This study explores the deployment and effectiveness of asynchronous learning technologies in universities forced to relocate due to conflict, using the case of Berdyansk State Pedagogical University (BSPU) in Ukraine. Amidst significant disruptions, BSPU transitioned to an asynchronous “university without walls” model, integrating a variety of online and offline asynchronous tools. The study evaluates this transition over a period of four months through mixed methods, including a survey, interviews, and analysis of internal reports. Results indicate a successful adaptation, with faculty and students expressing increased satisfaction over time and academic performance returning to pre-relocation levels. Notably, the completion rate exceeded pre-relocation levels, suggesting increased accessibility due to asynchronous learning. However, challenges related to self-regulation and initial technological adaptation were reported. The study underscores the potential of asynchronous learning in maintaining educational continuity in times of crisis, though further research is required to generalize these findings.

Niniejsze badanie analizuje wdrażanie i skuteczność asynchronicznych technologii uczenia się na uniwersytetach, zmuszonych do przeniesienia się z powodu konfliktu, na przykładzie Berdiańskiego Państwowego Uniwersytetu Pedagogicznego (BSPU) w Ukrainie. Wśród znaczących zakłóceń, BSPU przeszło na asynchroniczny model „uniwersytetu bez ścian”, integrując różnorodne asynchroniczne narzędzia online i offline. Badanie ocenia to przejście w okresie czterech miesięcy, za pomocą metod mieszanych, w tym ankiet, wywiadów i analiz raportów wewnętrznych. Wyniki wskazują na udaną adaptację wykładowców i studentów, którzy wyrażają z czasem większe zadowolenie, a wyniki w nauce powracają do poziomu sprzed relokacji. Warto zauważyć, że wskaźnik ukończenia przekraczał poziomy sprzed relokacji, co sugeruje zwiększoną dostępność dzięki asynchronicznemu uczeniu się. Zgłoszono jednak wyzwania związane z samoregulacją i wstępną adaptacją technologiczną. Badanie podkreśla potencjał asynchronicznego uczenia się w utrzymaniu ciągłości edukacji w czasach kryzysu, chociaż potrzebne są dalsze badania, aby te ustalenia uogólnić.
Procesy dekarbonizacji unijnej gospodarki rozpoczęte w ubiegłym wieku zostały zapoczątkowane w innej rzeczywistości politycznej. Walka z ociepleniem klimatu, nakierunkowana praktycznie była wyłącznie na walkę z węglem. Decyzje dotyczyły w większej mierze ograniczenia zużycia węgla bez równoważenia deficytu energii z innych, ekologicznych źródeł. Napad Federacji Rosyjskiej na Ukrainę i wprowadzone pakiety sankcji spowodowały braki węgla kamiennego zwłaszcza dla odbiorców indywidualnych wykorzystujących go jako źródło ciepła. Polskie embargo na rosyjski węgiel wyprzedzające sankcje unijne stało się źródłem obaw przed zagrożeniem skokowego wzrostu cen dla społeczeństwa. Działania rządu mają na celu złagodzenie i ograniczenie przede wszystkim kosztów, które ponosić zmuszone jest społeczeństwo. Brak koordynacji i należycie przygotowanych przepisów prawa, częste zmiany i nowelizacje powodują niepokoje w społeczeństwie. Jednak nawet najlepsze programy rekompensujące wzrost cen nie zlikwidują podstawowego problemu, jakim jest brak węgla. Import drogiego węgla staje się koniecznością i to wszystko w sytuacji posiadania własnych zasobów. W związku z agresją Rosji podpisana umowa społeczna zakładająca likwidację kopalń powinna zostać wobec tego zmieniona, zważając na dalsze możliwości wykorzystywania tego surowca, przy uwzględnieniu nowoczesnych metod jego użytkowania. Metody „czystego wykorzystania” węgla znane są od dawna i należy je w dalszym ciągu rozwijać. Z tego powodu węgiel kamienny może być i powinien być jak najdłużej gwarancją bezpieczeństwa energetycznego nie tylko Polski, ale również Unii Europejskiej.

Processes of decarbonization of European Union economy started last century began in another political reality. Fight against climate warming was directed towards fight against coal. Decisions were made, for the most part, towards limitation of coal consumption without balancing energy deficit with other, ecologic sources. Invasion of the Russian Federation against Ukraine and implemented sanction packages caused deficits of coal especially for individual clients using it as heat source. Polish embargo on Russian coal pre-empting EU sanctions became the source of concern for society fearing jumps in prices. Government actions aim to ease and limit the costs which society has to bear. Lack of coordination and properly prepared regulations, frequent changes and amendments cause distress to society. However, even the best compensation programs for rise in prices of coal will not take away the basic problem which is the lack of coal. Import of important coal is becoming a necessity, and it’s all in position of having local resources. Signed social contract assuming liquidation of coal mines should be changed with regards to further usage of said resource, using modern methods of its application. Methods of “clean usage” of coal have been known for a long time and should still be developed. For this reason coal can be, and should be for as long as possible the guarantee of energetic security not only for Poland, but also the European Union.
Artykuł stanowi próbę przedstawienia znaczenia wsparcia udzielanego Ukrainie przez państwa zachodnie i organizacje międzynarodowe na przebieg konfliktu zbrojnego Rosji z Ukrainą w 2022 roku. By ukazać szerszy kontekst dotyczący procesu przedstawiona jest także chronologia wojny ukraińsko-rosyjskiej, zaczynając od zajęcia Krymu, poprzez separację Donbasu, początek inwazji i etap kijowski, wojnę pozycyjną, a kończąc na kontrofensywach charkowskiej i chersońskiej. W dalszej części przeanalizowana została pomoc Zachodu udzielana Ukrainie, ze wskazaniem państw, które pomogły najwięcej, w kategoriach pomocy wojskowej, humanitarnej, ekonomicznej, politycznej, ale także wsparcia uchodźców. Autorzy wysuwają tezę, że dla wielu podmiotów polityki międzynarodowej, w tym Unii Europejskiej, obecny konflikt można uznać za historyczny, gdyż po raz pierwszy w ramach wspólnej polityki zagranicznej i bezpieczeństwa zdecydowano się przekazać walczącej stronie śmiercionośną broń. Artykuł wskazuje ponadto, że choć wśród państw NATO zdecydowana większość opowiada się za wsparciem Ukrainy, to nie ma jednomyślności na temat ilości i jakości tej pomocy, co w przyszłości może doprowadzić do pewnych konfliktów wewnątrz sojuszu. Podkreślona zostaje również powszechna zgodność ekspertów obu stron konfliktu wskazujących, że bez wsparcia Zachodu Ukraina miałaby niewielkie szanse na zwycięstwo, a Rosja posiadałaby znaczną przewagę.

The article attempts to present the impact of the support provided to Ukraine by Western countries and international organisations on the course of Russia's armed conflict with Ukraine in 2022. In order to present a broader context regarding the process, a timeline of the Ukraine-Russia war is presented, starting with the seizure of Crimea, the separation of Donbass, the beginning of the invasion and the Kiev phase, the positional war, and ending with the Kharkiv and Kherson counter-offensives. It goes on to analyse the aid provided by the West to Ukraine, with the indication of countries that proved most helpful, in terms of military, humanitarian, economic and political assistance, but also in refugee support. The authors put forward the thesis that for many international policy actors, including the European Union, the current conflict can be considered historic, as it is the first time that a decision was reached to hand over lethal weapons to a warring party as part of a common foreign and security policy. The article further points out that although there is a clear majority among NATO countries in favour of supporting Ukraine, there is no unanimity on the quantity and quality of this assistance, which could lead to certain conflicts within the alliance in the future. It also highlights the general consensus of experts on both sides of the conflict indicating that without Western support, Ukraine would have little chance of victory and Russia would have a significant advantage.
This article shows how the Ukrainian drama of 2022-2023 captured anthropological realities,symbolic transgressions of time, space, and cartographic perception of Ukrainian cities that were destroyed and where the genocide of the Ukrainian people was committed and for those cities Russia's full-scale aggression became an impetus for resistance and new self-organisation. Therefore, this artistic array of texts is valuable material for anthropological studies on the city in the twenty-first-century wars.

Bezpieczeństwo militarne jest to zdolność do zapewnienia pierwotnych interesów narodowych państwa, realizacji jego celów politycznych oraz zapewnienia własnym instytucjom oraz obywatelom zamieszkującym w jego granicach niepodległości, suwerenności, możliwości stanowienia, a także rozwiązywania własnych problemów przy wykorzystaniu istniejącego systemu politycznego. Zdolność ta najczęściej będzie miała charakter siły militarnej i zawsze będzie zwrócona przeciw agresji militarnej potencjalnego czynnika zewnętrznego. Jeżeli mówimy o bezpieczeństwie militarnym to nie ma bezpieczeństwa bez potencjalnego zagrożenia. No więc jeżeli mówimy o zagrożeniu militarnym to należy je również tutaj w jakiś sposób zdefiniować. Generalnie możemy wskazać, że zagrożenie to jest oczywiście prawdopodobieństwo bądź zaistnienie negatywnych zjawisk, które wpływają na dany podmiot w sposób negatywny, co w konsekwencji skutkuje zachwianiem jego funkcjonowania i niemożnością realizacji swoich ustawowych, zasadniczych misyjnych celów. Aby można było rozważać zagadnienia w ujęciu bezpieczeństwa militarnego istnieje konieczność spełnienia przynajmniej dwóch warunków. Przede wszystkim to zagrożenie musi być, skierowane przeciwko kluczowym interesom państwa, czyli mówimy tutaj o tych interesach, które uderzają bezpośrednio w cele polityczne, w takie interesy, które są związane z istnieniem danego państwa z jego niepodległością, suwerennością i integralnością terytorialną. Drugi warunek - to jest użycie sił zbrojnych. Użycie sił zbrojnych –agresora lub własnych. Dla praktycznego określenia czynników wpływających na bezpieczeństwo militarne autor analizuje pojęcie zagrożenia militarnego, bezpieczeństwa militarnego oraz wskazuje na potrzebę reorganizacji zarządzania w przypadku militarnej sytuacji kryzysowej. W dalszej kolejności analizowane są wybrane czynniki i ich sił wpływ na bezpieczeństwo militarne. Pod uwagę brane są takie wartości jak wola polityczna wdrażania strategii, kultura strategiczna, otoczenie zewnętrzne, polityczne, ekonomiczne, społeczne i technologiczne oraz wpływ konfliktów militarnych, ze szczególnym uwzględnieniem wojny w Ukrainie. Wyniki badań pozwalają wskazywać na kierunki działań, jakie powinny być podejmowane przez organy władzy publicznej dla zapewnienia bezpieczeństwa militarnego Polski. Military security is the ability to ensure the primary national interests of the state, implement its political goals and provide its own institutions and citizens living within its borders with independence, sovereignty, the ability to decide and solve their own problems using the existing political system. This ability will most often have the character of a military force and will always be directed against the military aggression of a potential external factor. When it comes to military security, there is no security without potential threat. So if we are talking about a military threat, it should also be defined here in some way. Generally, we can indicate that this threat is, of course, the probability or occurrence of negative phenomena that affect a given entity in a negative way, which in turn results in the disturbance of its functioning and the impossibility of realizing its statutory, fundamental missionary goals. In order to consider issues in terms of military security, it is necessary to meet at least two conditions. First of all, this threat must be directed against the key interests of the state, those interests that directly affect political goals, and are related to the existence of a given state with its independence, sovereignty and territorial integrity. The second condition is the use of armed forces. Aggressor’s or our own. In order to determine the factors affecting military security in practice, the author analyzes the concept of military threat, military security and indicates the need to reorganize management in the event of a military crisis situation. Next, selected factors and their impact on military security are analysed. Values such as the political will to implement the strategy, strategic culture, external, political, economic, social and technological environment as well as the impact of military conflicts, with particular emphasis on the war in Ukraine, are taken into account. The results of the research allow to indicate the directions of actions that should be taken by public authorities to ensure Poland's military security. The paper can also be used as a set of theses and assumptions in conducting further research aimed at assessing military security.
A study of semiotics, urban spaces, and anthropological defence in Ukraine is presented in this paper. An anthropological defence is safeguarding cultural identity and human values by studying signs and symbols. A city's urban space is a crucial arena in which cultural symbols, ideologies, and collective identities are manifested. Specifically, the study seeks to investigate how these elements contribute to the defence and preservation of the anthropological essence of a community within the Ukrainian context.

Szczególnie ważne jest to obecnie, gdy dziewiąty miesiąc trwa totalna wojna między Ukrainą a Rosją. To właśnie rządy krajów zachodnich z poparciem ich społeczeństw wspierają Ukraińców. W artykule autor pragnie przybliżyć mechanizm narracji propagandowej, jaki uwidacznia się w Internecie na przykładzie portalu społecznościowego Facebook. Analiza postów pomoże określić główne narracje propagandowe oraz pokaże sposób, w jaki wpływa na użytkowników wirtualnej rzeczywistości. The societies of Europe (mostly youth) have long been victims of the Hybrid War declared unofficial by the Russian Federation. It is especially important today when the total war between Ukraine and Russia has been going on for 9 months, and it is the governments of Western countries with the support of their societies that support the Ukrainians. In the article, the author would like to present the mechanism of propaganda narrative on the Internet on the example of the Facebook social networking site. The analysis of the posts will help to define the main propaganda narratives and show how it is supposed to influence the internet users. The results can confirm the theses related to the external influence on the collective consciousness of Europeans, and at the same time the analysis is an interesting introduction to future broader research.
Polityka niemiecka wobec Rosji (a wcześniej ZSRR) zdominowała wymiana gospodarcza zapewniająca stronie niemieckiej dostęp do tanich surowców, co pozwalało na utrzymanie konkurencyjności niemieckiej ekonomiki. W obliczu narastającej presji polityki rosyjskiej na sąsiadów niemieccy politycy nie tylko wykazywali się tolerancją wobec tej postawy, co wręcz usprawiedliwiali politykę Kremla. Nawet otwarta agresja Rosji na Ukraine nie zmieniła zasadniczo tej postawy co stawia pod znakiem zapytania sojuszniczą wiarygodność RFN w NATO.

German policy towards Russia (and previously the USSR) was dominated by economic exchanges providing the German side with access to cheap raw materials, which allowed the German economy to remain competitive. In the face of the increasing pressure of Russian policy on its neighbours, German politicians not only showed tolerance towards this attitude, but even justified the Kremlin's policy. Even Russia's open aggression against Ukraine did not fundamentally change this attitude, which calls into question Germany's alliance credibility within NATO.
The article is the analysis of the current issues related to gender policy of the Armed Forces of Ukraine. The article presents the principle of equality that has a number of manifestations, one of which is the principle of gender equality meaning equal approach to all relevant issues regardless of gender. Gender stereotypes, gender behavioural norms and problems of gender identification in the modern Ukrainian society are analysed. The problem of gender differences is associated with the fact that due to the continuous dynamic changes in the world, more and more questions arise as to the impact of certain gender stereotypes on professional activities of a person. One of the currently discussed issues is the impact of gender mainstreaming on the role of women in the military, as well as the impact on the effectiveness of military operations with their participation. The results of the research confirm that the principle of equal rights and possibilities for the service people of both genders is implemented in the army; however there is still the necessity to strengthen educational activities among the personnel, first of all, among the units and subdivisions of Ukraine’s Armed Forces. For the last few years, considering the fulfilment of assigned tasks in both everyday life and combat operations, the role of servicewomen has increased. To determine theoretical foundations of that problem the theoretical methods of generalisation, scientific analysis and synthesis were implemented. Corresponding software was used to process empirical data and to conduct analytical calculations. Analytical processing of information was engaged to solve the problem of scientific analysis of the events as a holistic phenomenon.

Wyniki badań świadczą o tym, że w wojsku realizowana jest zasada równych praw i możliwości dla żołnierzy obu płci, ale nadal istnieje konieczność wzmocnienia działań edukacyjnych wśród kadr, przede wszystkim jednostek i pododdziałów Sił Zbrojnych Ukrainy. Od kilku lat wzrasta udział żołnierek w wypełnianiu wyznaczonych zadań zarówno w życiu codziennym, jak i w działaniach bojowych. Dla określenia teoretycznych podstaw tego problemu zastosowano teoretyczne metody uogólnienia, analizy naukowej i syntezy. Do opracowania danych empirycznych i przeprowadzenia obliczeń analitycznych wykorzystano odpowiednie oprogramowanie. Zastosowanie analitycznego przetwarzania informacji umożliwiło przeprowadzenie naukowej analizy wydarzeń jako zjawiska holistycznego.
On 24 February 2022, the Russian Federation carried out an unlawful armed aggression against Ukraine, starting the largest armed conflict in Europe since World War II. In the course of hostilities, both sides deployed missile troops and artillery, which became essential means of fire support for ground troops due to restrictions in the use of air force and army aviaton. The aim of the article is to present the potential, tasks and tactics of the field artillery used in the Ukrainian war in the years 2022-2023. The subject of research is missile troops and artillery of the combatants. Primarily their organisation, armament, tasks and tactical assumptions. The author formulated the following questions: What was the combat potential of the warring parties’ artillery at the beginning and during the conflict? What tasks are set for the artillery in the ongoing war? What tactics are used by the artillery of the warring parties in response to changing conditions during the war? The author, as a long-term theoretician and practitioner of field artillery, based the analyses made largely on his own observations and conclusions, which he formulated during many years of scientific research and participation in military exercises involving artillery, interviews with Ukrainian officers, as well as the latest studies and documents issued by opinion-forming research centres. This study is the first part of the work which presents the combat potential, tasks and tactics of the artillery of Ukraine and the Russian Federation. In the second part the use of the artillery in individual phases of the war and the changes that occurred as a result of the combat experience obtained will be presented.

Obydwie strony zaangażowały w wojnie wojska rakietowe i artylerię, które stały się zasadniczym środkiem wsparcia ogniowego wojsk lądowych z powodu ograniczeń w użyciu lotnictwa. Celem artykułu jest zaprezentowanie potencjału, zadań i taktyki artylerii wykorzystanej w wojnie ukraińskiej w latach 2022-2023. Przedmiotem badań są wojska rakietowe i artyleria stron walczących, a przede wszystkim ich organizacja, uzbrojenie, zadania i założenia taktyczne. Autor sformułował następujące pytania problemowe: Jaki był potencjał bojowy artylerii walczących stron na początku i w trakcie konfliktu? Jakie zadania stawiane są przed artylerią w toczonej wojnie? Jaka taktyka stosowana jest przez artylerię stron walczących w odpowiedzi na zmieniające się uwarunkowania w wojnie? Dokonane analizy Autor, jako wieloletni teoretyk i praktyk artylerii, oparł w dużej mierze na własnych obserwacjach i wnioskach, które sformułował podczas wieloletnich badań naukowych i udziale w ćwiczeniach wojskowych z artylerią, wywiadach przeprowadzonych z oficerami ukraińskimi a także najnowszych opracowaniach i dokumentach wydanych przez opiniotwórcze ośrodki badawcze. Niniejsze opracowanie stanowi część pierwszą pracy, w której przedstawiono potencjał bojowy, zadania i taktykę artylerii Ukrainy i Federacji Rosyjskiej. W drugiej części zostanie zaprezentowany sposób wykorzystania artylerii w poszczególnych fazach wojny i zmiany, jakie w niej zaszły w wyniku uzyskanych doświadczeń bojowych.
The main purpose of the article is to identify the features of landscape and urban of oil and gas companies in the Western region of Ukraine. Twenty-two enterprises which are located in Ivano-Frankivsk, Lviv and Ternopil regions were analyzed. The analysis includes: localization of objects and their grouping by functional types taking into account the territorial and historical context; formation of methodical tools, determination of criteria for assessment of landscape and urban properties; the obtained research results are summarized according to the defined evaluation criteria. It is an attempt to find new approaches to the reorganization of facilities, taking into account their condition and functioning.
W artykule przedstawiono wyzwania, przed jakimi stoi sektor rolno-spożywczy w Polsce, wynikające z członkostwa Ukrainy w Unii Europejskiej. Kraj ten już obecnie jest w światowej czołówce produkującej słonecznik, rzepak i soję, kukurydzę, jęczmień, pszenicę oraz olej rzepakowy, makuchy i śruty słonecznikowe, orzechy i masło, eksportując ok. 70-80% wszystkich produktów rolnych. Są to głównie surowce o niskim stopniu przetworzenia, natomiast przemysł spożywczy odbiega jeszcze od poziomu charakterystycznego dla krajów UE, w tym Polski. Warto więc zwrócić większą uwagę na te obszary, w których polski i ukraiński sektor rolno-spożywczy mogą zarówno uzupełniać się, jak i wzajemnie konkurować. W artykule skoncentrowano się głównie na możliwościach wykorzystania tanich surowców ukraińskich do dalszego rozwoju polskiego sektora rolnego, przetwórstwa oraz transportu. Wskazano ponadto na niezbędne kierunki zmian w polskim sektorze w najbliższych latach oraz działania mające na celu zwiększenie polskich inwestycji w Ukrainie.

The article presents the challenges faced by the agri-food sector in Poland resulting from Ukraine’s membership in the European Union. This country is already among the world’s leading producers of sunflower, rapeseed and soybean, corn, barley, wheat and rapeseed oil, sunflower expeller and meal, nuts and butter, exporting approximately 70-80% of all agricultural products. These are mainly raw materials with a low degree of processing, while the food industry still differs from the level typical of EU countries, including Poland. It is therefore worth paying more attention to those areas in which the Polish and Ukrainian agri-food sectors can both complement and compete with each other. The article focused mainly on the possibilities of using cheap Ukrainian raw materials for the further development of the Polish agricultural, processing and transport sectors. Moreover, the necessary directions of changes in the Polish sector in the coming years and actions aimed at increasing Polish investments in Ukraine were indicated.
W artykule przedstawiono zmiany w polskim handlu zagranicznym produktami rolno-spożywczymi w 2022 r. oraz I półroczu 2023 r. Omówiono czynniki determinujące polski handel rolno-spożywczy, przedstawiono zmiany poziomu i dynamiki obrotów produktami rolno-spożywczymi, tj. ich eksportu, importu i salda, a także wyniki analizy struktury geograficznej i towarowej. Następnie skoncentrowano się na tendencjach w polskim handlu produktami rolno-spożywczymi z Ukrainą. Pomimo presji zmian zachodzących w otoczeniu zewnętrznym, w 2022 r. wartość polskiego eksportu rolno-spożywczego wzrosła o 27,3%, osiągając 47,9 mld euro, natomiast wartość importu zwiększyła się o 29,2%, do 32,2 mld euro. Tym samym nadwyżka handlowa ukształtowała się na poziomie 15,6 mld euro i była o 23,5% wyższa niż w 2021 r. Rekordowe obroty w polskim handlu rolno-spożywczym były w dużej mierze efektem rosnących cen produktów. W 2023 r. trend ten jest kontynuowany. Dalszy rozwój polskiego eksportu będzie w najbliższych latach determinowany m.in. przebiegiem oraz skutkami konfliktu zbrojnego w Ukrainie, jak również rosnącymi kosztami produkcji, które będą miały bezpośredni wpływ na opłacalność handlu zagranicznego, a tym samym kondycję całego sektora rolno-spożywczego w Polsce.

The article presents changes in Polish foreign trade in agri-food products in 2022 and the first half of 2023. First, the factors determining Polish agri-food trade were discussed, then changes in the level and dynamics of trade in agri-food products were presented, i.e. their exports, imports and balances, as well as the results of the analysis of the geographical and commodity structure. The second part of the article focuses on trends in Polish trade in agri-food products with Ukraine. Despite the pressure of changes in the external environment, in 2022 the value of Polish agri-food exports increased by 27.3%, reaching EUR 47.9 billion, while the value of imports increased by 29.2%, to EUR 32.2 billion. Thus, the trade surplus amounted to EUR 15.6 billion and was 23.5% higher than in 2021. The record-breaking turnover in the Polish agri-food trade was largely the result of rising product prices. In 2023, this trend continues. Further development of Polish exports in the coming years will be determined by the course and effects of the armed conflict in Ukraine, as well as the growing production costs, which will have a direct impact on the profitability of foreign trade, and thus, the condition of the entire agri-food sector in Poland.
This article is due to the presence of a unique situation in Ukraine associated with the armed aggression of the Russian Federation, which increases scientific interest in European cases on the restoration of territorial integrity, mitigation of adverse socio-economic conditions impact after an armed conflict. The article is devoted to the existing European experience research in the construction of territorial units with special functioning conditions through the prism of the sustainable development. This allowed the authors to structure the studied countries into two groups: countries that use special economic zones as a priority tool of state policy (Latvia, Lithuania, Poland) and countries that have experience in developing such territories after an armed conflict (Croatia, Bosnia and Herzegovina). The authors analysed the use of special economic zones in the countries of the first group as part of their state policy to strengthen the socio-economic potential of problem regions and presented the main results of this process. Particular attention is paid to the Balkan experience in the construction of priority development territories after the armed conflict in the context of the sustainable development implementation.

Artykuł ten powstał w czasie występowania w Ukrainie wyjątkowej sytuacji związanej ze zbrojną agresją Federacji Rosyjskiej, która wzmaga zainteresowanie naukowe europejskimi sprawami przywracania integralności terytorialnej, łagodzenia niekorzystnych skutków społeczno-gospodarczych po konflikcie zbrojnym. Artykuł poświęcony jest istniejącym europejskim doświadczeniom badawczym w zakresie budowy jednostek terytorialnych o szczególnych warunkach funkcjonowania przez pryzmat zrównoważonego rozwoju. Pozwoliło to autorom podzielić badane kraje na dwie grupy: kraje, które wykorzystują specjalne strefy ekonomiczne jako priorytetowe narzędzie polityki państwa (Łotwa, Litwa, Polska) oraz kraje, które mają doświadczenie w zagospodarowywaniu takich terytoriów po konflikcie zbrojnym (Chorwacja, Bośnia i Hercegowina). Autorzy przeanalizowali wykorzystanie specjalnych stref ekonomicznych w krajach pierwszej grupy w ramach polityki państwa na rzecz wzmocnienia potencjału społeczno-gospodarczego regionów problemowych oraz przedstawili główne rezultaty tego procesu. Szczególną uwagę zwrócono na bałkańskie doświadczenia w budowie priorytetowych terytoriów rozwojowych po konflikcie zbrojnym w kontekście wdrażania zrównoważonego rozwoju.
This article studies the implications of the Fourth Energy Package and relevant EU Directives for households and explores their potential benefits in Ukraine. Understanding the effects of energy policies on the residential sector is crucial for promoting sustainability amidst global energy and climate challenges. Methods of descriptive legal studies and investment analysis are used to examine the primary EU legislation on renewable energy communities and citizens’ groups, focusing on their applicability to homes and renewable energy cooperatives. The analysis of Ukraine’s experiences with the adoption of green power and incentives have revealed challenges for small solar home installations operating without the feed-in tariff. Introducing net-billing makes projects unfeasible without such a tariff, and even selling electricity through aggregators on the intraday market does not help. Consequently, the payback period for small installations with batteries becomes unreasonably long (exceeding twenty-five years), while larger facilities have shorter payback terms (fifteen to seventeen years). These findings highlight the need for careful consideration of household green-power policies. Implementing the Fourth Energy Package in Ukraine requires measures to address the financial feasibility of small solar installations, particularly those lacking feed-in tariff support. Expanding legislative provisions to include consumers of green power, especially those in multi-apartment buildings, can enhance their participation in the electricity producers’ market. Moreover, raising household electricity prices may be necessary to support sustainable energy practices. Overall, this study underscores the importance of evidence-based policymaking for successful power transitions in homes and the broader energy sector.

Niniejszy artykuł analizuje konsekwencje Czwartego Pakietu Energetycznego i odpowiednich dyrektyw UE dla gospodarstw domowych oraz bada ich potencjalne korzyści na Ukrainie. Zrozumienie wpływu polityki energetycznej na sektor mieszkaniowy ma kluczowe znaczenie dla promowania zrównoważonego rozwoju w obliczu globalnych wyzwań energetycznych i klimatycznych. Metody opisowych badań prawnych i analizy inwestycji zostały wykorzystane do zbadania pierwotnego prawodawstwa UE dotyczącego odnawialnych źródeł energii dla społeczności i lokalnych grup konsumenckich, koncentrując się na ich zastosowaniu do gospodarstw domowych i spółdzielni energii odnawialnej. Analiza ukraińskich doświadczeń związanych z przyjęciem zielonej energii i ulg ujawniła wyzwania dla małych domowych instalacji słonecznych działających bez taryfy gwarantowanej. Wprowadzenie rozliczeń netto czyni projekty niewykonalnymi bez takiej taryfy, a nawet sprzedaż energii elektrycznej za pośrednictwem agregatorów na rynku dnia bieżącego nie pomaga. W rezultacie okres zwrotu dla małych instalacji z akumulatorami staje się zbyt długi (przekracza dwadzieścia pięć lat), podczas gdy większe instalacje mają krótsze okresy zwrotu (od piętnastu do siedemnastu lat). Wyniki te podkreślają potrzebę starannego rozważenia polityki w zakresie zielonej energii dla gospodarstw domowych. Wdrożenie Czwartego Pakietu Energetycznego na Ukrainie wymaga podjęcia działań mających na celu zapewnienie efektywności finansowej małych instalacji solarnych, w szczególności tych, które nie otrzymują wsparcia w postaci taryf gwarantowanych. Rozszerzenie przepisów prawnych w celu uwzględnienia konsumentów zielonej energii, zwłaszcza tych w budynkach wielorodzinnych, może zwiększyć ich udział w rynku producentów energii elektrycznej. Co więcej, podniesienie cen energii elektrycznej dla gospodarstw domowych może być konieczne do wspierania zrównoważonych praktyk energetycznych. Ogólnie rzecz biorąc, niniejsze badanie podkreśla znaczenie kształtowania polityki opartej na dowodach dla udanej transformacji energetycznej w domach i szerszym sektorze energetycznym.
Scientists are focusing on the introduction of various types of renewable energy sources and the liberalization of energy markets in the regions of the country. The problems of preventing the achievement of goals and various strategies to achieve maximum energy conservation and overcoming the current economic and environmental crisis in Ukraine also remain unresolved. We can observe the experience of the leading countries in the electricity sector, which proves that reforming the electricity sector in Ukraine is inevitable. This, in turn, is a critical factor in stimulating economic and social growth and improving the competitiveness of the regions of Ukraine. Given the above, the necessity for the study of the level of efficiency (competitiveness) and the functioning of the regional energy markets of Ukraine is obvious. This study shows that the efficiency of electricity in the western region is relatively low due to the lack of competition, the presence of an ineffective system of subsidizing the population with cheap resources, the non-transparency of trade operations, excessive regulation of state generation, the lack of a “balanced” system of market functioning, etc.

Naukowcy koncentrują się na wprowadzaniu różnego rodzaju odnawialnych źródeł energii oraz liberalizacji rynków energii poszczególnych regionach. Nierozwiązane pozostają również problemy zapobiegania realizacji celów i różnych strategii osiągnięcia maksymalnej oszczędności energii oraz przezwyciężenia obecnego kryzysu gospodarczego i ekologicznego na Ukrainie. Obserwujemy doświadczenia wiodących krajów w sektorze elektroenergetycznym, które dowodzą, że reforma sektora elektroenergetycznego na Ukrainie jest nieunikniona. To z kolei jest kluczowym czynnikiem stymulującym wzrost gospodarczy i społeczny oraz poprawę konkurencyjności wśród regionów Ukrainy. Wobec powyższego oczywista jest konieczność badania poziomu efektywności (konkurencyjności) oraz funkcjonowania regionalnych rynków energii Ukrainy. Niniejsze opracowanie pokazuje, że wydajność energii elektrycznej w regionie zachodnim jest stosunkowo niska ze względu na brak konkurencji, istnienie nieefektywnego systemu subsydiowania ludności tanimi surowcami, nieprzejrzystość operacji handlowych, nadmierną regulację wytwarzania przez państwo, brak „zrównoważonego” systemu funkcjonowania rynku itp.

W artykule przeanalizowano decyzje oraz działania rządu niemieckiego podjęte w obliczu pełnoskalowej agresji Federacji Rosyjskiej na Ukrainę oraz przedstawiono wyzwania związane ze zmianą wektorów niemieckiej polityki. Omówiono kwestie dostaw broni na Ukrainę i kształtu przyszłej polityki wobec Chin, a także zmiany w polityce energetycznej oraz migracyjnej. Jako podstawę analizy przyjęto założenie, że agresja Rosji na Ukrainę spowodowała ewolucję polityki RFN zarówno w sferze wewnętrznej (energetyka, migracja), jak i zewnętrznej (polityka wobec Chin, decyzje o militarnym wsparciu Ukrainy). W trakcie badań zastosowano metody jakościowe: analizę przypadków, a także eksplorację pierwotnych i wtórnych dokumentów oraz danych statystycznych. Korzystano z danych pochodzących z niemieckich źródeł rządowych, Federalnego Biura Statystycznego oraz Międzynarodowej Agencji ds. Migracji. Wykorzystano również analizy niemieckich, brytyjskich oraz amerykańskich think tanków.

The article analyses the decisions and actions of the German government taken in the face of the fullscale aggression of the Russian Federation against Ukraine, and presents the challenges associated with changing the vectors of German policy. The issues of arms supplies to Ukraine and the shape of future policy towards China are discussed, as well as changes in energy and migration policy. The analysis is based on the assumption that Russia’s aggression against Ukraine resulted in the evolution of Germany’s policy, both in the internal (energy, migration) and external (policy towards China, decisions on military support for Ukraine) aspect. During the research qualitative methods were used: case studies, exploration of primary and secondary documents, as well as statistical data. Data from German government sources, the Federal Statistical Office and the International Agency for Migration were used. Analyzes of German, British and American think tanks were also applied.
The Carpathians contain the remains of the Western Tethys, the main of which are: continental/microcontinental fragments (Alkapa and Tisza-Dacia terranes) of the Tethys Ocean, now located in the Central (Inner) Carpathians, and (palaeo)accretionary prisms, building mainly the Outer Carpathians. The Ukrainian Carpathians occupy the junction where the Western Carpathian and Eastern Carpathian nappe systems converged. In the presented work, author try to reconstruct the tectono-sedimentary evolution of the Eastern and Western Carpathian nappe systems in the junction area on the basis of own and published geomapping works, stratigraphic, sedimentological and structural research using existing restorations (see van Hinsbergen et al., 2020 and references therein). The Central Western Carpathian nappes (part of the Alcapa Terrane) are not exposed in Ukraine and probably buried under Neogene Transcarpathian Depression. The Central Eastern Carpathian nappes (part of the Tisza-Dacia Terraine) are represented in Ukraine by the Marmarosh thick-skinned basement nappes, that were formed in the Early Cretaceous time and overlapped by the latest Early Cretaceous–Paleogene post-nappe sedimentary cover. Between the Central Eastern and Central Western Carpathian nappe systems, the Pieniny Klippen Belt suture zone and Monastyrets Nappe filled with Paleogene flysch are developed. The structure of the junction between the Outer Eastern and Outer Western Carpathian nappe systems is more complicated. In Ukraine, the Outer Carpathians are made up of a several stacked nappes filled with Cretaceous–Neogene, mainly flysch sediments uprooted from their original substratum. In the Eastern Carpathian segment of Tethys at the Late Jurassic and/or Early Cretaceous, Ceahlau-Severin ocean (called Fore-Marmarosh one in Ukraine) was opened between the Dacia continental block (part of the Tisza-Dacia Terrane) and the Eurasian continent (van Hinsbergen et al., 2020 and references therein), that suggested by rift oceanic and continental basalts occurring under the Cretaceous flysch of the Outer Eastern Carpathian. Sinking of the Dacia (micro)continent into a subduction zone existed in the Neotethys ocean and inclined to the west (van Hinsbergen et al., 2020), could have caused the east-directed thrusting of the thick-skinned Marmarosh Nappes towards the CeahlauSeverin ocean. Ahead the Marmarosh nappe pile, the Eastern Carpathian Internal flysch thin-skinned nappes such as the Kamyanyi Potik, Rahiv, Burkut, Krasnoshora, Svydovets and Chornohora ones were formed. Coarsening upward and regular younging of the stratigraphic successions from inner to outer nappes suggest their attribution to the accretionary wedge growed in the Early Cretaceous–Paleogene time due to the subduction of the Outer Carpathian flysch basin basement under the Marmarosh pile. In the Western Carpathian segment, the Pieniny Klippen Belt accretionary wedge began to rise in the Late Cretaceous due to subduction of the Penninic oceanic domain under the Central Western Carpathians (part of the Alcapa Terrane) accompanied by detaching and grouping together originally very distant lithofacies (Plašienka, 2018 and references therein). The Western Carpathian Internal flysch nappes such as the Magura and Dukla units were attached to the Fore-Alcapa prism during the Middle Eocene–Oligocene, accordantly to outward shifting and uplifting of the trench-like Magura and Krosno lithofacies during this time. Closuring of the Monastyrets “between-terrainian” flysch basin at the late Eocene suggests the collision of the Alcapa and Tisza–Dacia terranes at the turn the Eocene and Oligocene. As a result, the Fore-Alcapa and Fore-Tisza-Dacia wedges were incorporated within an amalgamated internal wedge system that limited from the SW the Outer Carpathian basin. This unificated Menilite–Krosno basin was gradually uplifted and its deposits were subsequently thrusted as the external Silesian, Skyba and Boryslav-Pokyttya nappes onto the Miocene Carpathian Foredeep. Sedimentological and structural data suggest northeastward shift/migration of the wedge front–trench/foredeep– forebulge during Carpathian evolution. In addition, the junction of the Eastern and Western Carpathian accretionary wedges is complicated by strike-sleep movements.
Air pollution (especially near industrial enterprises that are located mainly in densely populated regions) is one of the most significant problems of modern ecology. The purpose of this research is to study nitrogen dioxide air pollution over Ukraine, which has a negative impact on human health. As part of the research over the territory of Ukraine, the real planar distribution of nitrogen dioxide (NO2) as well as its local emissions (which make the main contribution to this distribution) were revealed using the materials of the remote sensing of the Earth from the AURA satellite. The results were calculated for the multi-year period of 2005 through 2021 and separately for 2022, which characterized the full-scale war in Ukraine and which made it possible to identify priority polluters; namely, industrial enterprises (thermal power plants, heavy metallurgy enterprises, etc.). For 17 years, the average value of NO2 was 160.78 · 102 molecules/mm2; in 2022, its concentration decreased to 126.93·109 molecules/mm2. The war manifested itself due to the shutdown of industrial enterprises, which were (and remain) priority polluters in Ukraine (particularly in large cities).
