Zagadnienia związane z maksymalizacją bezpieczeństwa w ruchu powietrznym stanowi duży problem działalności lotniczej. Podejmowane są zatem działania służące minimalizacji zagrożeń w tym zakresie. Mają one swój wymiar zarówno na szczeblu międzynarodowym, jak i krajowym, a sprowadzają się m.in. do wdrażania istniejących regulacji przez wyspecjalizowane instytucje zajmujące się działalnością lotniczą. Przedsięwzięcia podejmowane w ramach podnoszenia bezpieczeństwa powietrznego stanowią równocześnie ważny element zapewnienia całokształtu bezpieczeństwa państwowego. Niniejszy artykuł ma na celu wskazanie wagi działań podejmowanych dla podnoszenia bezpieczeństwa narodowego w Polsce. Stanowi on istotny wkład w poznanie działalności najważniejszych instytucji odpowiedzialnych za organizację i nadzór nad ruchem lotniczym.

The issues connected with maximization of safety in air traffic constitute a great problem for aviation. Hence, efforts aimed at minimizing risks in this aspect have been made, both on the international and national levels and they come down to the implementation of existing regulations by institutions which specialise in aviation activity. Operations run to increase air safety are an important component in the procedure of ensuring state security. The aim of the article is to indicate the importance of actions undertaken in order to increase national security in Poland. It offers considerable contribution in presentation of the most important institutions responsible for the organization and supervision of air traffic.

The events of September 11, 2001 influenced political decisions taken in Poland. Political and military endeavours were carried out in order to join a global campaign against terror. The necessity to introduce appropriate changes led to developing a new document – “The Strategy of Polish National Security”. The previous document determined the tasks. However, it did not forecast dynamic changes in a global scale, i.e. setting up an antiterrorist coalition, joining the European Union, further NATO enlargement and a new approach to security in a global scale. The new document is the basis and a starting point to develop selective sector strategies in the areas of basic significance to national security and defence. Therefore it seems necessary to regularly revise its contents and to include possible changes depending on the conditions evolution of Poland’s national security. In order to accomplish the goals, it is necessary to define new challenges for the Polish national security. The following threats are stressed in the new strategy: international terrorism, uncontrolled proliferation of WMD and means to transfer them, organised international crime, and “collapsed states” phenomenon that breeds new threats. Institutions and services working for the inner security of the state are becoming more largely responsible for ensuring the citizens’ security, protecting the national assets and Poland’s borders. Provisions concerning new tasks of the armed forces take up a large part of the new document. An important task that the new “Strategy of Polish National Security” imposes is the need to educate the society in the security area.

In social research, the outer security problem of the state is perceived as the resultant of the country’s defence capabilities and military allies’ credibility. Tendencies appearing in surveys illustrating Polish society support for our participation in NATO seem, on one hand, to generalise Poles’ tendencies to unite with a politically strong partner at the same time, to lack the feeling of real threat from our neighbours, on the other hand, certify the will to join military structures which protect national interests on the continent. The acceptance of Poland’s entrance to NATO becomes the first segment of social interest in the state defence problems. Its importance is unquestionable and explicitly exposed in DEMOSKOP research. The other segment presents outer security problems of the state perceived through the army mobility, its ordinance and equipment and also appropriate personnel and staff reserves in the military. In this respect, the conscription service plays an important role as an element of wide citizen preparation to defence needs. This problem seems to be significant also from the point of view of Polish aspirations to join NATO.
