. Traffic simulations have been performed in Vissim software. To analyse emission in a road sections whole network has been discretized into fixed length segments. The examples of traffic flow emission modelling for selected lanes at intersection where the traffic flow is controlled by traffic lights are also presented.

Traffic Management System, which was established in December 2015 and technologies used to improve communication system were discussed.

In article is presented modern and economy solutions for reducing time of passing by and improving attractiveness of old part of the city. Transit road is designed on underground level (lower part) with distribution ways (ramps-on and ramps-off) to the ground level (upper part). Tram traffic stayed on the ground level with track beds over tunnels and direct on cantilevers structures. In article are presented results of complex engineering calculations and economic choice of final structural and functional arrangement.

Packing constellations points in higher dimensions, the concept of multidimensional modulation exploits the idea drawn from geometry for searching dense sphere packings in a given dimension, utilising it to minimise the average energy of the underlying constellations. The following work analyses the impact of spherical shaping of the constellations bound instead of the traditional, hyper-cubical bound. Balanced constellation schemes are obtained with the N-dimensional simplex merging algorithm. The performance of constellations of dimensions 2, 4 and 6 is compared to the performance of QAM modulations of equivalent throughputs in the sense of bits transmitted per complex (twodimensional) symbols. The considered constellations give an approximately 0.7 dB to 1 dB gain in terms of BER over a standard QAM modulation.

W artykule omówiono i przeanalizowano funkcjonowanie systemu komunikacji pasażerskiej w gminie Nowosolna. Z uwagi na zainteresowanie lokalnych władz usprawnieniem transportu wewnątrz granic administracyjnych gminy, przedstawiono koncepcję gminnej sieci komunikacyjnej stanowiącej uzupełnienie działającej w obrębie gminy miejskiej struktury komunikacyjnej. Zaproponowano wykorzystanie zeroemisyjnych środków transportu. Przedstawiono przykłady takich pojazdów.

Due to the interest of local authorities improving transport within the administrative boundaries of the municipality, presented the concept of municipal communication network as a complement to operating within the municipality of Nowosolna, the Lodz municipality communication structure. W artykule przedstawiono wyniki prac analitycznych realizowanych w Instytucie Technicznym Wojsk Lotniczych w zakresie możliwości prowadzenia i analizy komunikacji werbalnej pilota w kabinie wielozadaniowego samolotu wojskowego, w warunkach oddziaływania na niego dużych przeciążeń liniowych występujących podczas wykonywania manewrów. Omówiono wybrane pokładowe systemy komunikacji werbalnej i rejestracji mowy pilota stosowane na statkach powietrznych eksploatowanych w Siłach Zbrojnych RP. Szczególną uwagę zwrócono na problemy badawcze związane z budową zintegrowanych systemów awionicznych, werbalnie wspomagających pracę pilota i rejestrujących jego mowę oraz omówiono specjalistyczne metody badawcze wykorzystywane do fonoskopijnych badań mowy i nieartykułowanych parametrów głosu, a także innych dźwięków pochodzących z kabiny statku powietrznego (tzw. tło akustyczne). Zaprezentowano przykładowe zapisy i wyniki analizy korespondencji werbalnej pilota oraz przedstawiono zakres zastosowania tych wyników w przyszłych pracach badawczych (m.in. w warunkach oddziaływania dużych przeciążeń liniowych wytwarzanych na wirówce przeciążeniowej).

The paper presents the results of analytical works implemented in the Air Force Institute of Technology in terms of the possibilities of conducting and analysing the pilot’s verbal communication in the multi-purpose aircraft cockpit, under conditions of influence of large linear loads, which occur during the performance of manoeuvres. The selected on-board verbal communication and the pilot’s speech recording systems used in the aircraft operated in the Polish Armed Forces were discussed. Particular attention was paid to the research problems related to the construction of integrated avionics systems, which verbally support the pilot’s work and record his speech, but also to the methods used in the speech phonoscopic examination and inarticulate voice parameters, as well as other sounds coming from the aircraft cockpit (the so-called background noise) were presented. Sample records and analysis results of the pilot’s verbal correspondence quality under conditions of influence of large linear loads, in addition, the scope of using these results in future research works (on the high-G training) were presented.

Obiekty budowlane, a szczególnie drogi łączące różne rejony kraju, mogą naruszyć równowagę ekologiczną obszarów chronionych. Realizując obiekty drogowe zarówno inwestorzy, projektanci jak i wykonawcy muszą spełnić szereg wymogów dotyczących ochrony środowiska. Istotnym aspektem przygotowania inwestycji drogowych z ekologicznego punktu widzenia jest analiza wariantów projektowanych dróg. W artykule przedstawione zostały wymogi formalno – prawne mające na celu ochronę środowiska w trakcie realizacji inwestycji drogowych oraz kryteria jakimi projektanci i inwestorzy powinni się kierować realizując inwestycje drogowe oraz metody ich oceny i porównań.

Construction works, especially roads linking different parts of the country, can affect the ecological balance of protected areas. In carrying out road objects both investors, designers and contractors must meet a number of requirements relating to environmental protection. An important aspect of the preparation of road projects from an environmental point of view, the analysis of variants of the proposed roads. The article presents the formal requirements - legal action to protect the environment during implementation of road projects and the criteria which designers and investors should be guided by implementing road projects and methods of their evaluation and comparison.

W publikacji przedstawiono systemy łączności i informatyki, które są wykorzystywane na potrzeby systemu kierowania bezpieczeństwem narodowym. Dokonano charakterystyki elementów wchodzących w skład SKBN oraz przedstawiono podział systemów teleinformatycznych. Przedstawiono środki łączności, systemy informatyczne oraz infrastrukturę telekomunikacyjną, która jest wykorzystywana w strukturach odpowiedzialnych za bezpieczeństwo państwa oraz jego obywateli. Następnie wskazano mankamenty środków łączności i informatyki, które funkcjonują w systemie kierowania bezpieczeństwem państwa. W części końcowej publikacji zaproponowano kierunki zmian, które poprawią funkcjonowanie elementów odpowiedzialnych za bezpieczeństwo na każdym szczeblu systemu kierowania bezpieczeństwem narodowym. Autorzy publikacji wyrażają nadzieję, że przedstawione rozwiązania – wpłyną korzystnie na poprawę obiegu informacji w strukturach odpowiedzialnych za bezpieczeństwo państwa oraz jego obywateli.

The paper presents the communication and information systems (ICT systems) that are used for the purposes of national security management system. There have been characteristics of components for national security management system and presents ICT systems. Presents the means of communication, information systems and telecommunications infrastructure, which issued in the structures responsible for the security of the state and its citizens. Then the indicated deficiencies means of communication and information technology, which operates in the safety management system of the state. In the final part the publication of proposed directions of change that will improve the functioning of the elements responsible for the security of the system at every level of national security. The authors express the hope that the solutions – will have positive impact on improving the flow of information in the structures responsible for the security of the state and its citizens.
