This paper indicates the repetition of the formation of alliances of shipping companies exhibiting characteristics of cartelization, i.e. the division of markets, well-known from the late nineteenth and early twentieth centuries. The article analyzes the cause of the emergence of cartels in the nineteenth century, and points out the repetition of the same causes to the formation of alliances regarding sea container carriers as a result of the economic crisis of 2007.

W artykule zwrócono uwagę na rolę, jaką dzisiaj pełni Organizacja Krajów Eksportujących Ropę Naftową (OPEC) na rynku ropy naftowej. Przeanalizowano przyczyny i skutki podejmowanych przez nią działań. Przedstawiono także rolę Rosji, jaką może ona odegrać w Organizacji jako jej potencjalny członek. Od początku latach osiemdziesiątych ubiegłego wieku, znaczenie Organizacji dla rynku ropy naftowej systematycznie malało. Dzisiaj, pomimo że kraje OPEC nadal mają wpływ na podaż i ceny ropy, to jednak nie są w stanie ich kontrolować. Związane to jest z ewolucją rynku ropy, wewnętrzną sytuacją Organizacji oraz zmianami uwarunkowań w jakich kartel funkcjonuje. Obecnie OPEC - pomimo podejmowania pewnych działań asekuracyjnych - boryka się z wieloma trudnościami, które znacznie ją osłabiły, degradując jej wpływ na rynek ropy. Zaliczyć do nich można: malejący udział zasobów ropy naftowej krajów OPEC w globalnych zasobach surowca, malejący udział podaży krajów OPEC w globalnej podaży surowca, rozłam w Organizacji, notoryczne przekraczanie limitów produkcji przez kraje OPEC, wzrost znaczenia rynków terminowych ropy naftowej, zmniejszające się zasoby wolnych mocy produkcyjnych w krajach kartelu, niekonsekwencja działań Organizacji i spadająca wiarygodność oraz wysokie uzależnienie budżetu państw OPEC od wpływów z tytułu sprzedaży ropy naftowej, a także niestabilna sytuacja społeczno-polityczna w tych państwach.

The paper highlights the role that the Organization of Petroleum Exporting Countries (OPEC) plays today on crude oil market. We analyzed the causes and effects of the measures she takes. Also discusses the role that Russia can play in the Organization as a potential its member. Since the beginning of the eighties of last century, the importance of the Organization for the market of crude oil decreased steadily. Today, despite the fact that OPEC continues to have an impact on supply and oil prices, yet are unable to control them. This is connected with the evolution of the oil market, the internal Organization situation and changes of circumstances in which the cartel operates. Currently, despite of undertaking certain safeguard actions, OPEC is facing many difficulties, which greatly weakened it degrading its impact on the oil market. This include: declining share of oil reserves of OPEC countries in global oil reserves, declining share of OPEC supply in the global supply of this raw material, a split in the Organization, notorious infringement of production limits by the OPEC countries, rise of oil futures markets, diminishing production capacity unused reserves in the countries of the cartel, inconsistency of the Organization and falling credibility and high dependence of the OPEC on budget revenues from oil sales, as well as unstable socio-political situation in those countries.

Landscape architects fight for the appointing of professional powers not realising the practical problems and duties which conclude from possessing such powers. Professional powers and creation of Chamber of Landscape Architects aim at increasing, protection and strengthening the high standard of the profession not creating a barrier protecting performers of this profession against a free market. Together with introducing such powers a place and role of a landscape architect in Polish planning and building legislation should be appointed. Landscape architects should deal with political lobbying as well in order to efficiently create appropriate legal norms. The second necessary action will be stipulation of profession norms which will allow Polish landscape architects to come into being as a real profession, performing their occupation on a European level. Introducing high professional standards and obligating those who wish to acquire professional powers to uphold them can cause resistance in this environment , especially at the moment of voluntary submission to appraisal by the Chamber, also in the matter of following the standards by the members themselves. The division into two separate professions : landscape architects and garden designers, is also worth rethinking. Conferring professional powers should occur after appropriately documented and positively apprised professional practice. The essential problem is to increase the level of education and making education programs feasible at our universities to allow people with appropriate preparation and qualifications to enter the profession.

The author analyzes the sources of difficulties in Polish Cooperative Sector, justifies the necessity of restructuri-zations, points on cartel as a form of organization that enables the restructurization, enforced by market competition.
