This article is an attempt to comprehensively identify the sources of weather condition information in relation to the occurrence of aviation accidents. This issue, according to the authors, should be considered in the following main areas: the actual weather condition at the scene of the accident and its impact on the course of the accident, the information obtained by the flight crew about the weather condition before the flight, the correctness of the crew's decision on how to carry out the flight on the basis of the information obtained about the weather condition. This publication first discusses the legal basis and requirements for meteorological protection of aviation activities and the resulting consequences. This is followed by a discussion of the meteorological data available for use in the investigation of aviation incidents. This is realized in relation to various weather conditions. All messages and forecasts are characterized, and the possibilities for their use in conducting air accident investigations are discussed. In doing so, a selection of the main meteorological phenomena that may directly or indirectly impact flight safety is discussed. Sources of weather information for accident investigators and their importance for the investigation are identified. Methods of cross-checking actual weather conditions at the accident scene are indicated.

The purpose of this article is to show the relationship between international, EU and national laws, assuming primarily the nature of public and international law in the field of air traffic safety, the entities and their tasks implementing aviation safety regulations and procedures, along with a discussion of the basic concepts that allow the distinction and qualification of a given event to a specific category, along with the procedures to be undertaken by the state bodies empowered to do so. This article also reveals the issues of cooperation and exchange of information between the authorities of signatory states and the authorities of international organizations such as the International Civil Aviation Organization (ICAO), as well as between a European Union member state and EU authorities. It also points out the responsibilities of airport operators and third parties witnessing aviation incidents.

Aviation safety is the science and practice of risk management in aviation. It includes the prevention of aviation accidents and incidents through research, education of aviation personnel, passengers and the general public, and the design of aircraft and aviation infrastructure. The aviation industry is subject to considerable regulation and supervision. Despite this, aviation incidents continually occur. Most of these are of low consequence and involve only the loss of money or the temporary frightening of the crew and bystanders. Unfortunately, there are also accidents in which people die, and this loss is already unimaginably high. The chapter covers topics that include an analysis of aviation incidents, comparing the type of incident, the causes of the incident and the consequences the incident has caused. Also the models of safety management in aviation are presented and compared, so that the number of unsafe situations can be significantly reduced.

W artykule omówiono podstawowe zagadnienia z obszaru ryzyka i niepewności występujących w planowaniu eksploatacji statków powietrznych. Problem ryzyka wiąże się z prawdopodobieństwem wystąpienia strat, spowodowanych różnymi stanami niezdatności statku powietrznego do wykonania zadania lotniczego. Skutki wystąpienia stanu niezdatności będą zależały od fazy eksploatacji statku powietrznego (w czasie postoju, kołowania, dobiegu lub różnych faz lotu). W zależności od chwili wystąpienia niezdatności statku powietrznego zadanie lotnicze może okazać się niemożliwe do realizacji, jego realizacja może zostać przerwana lub jego realizacja może doprowadzić do wypadku lotniczego, wynikiem czego będą straty materialne i/lub w ludziach. Prawdopodobieństwo bezpiecznego lotu zależy więc od rozwoju zdarzeń prowadzących do niezdatności statku powietrznego i fazy lotu, w której niezdatność wystąpi.

The article presents basic issues from the area of risk management in planning the operation of aircrafts. The problem of risk is closely connected to the probability of the loss caused by various states of incapability of the aircraft to perform any aviation tasks. The results of the state of unfitness will depend on the operation phase of the aircraft (stop, taxiing, accelerating run or the flight). Depending on the time in which the incapability is noticed, the aviation task may or may not be stopped, and its realisation may or may not result in material loss and casualties. The probability of a safe flight, thus, depends on the progress of events leading to the incapability of the aircraft and the phase of flight in which it takes place.
