This study aims to identify the barriers of drivers with disabilities who use hand controls based on research of their experiences in Serbia. After identifying the barriers, we proposed recommendations based on best world practices and the real needs of drivers. The barriers are divided into two groups: before and during the driving experience. Within the first group, problems related to country support and training in driving schools are identified. The second group of problems is vehicle adaptations and everyday participation in traffic. For each barrier, we proposed recommendations based on the best practice and real needs of DwD. The expected effects of these recommendations are an increase in the number of drivers with disabilities who use hand controls and their mobility and road safety. Also, the proposed measures may have a good effect in countries and regions with a similar inclusion level as Serbia.

Orthopedic crutch attachments (caps) are an important but underestimated element supporting the safety of pedestrians, including elderly road users with disabilities. A review of the literature shows that this topic is rarely the subject of research and new solutions. In 2022, the multidisciplinary team of the Motor Transport Institute started multi-stage work to develop and implement innovative multi-functional attachments to orthopedic equipment as an element improving the comfort of movement of this group in various weather conditions. Focus group interviews with potential users, which were a part of the project, indicated the most important features of the selection of such a solution, such as material, anti-slip properties, ease of replacement, durability (low abrasion), ensuring stability, and quiet operation. On this basis, the final prototype of the orthopedic crutch attachment presented in the article was developed. In addition, areas related to road safety and pedestrian safety devices were identified, the implementation and promotion of which could improve the functioning of orthopedic equipment users.
This paper compares the idea of the Human Smart City, that Polish cities plan to implement in terms of sustainable mobility, with the solutions implemented by leading Polish cities in this field. Documents developed by the European Commission - Sustainable Urban Mobility Plans (SUMPs) are an important element contributing to the development of active mobility. This study investigates to what extent Polish cities - which implement sustainable mobility as an element of the smart city idea - are simultaneously applying measures to increase the accessibility of active mobility forms and the directions, tools and methods that are used. The analysis includes solutions developed in eight Polish cities - beneficiaries of the competition of the Ministry of Development Funds and Regional Policy ‘Human Smart City: Smart cities co-created by residents’. These are compared with solutions implemented by three cities that are leaders in sustainable mobility implementation in Poland.

Analizie poddano rozwiązania wypracowane w ośmiu polskich miastach - beneficjentach konkursu Ministerstwa Funduszy i Polityki Regionalnej „Human Smart City. Inteligentne miasta współtworzone przez mieszkańców”. Zostały one porównane z rozwiązaniami wdrożonymi w trzech miastach będących liderami wdrażania zrównoważonej mobilności w Polsce.
This article discusses the aspects of designing the pavements of pedestrian zones, shared spaces, city squares and other public spaces in terms of the selection of their parameters, colour and texture, which can significantly improve their comfort of use and, in a wider context, improve the accessibility of public spaces and buildings. When we think about a friendly city, we aim to create urban spaces free from any barriers that could exclude some people from the social life. Urban space can be defined as friendly from the perspective of an end user who moves around on foot, or uses crutches or a wheelchair, but also in the context of fully fit people, who are nevertheless limited in their movement because they are pushing a pram, carrying a baby or heavy luggage, etc. It has been proven that a well-designed pavement can significantly improve access to an area, reducing therefore the stigmatisation of elderly, disabled, blind, visually impaired people, etc. Solutions described in this article go well beyond the applicable legal acts in the context of the building law and therefore significantly improve the accessibility of public spaces and buildings and help to create spaces that are friendly to all users - i.e. spaces that are safe and free of any risks connected with disorientation, psychological security or the possibility of collision due to the existing barriers.

Adaptacja przestrzeni zabytkowych wymaga rozwiązania wielu specyficznych i skomplikowanych problemów vinżynierskich. Jednocześnie niezbędne jest tu współdziałanie specjalistów, m.in. górników, architektów, konserwatorów zabytków, archeologów, historyków, architektów wnętrz itp.

Adaptation of historic spaces requires solving many specific and complicated engineering problems. At the same time, the cooperation of specialists is necessary, including: miners, architects, conservators, archaeologists, historians, interior designers, etc. Carrying out a full range of security works - mining, construction and conservation works - enables the reconstruction and preservation of the original historical and architectural values of the former facility. The development of appropriate principles, methods and ways of saving underground facilities based on theoretical and empirical analyzes sets the directions for work in securing, protecting and adapting subsequent excavations. The problem is to guarantee maximum safety for people performing protection and adaptation works when performing these works. The secured facility must also meet appropriate standards to ensure 100% safety conditions and appropriate comfort for tourists visiting these facilities. This part of the article focuses on presenting legal issues that currently exist in Polish legislation and which should constitute the basis when adapting mining excavations for tourist purposes, primarily due to ensuring safety there.
One of the main priorities of emergency services is to minimize the response time to calls. In the process of proper allocation of emergency vehicles, maps of emergency vehicle accessibility are found to be helpful. These maps represent areas within which emergency services can reach the specified location within a certain time. Calculating travel times requires taking into account the rapidly changing current road conditions. This paper presents a method for dynamically generating maps of emergency vehicle accessibility, considering network models and irregular computational grids.

In this paper, the possibility of using the GTFS standard to describe the public transport (PT) stop infrastructure in Poland, was evaluated. It was also proposed to expand the existing GTFS file of the ZTM (PT authority) in Poznań to include a detailed description of a selected two-level tram stop. A testbed equipped with open source software was built and used for this purpose. The study showed that despite the fact that in Poland, PT organizers and operators do not provide detailed information on its accessibility to people with disabilities, the preparation of such information is possible, while modifications to the data generated so far may be required, especially regarding the stops. However, the preparation and updating of this data on a nationwide scale may pose a problem.
The relation between accessibility and conservation is often contested, resulting in tensions between accessibility advocates and heritage experts. While the importance and necessity of accessibility and gradually the broader notion of inclusivity for diverse users (e.g. disabled people) is becoming more evident, existing discussions mainly focuses on the issues and problems of accessibility in the heritage context. In this article, instead of focusing on the constraints, we present disability experience as a generative resource rather than hindering liability. Disabled people, referred to as ‘the other’ and ‘strangers in their own land’, similar to people with different ethnicities, cultures and genders, have been subject to discrimination. In the heritage practice, the notion of self and other is mainly focused on colonial and occupied heritage. Additionally, it can be seen in the division between heritage experts and the others. Acknowledging the existing challenges at the crossroad of accessibility and conservation, following the example of research that rethinks disability’s meaning and its impact on architecture, our research on inclusive built heritage builds upon methods used in the context of inclusive design and adapts them for the heritage context in order to gain insights into disabled people’s experience of built heritage. By conducting multiple case studies in diverse heritage sites in collaboration with disabled people as user/experts, we observe the potential of the theoretical and methodological output of the research for the broader conservation practice, which is gradually moving towards collaborative approaches involving diverse others. The approach put forward by our research provides an opportunity to rethink our normative approach in heritage conservation, questioning assumptions and habits (in e.g. heritage evaluation) and challenging our preconceptions.

Podejście przedstawione w naszych badaniach stanowi okazję do ponownego przemyślenia naszego normatywnego podejścia do ochrony dziedzictwa, kwestionowania założeń i nawyków (np. w ocenie dziedzictwa) oraz pokonywania naszych uprzedzeń.
The aim of the research was to observe how the usage of the universal design principles influences on the accessibility and usability of websites. As one of the analysis’ subjects there was chosen the popular advertising website. It has been confronted with a newly implemented application offering the same functions, but improved with the requirements resulting from the universal design. In order to compare those two services there was conducted the study with the use of eye-tracking, LUT checklists and WAVE Evaluation Tool. These methods made it possible to demonstrate the differences between websites caused by the contrasting implementation methods. The results showed that an application of universal design principles has a positive impact on the websites’ accessibility and usability.

Skonfrontowano go z nowo zaimplementowanąstronąoferują cą te same funkcje, lecz udoskonaloną o wymagania wynikające z zasad projektowania uniwersalnego. W celu porównania obu serwisów przeprowadzono eksperymenty okulograficzne oraz badania jakości interfejsów z wykorzystaniem list kontrolnych LUT i walidatora dostępności cyfrowej WAVE.
Celem pracy była weryfikacja różnych aspektów związanych z dostępnością i użytecznością serwisów internetowych zawierających rozkład jazdy dwóch firm realizujących publiczne usługi komunikacyjne. Podjęte kwestie dotyczyły przede wszystkim formy graficznej narzędzi dostępności, sposobu dostępu do tychnarzędzi, umiejscowienia ich w witrynie, zastosowania alternatywnych nazw i opisów. Obiektami badań były dwa istniejące serwisy www dwóch firm przewozowych ludzi. Dodatkowo dla celów badań wykonano dwa prototypowe serwisy. Przygotowano i przeprowadzono eksperyment, w którym wzięło udział 13 osób.

The purpose of the study was to verify various aspects related to the accessibility and usability of the timetable websites of two companies providing public transportation services. The issues addressed mainly concerned the graphic form of accessibility tools, the way of accessing these tools, their location in the site, the use of alternative names and descriptions. The objects of the research were two existing websites of two people transportation companies. In addition, two prototype sites were made for the purposes of the research. An experiment was prepared and conducted with 13 participants. A research method using the eye tracking technique was applied. The results were obtained in the form of heat maps, scan paths, task completion times, task performance ratings and the number of fixations on the object of interest. After analyzing the collected results, the following conclusions were drawn: the use of similar graphic symbols often confuses users; indirect access to accessibility tools generally makes it difficult for users to use them; the ill-conceived design of some page elements creates problems for content viewers; experimenting with the placement of some tools causes difficulty in finding them; a great deal of confusion on websites is introduced by unusual names, links, menu options; a large amount of content and the lack of prominence of what is most important cause problems in finding the right information; the lack of captioning of graphics often causes users to have to think longer and check if what they want to use is the right option; placing an item/information at the bottom of the page generally extends the time to reach it.
The economic and social changes in Algerian society at the end of the 1980s and the beginning of the 1990s had a radical impact on the urban and regional dynamics and on population growth (besides rural migration) in the regional and urban networks, including cities like Ain Touta, which is considered the most prominent urban agglomeration in the region. Ain Touta was unable to keep up with development challenges, which has led to a deterioration of its education system and other public services. Moreover, the decision-makers of none of these sectors use modern technologies such as geographic information systems (GIS), spatial decision support systems (SDSS), smart cities, and E-government, which would enable them understanding the current issues from a geographical perspective, especially through measuring spatial inequality access to education services. This paper uses a GIS approach to identify spatial inequality in primary schools and measure the distribution pattern using the nearest neighbour average method, vector distribution, hotspot, and service area analyses. These analyses can be help creating a functional access and disability map to improve the local school map. The results obtained confirm the basic hypothesis, as it was found that the northern area of the city, which is the area were the immigrant population resides, is the least accessible to educational institutions. In consequence, other parts of the city have to bear the burden of supporting the northern area, and thus themselves become under-resourced.
„Doing disability differently”, czyli, tłumacząc to luźno: nowe, innowacyjne połączenie niepełnej sprawności i architektury - takie hasło niosła książka Jos Boys wydana w 2014 roku [1].

Over the last decade, we have observed a policy of urban development based on universal design. As a rule, universal design consists of: accessibility, usability and inclusive design. Such an approach is sometimes ambiguous, often contradictory, dispelling myths about disability, and at the same time pointing to the diversity and complexity of people with disabilities. As architects, we tend to reduce disability to a medical term. “Doing disability differently” or, to loosely translate it: a new, innovative combination of disability and architecture - this was the motto of Jos Boys' book published in 2014 [1]. Jos Boys notes that building codes understand disability as something to be met by resorting to prescriptive, off-theshelf solutions. The approach to the problem is decisive for the ways to solve it. Eldridge Cleaver, an American Black Panther activist, famously said: “There is no neutrality in the world. Either you are part of the solution or you become part of the problem” [2]. The examples presented in the article are public, university and commercial buildings, awarded in architectural competitions for accessibility. Designed by conscious designers, guided by knowledge, the ability to assess, taking into account physical and perceptual capabilities, orientation, understanding and feeling space. What does it actually make these buildings accessible and open to everyone?
Niniejszy artykuł to rodzaj raportu. Wnioski z niego pomogą w stworzeniu aplikacji jak najlepiej uwzględniającej wymagania użytkowników.

Since the beginning of 2022, the Warsaw University of Technology has been implementing the project "Development of a prototype of a system to assist the mobility of people with special needs inside architectural objects of rail transportation - LIFT" funded by The National Center for Research and Development. Funding was obtained in the "Things are for People" competition, which aims to develop solutions that will make the greatest contribution to improving the quality of life of people with special needs and ensuring their independence. The project's implementation at WUT is carried out primarily by members of the student interdepartmental Smart City Scientific Group, with the support of the university's researchers and specialists. The primary goal of the project is to develop a mobile application with a database that, by providing instructions, is intended to help users find the fastest and most convenient path to their chosen destination at chosen Warsaw Metro stations. At this stage of the app's development, it is designed to help mostly people with mobility impairments who use wheelchairs. At the first stage of the design work, it was decided to identify the barriers that users might encounter. The identification of potential barriers and problems was supported by an analysis of guidelines and standards relating to universal design. The article presents an analysis of accessibility and comfort of mobility in selected stations of the Warsaw metro. Its basic goal is to identify the obstacles faced by people with mobility and additional visual impairments on the subway, which will allow for a more complete adaptation of the application being developed as part of the "LIFT" project. This article is a kind of report. The conclusions of the report will help create an application that best addresses the requirements of users.
The universal accessibility of public spaces is one of the factors that contribute to the image of a friendly city, understood as a place that meets the needs of all social groups, including people with disabilities. The aim of this study was to analyse the public spaces of Kielce in the context of accessibility. The spaces selected for the study are located at the intersection of different structures, constituting a public space in the traditional sense together with a network of streets and squares, a collection of important buildings, monuments, street furniture and urban greenery. The discussion covers the verification of circulation and transport solutions, the form and shape of the designed space, their placebased identity, programme and spatial orientation. Space characteristics and analysis were used to assess accessibility. The characterisation and analysis of spaces aimed to assess whether the spaces under study were attractive, sustainable and accessible due to solutions that enhance the functionality of the city space at the level of physical, psychological and emotional needs. The analysed public spaces of Kielce, thanks to their universal accessibility, guarantee easy accessibility, safety of use, promote proper perception of space, interpersonal contacts, as well as various forms of social life, thus positively influencing the perception of Kielce as a friendly city.

Pomysły te zostały przedstawione w artykule, aby zainspirować innych projektantów i producentów mebli do tworzenia produktów spełniających wymagania tych ważnych grup społecznych.
Ensuring the high accessibility of railway stops and stations is essential to effective transport systems in urban areas. There are different ways to analyze accessibility at the station level. In this paper, it has been assumed that railway stops and stations should be located in places with significant demand for passenger rail transport characterized by a highly dense and diversity-rich land use structure. Therefore, the presented classification uses data on the built environment in the surroundings of these elements of the railway infrastructure, with particular attention to the type of each building. The analysis was performed for the Metropolis GZM area. Based on the gathered spatial data, railway stops and stations in the aspect of the density and diversity of the built environment in their vicinity were classified. This classification can be applied to the assessment of accessibility.

Transport exclusion is one of the most discussed topics in Poland’s transport policy in recent years. The article aims to examine the level of transport accessibility and to define the methods of counteracting transport exclusion in poviats based on the current state of the transport system of the Gorlice poviat. The diagnosis was carried out based on address data collected from the State Register of Borders (PRG), data from the Central Statistical Office (GUS), and timetables of carriers. Based on the obtained data, a socio- economic analysis was carried out and the main problems concerning individual modes of public transport were defined. Based on the analysis of the availability of time and space, changes have been proposed, including, among others, the method of financing public transport, establishing new lines, or increasing the frequency of vehicles. The subject of modern solutions, such as buses on demand, carpooling, or the use of school buses in the regular transport operating, was also discussed. The article ends with a comparison of the transport exclusion state before and after implementing the suggested changes.
Urban green spaces (UGS) play an important role in the structure of urbanized areas. Providing adequate access to them may contribute to shaping more pro-health behaviours among city residents. There are many proven benefits of access to UGS. They can have a significant impact on improving mental and physical health. The proximity of green areas in a city has a positive impact on basic environmental indicators: they improve air quality, contribute to reducing the urban heat island effect and are places conducive for socializing. In a world dominated by cars and a sedentary lifestyle, it is difficult to find time to be physically active. Therefore, the presence of park spaces can significantly affect the provision of the required minimum levels of physical activity. The subject of interest of this article is a review of selected academic publications, whose authors attempted to create objective tools for measuring the accessibility of green spaces in an urban environment. The study contains a tabular list of selected research methods and defines the basic purpose of each study and data source. Green area accessibility indices can be an important tool in shaping the spatial policy of cities. Summarizing the academic achievements in this field may constitute an incentive to conduct research of a similar nature and significance in Poland. Effective mapping of accessibility indices may become a clear tool for communication between local governments responsible for making key decisions in cities and the Polish academic community.

Along with the growth of the population of a city, the need for the availability and accessibility of green areas for all population categories, regardless of age, financial capabilities, legal requirements, time, physical barriers, and most importantly - distance, increases, as green areas are important for maintaining physical and mental health of city residents. In Lviv, the area of public green areas per inhabitant significantly exceeds state norms. However, due to the uneven distribution of these areas in the city’s structure, some of the residents have problems with accessing them. Proposals of the development of the city’s green areas do not account for accessibility, which makes it impossible to improve it in the future due to the impossibility of reserving land for the development of such greened zones. In order to equalize the anthropogenic load and ensure that all residents have access to natural areas, an assessment of the territory of the city of Lviv was carried out in accordance with the green area pedestrian accessibility standard. Zones with an urgent need for the development of public-use green areas use were identified and methods of solving of this problem were proposed.

W celu zrównoważenia zagospodarowania antropogenicznego i zapewnienia wszystkim mieszkańcom dostępu do obszarów przyrodniczych przeprowadzono ocenę terytorium miasta Lwowa zgodnie ze standardem dostępności pieszych terenów zielonych.
