The role of crisis management in the functioning of border regions

The paper is devoted to the importance of crisis management in improving the safety and security of border areas residents and the development of border regions. The authors first present the essence and stages of the crisis management process, and then describe several programmes implemented jointly by the Police, Fire Brigade, Border Guard and other uniformed services. These include such joint Polish-Czech projects as “Safe Borderlands”, cross-border cooperation between the Fire Brigade and the Police, combating drug crime and cybercrime, as well as the “Joint Facility in Chotěbuz”. The article contains fragments of three in-depth individual interviews conducted personally with the commander of the District Police Headquarters in Cieszyn, the deputy director and an employee of Hasíčský záchranný sbor Moravskoslezského kraje, and the head of the Chotěbuz centre.

Do podstawowych zadań UE należy zwiększenie społeczno-gospodarczej integracji w ramach Wspólnoty. Głównymi instrumentami realizacji ww. zadania jest międzyregionalna oraz transgraniczna współpraca [ang.- Interregional and Cross-Border Cooperation – ICBC]. W artykule pokazano, że wspieranie wspólnych projektów wielostronnych ukierunkowanych na szybki rozwój regionów przygranicznych służy nie tylko uściśleniu współpracy gospodarczej i kontaktów międzyludzkich, ale także zwiększeniu mobilności społeczeństwa. Wyniki przygranicznej współpracy gospodarczej w latach 2007-2013 pozytywnie wpłynęły na wydajność systemów transportu i magazynowania ładunków przemieszczanych w relacjach międzynarodowych, wzmocniły bezpieczeństwo zintegrowanych łańcuchów dostaw, zwiększyły dostępność infrastruktury transportowej dla użytkowników, odegrały kluczowe role w procesach integracyjnych. Szczególna uwaga została zwrócona na kierunki dalszych działań w zakresie poprawy efektywności ekonomicznej procesów logistycznych, a także integralności systemów transportowych zarówno na poziomie lokalnym, jak i regionalnym.

The major EU Policy area is complete integration within the Community. The main instruments for the implementation of the aforementioned task is to achieve cross-border and interregional cooperation the so-called ICBC. The article shows that the promotion of joint multilateral projects aimed at rapid development of border regions is used to clarify the economic cooperation and people-to-people contacts as well as increase the mobility of the all groups of inhabitants. The results of cross-border economic cooperation for the period 2007-2013 has a positive impact on the performance of transportation systems and cargo storage, strengthen safety of integrated supply chains, increased the availability of transport infrastructure for the users. All of this have played a key role in the integration process within the Community. Particular attention has been paid to the guidelines for further actions needed to improve quality and efficiency of logistic processes, as well as the integrity of the transport systems both at the cross-border as well as interregional levels.

Wiele głównych punktów Konferencji pokrywa się z celami Dyrektywy INSPIRE, zwłaszcza te odnoszące się do ochrony środowiska naturalnego. Aby zrealizować te cele niezbędne jest współdziałanie wielu instytucji, urzędów, wspólnot. W przypadku Dorzecza Odry niezbędna jest też współpraca dwóch państw: Niemiec i Polski. W pracy zostanie przedstawiona koncepcja wspólnej bazy danych dla rejonów przygranicznych i włączenie jej do bazy danych Dorzecza Odry.

Plenty of main points of the Conference are convergent with the INSPIRE directive, especially those connected with an environment protection. Institutions, departments and partnerships interoperability is essential for a realization of those aims. If Odra basin is taken into consideration, interoperability of Germany and Poland is needed. The paper presents a conception of a common database for a border regions. The database will be next included into Odra basin database.

Proces rozwoju regionalnego kształtowany jest poprzez system uregulowań prawnych, organizacyjnych oraz wpływające na niego czynniki. Przemiany systemowe, jakie zaszły w Polsce w ciągu ostatnich lat, przyniosły zasadniczą zmianę obszarów pogranicza Polski, a także uświadomiły nam, jak ważną rolę w życiu społeczno-gospodarczym odgrywa rozwój regionalny. To myślenie jest mocno zakorzenione w Unii Europejskiej. Wejście Polski do UE stworzyło całkowicie nową sytuację na pograniczu Polski z sąsiadami. W opracowaniu podjęta została próba wskazania podstawowych czynników wpływających na rozwój regionów przygranicznych kraju, w tym czynników hamujących ten rozwój, czyli barier, określono także politykę regionalną UE. W szczególności omówiono główne problemy rozwoju regionów przygranicznych - współczesne teorie rozwoju. W artykule przedstawiono również kwestie konkurencyjności regionów ze szczególnym uwzględnieniem regionów pogranicza polsko-niemieckiego. Niniejsze opracowanie ma na celu znalezienie odpowiedzi na pytanie: jak ukierunkować rozwój regionów przygranicznych, aby osiągnąć sukces w tworzeniu przewag konkurencyjnych. W tym krótkim opracowaniu nie jest, rzecz jasna, możliwa szeroka prezentacja wszystkich aspektów zakreślonej w tytule problematyki.

A regional development process is set by legal and organizational regulatory system including factors that accompany it. The systemic changes that have taken place in Poland for the last ten to fifteen years have brought about significant changes in the areas alongside the borders of Poland and has made us understand the importance of the role of regional development in the social economic life. This way of thinking has strong roots in the European Union. Polish accession to the EU in 2004 fully created a new situation in the boarder areas of Poland and its neighbours. The paper attempts to show the basic fac-tors implicating cross boarder regional development in the country. It also includes EU regional policy and factors hindering development, which means barriers. In particular the main problems of the boarder line regional development that means considering the modern development theory. The paper also explores the competitiveness of the regions in particular those alongside the Polish and German boarder. It also aims at answering the question: how should boarder line regional development be directed at proving success in creating competitive advantage. In the short paper, it is impossible to present an extended and adequate view of the aspects covered in the paper.

In this work the definitions related to the extraordinary threats for environment and safety considerations have been given. The results of the transborder industrial failures have been analysed. Obligatory, domestic and international legal acts related to these issues have been given. The biotechnical model of the technological systems operation "man - technology - environment " and the organisational system for early detection of the extraordinary threats for environment have been proposed. The threshold quantities of the toxic industrial agents which are the starting point when operating plans in case of threats are being prepared have also been presented.
