W artykule autor porusza tematykę bezpieczeństwa lotnictwa cywilnego, ze szczególnym naciskiem na bezpieczeństwo cywilnych portów lotniczych i ruchu lotniczego. Aspekt bezpieczeństwa rozpatrzony jest przez pryzmat identyfikacji zagrożeń. Ukazuje istotę zarządzania bezpieczeństwem w tak interesującym i ważnym środowisku, jakim jest środowisko lotnicze. W części pierwszej kluczowym elementem są uwarunkowania prawne ochrony portów lotniczych. To nie tylko system prawny, instytucje i służby zapewniające bezpieczeństwo. To także podstawy wynikające z ochrony infrastruktury krytycznej państwa. W części drugiej autor eksponuje współczesne zagrożenia oraz zwraca uwagę na ich prognozowanie. Rozwój lotnictwa powoduje konieczność stałego monitoringu sytuacji lotniskowej oraz unowocześniania struktur odpowiedzialnych za bezpieczeństwo. Finalnie zaprezentowany został model współczesnych zagrożeń jako podstawa do polemiki dotyczącej ich eliminowania. W części trzeciej została omówiona potrzeba oraz kluczowe elementy zarządzania bezpieczeństwem w lotnictwie. Poruszono także kwestie różnic między zarządzaniem bezpieczeństwem jako procesem organizacyjnym oraz zapobieganiem wypadkom jako czynności zaradczej. Opisane elementy zostały zestawione z Systemem Zarządzania Bezpieczeństwem funkcjonującym zgodnie z wytycznymi ICAO.

“Safety management of civil airports in Poland. Regulations. Threats. System” is a synthetic approach to aviation security. The first section analyses regulations of airport security. It is also the basis of the protection of critical infrastructure of the state. In the next section the author present contemporary threats and draws attention to their predictions. Finally the model is presented as the basis for today’s threats to the controversy in the prevention of risks. The third part discusses the need for and elements of safety management in aviation. Shows the differences between the process safety management and accident prevention organization. The described components are compiled from functioning Safety Management System in accordance with ICAO guidelines.

Zapisy prawne wymuszają stosowanie procedur EDS w każdym pasażerskim porcie lotniczym. W istotny wpływają one sposób na końcowy układ systemu BHS. W artykule przeprowadzono analizy strukturalną i funkcjonalną tego systemu.

Legal provisions are enforced for EDS procedures in each passenger airport. They affect a significant effect on the final layout of the system BHS. The paper presents structural and functional analysis of the system.

Artykuł przedstawia zarys problematyki związanej z wpływem projektowanych na lotnisku obiektów kubaturowych na szeroko rozumianą ochronę lotnictwa cywilnego. W dobie zagrożenia terrorystycznego i ciągłego podnoszenia standardów bezpieczeństwa w zakresie realizowanej na lotnisku kontroli bezpieczeństwa osób i bagażu, istotną, aczkolwiek rzadko poruszaną, kwestią jest temat związany z właściwym planowaniem infrastruktury lotniskowej, uwzgledniającej potrzeby wynikające z zasad w ten sposób rozumianego bezpieczeństwa. Artykuł ma w założeniu skłonić potencjalnych odbiorców – osoby zaangażowane w działalność lotniczą do rozważań nad potrzebą przeanalizowania istniejących i ewentualnie wdrożenia nowych rozwiązań w przedmiotowym zakresie.

The following article outlines the issues related to the influence of the planned enclosed structures at the airport on the widely understood civil aviation security. In the era of terrorist threat and continued improvement of security standards implemented in the scope of people and baggage security checks, an important, though less frequently discussed issue is the subject connected with the proper planning of airport infrastructure which takes into account the needs of the principles in this way understood security. This article is intended to encourage potential customers – persons involved in aviation activities, for consideration of the need to examine existing and possibly implement new solutions in the field.

The increase of air terrorism phenomenon causes the necessity to take effective protective measures. The international legal co-operation (both bilateral and multilateral) contributes to combating terrorism. For many years Poland has tried to participate in this process working in various important bodies, although the intensity of our engagement has differed. After 1990 the government of the Polish Republic did its best in order to fully prepare and engage in fighting against air terrorism. Poland is a party of the most significant international conventions under the CIAO concerning civilian air travel and fight against air terrorism (the Hague, Montreal and Tokyo conventions). Signing these conventions meant the necessity to introduce essential changes in our law. The treaties signed with our neighbours and other countries are an important factor in Polish co-operation on an international arena in the area of preventing and fighting terrorism. Among 19 treaties and pacts, only two of them did not refer to fighting terrorism. The approach to fighting terrorism and the range of co-operation is different in selective treaties. However, there are some similarities. A new phenomenon in the Polish treaty policy is following provisions of the signed treaties in the international co-operation in the area of crime prevention and fighting, including terrorism conducted by the Ministry of the Interior (and Administration), its agendas and institutions (approximately 40 agreements). Treaties, contracts and bilateral agreements are a stabilising factor to perceive commercial aviation from the Polish point of view.
