Cyfrowy zasób danych topograficznych w formie bazy danych przestrzennych tworzony jest w Polsce od 15 lat. W tym okresie poza pierwszymi danymi o charakterze testowym opracowane i udostępnione zostały dwie wersje bazy danych: Baza Danych Topograficznych (TBD) oraz Baza Danych Obiektów Topograficznych (BDOT10k). Obecnie w krajowym zasobie geodezyjno-kartograficznym są dostępne dane topograficzne dla całego terytorium Polski. Są one coraz powszechniej wykorzystywane. Niektórzy użytkownicy przyzwyczaili się do korzystania z danych zapisanych zgodnie z modelem TBD, inni natomiast zgodnie z modelem BDOT10k. Wiedza na temat różnic miedzy tymi modelami nie jest jednak powszechna. W artykule omówiono wyniki analizy różnic pomiędzy modelem pojęciowym TBD i BDOT10k oraz zasygnalizowano konsekwencje wprowadzonych zmian.

Digital topographic data as the spatial databases has been gathered in Poland for 15 years. During this period (excluding the first test dataset) two versions of the database: the Topographic Database (TBD) and the Database of Topographic Objects (BDOT10k) have been developed and made available. Currently, topographic data for the entire Poland are accessible in the national geodetic and cartographic resource . They have been increasingly used by many users. Some of them have become accustomed to the use of data recorded in accordance with the TBD model, while others – with the BDOT10k model. However, differences between these models are not well known. The article discusses the results of analysis of the differences between the TBD and BDOT10k conceptual models and points to the consequences of introduced changes.
Od rozpoczęcia praktycznego wdrażania w Polsce zasad budowy infrastruktury informacji przestrzennej zawartych w dyrektywie INSPIRE mijają 3 lata, a właśnie ów moment (przełom lat 2009/2010) można uznać za pewną cezurę w funkcjonowaniu infrastruktury informacji przestrzennej w naszym kraju. Warto w tym kontekście przedstawić ewolucję topograficznego modelowania rzeczywistości geograficznej, czyli takiej rejestracji element ów czasoprzestrzeni, która jest właściwa topografii, dostarczającej jednoznacznej, możliwie precyzyjnej, i spójnie uogólnionej informacji o położeniu i cechach elementów terenu. Jako przykład tej ewolucji wybrano model pojęciowy Bazy Danych Topograficznych (TBD), zreformowanej kilka lat temu (a formalnie w roku 2011) do Bazy Danych Obiektów Topograficznych (BDOT), którego zasadnicze etapy i kierunki rozwoju zostaną tu przedstawione. Model pojęciowy (konceptualny) bazy danych przestrzennych jest opisem abstrakcji rzeczywistości czasoprzestrzennej, zawierającym definicje zbiorów encji dotyczących opisywanego fragmentu tej rzeczywistości, wraz ze wzajemnymi powiązaniami tych zbiorów oraz warunkami powiązań i atrybutów samych encji. Opis ten jest tak sformalizowany, aby był czytelny dla narzędzi informatycznych, a jeśli stosuje język formalny (np. UML), to można go nazwać schematem pojęciowym i wykorzystać do implementacji modelu (Głażewski, 2009). Badania nad poruszaną problematyką, obejmujące także szersze spektrum zagadnień, prowadzono w ramach dwóch projektów, które zbiegają się w czasie, ale też stanowią przedmiot współpracy eksperckiej Wydziału Geodezji i Kartografii Politechniki Warszawskiej z Głównym Urzędem Geodezji i Kartografii. Pierwszy projekt, typowo naukowy, prowadzony przez Zakład Kartografii Politechniki Warszawskiej i finansowany przez Narodowe Centrum Nauki, pt. Opracowanie metodyki zasilania, generalizacji, wizualizacji i prowadzenia analiz przestrzennych w środowisku wielorozdzielczej bazy danych topograficznych BDG, jest nastawiony na poszukiwanie nowych rozwiązań metodycznych i technologicznych z wymienionych w temacie zakresów.

In this two projects are considered. The first, practical one, leads to development of the national reference database according to Technical Guidelines TBD and is run by the Head Office of Geodesy and Cartography (GUGiK). It's financed by the European Regional Development Fund - ERDF, within the framework of the 7th Priority Axis of the Operational Programme Innovative Economy, and titled -Georeference Database of Topographic Objects (BDOT) with the National Management System "The second project, strictly scientific, is run by Cartography Department on the Faculty of Geodesy and Cartography of Warsaw University of Technology, titled" Developing of methodology of integration, visualization, generalization and leading the spatial analysis in environment of multiresolution reference database". Both of them are in the same phase and refer to the same products, so they are complementary. Research work with new ideas can be implemented in practice, and the basic limitations in database production have to be honored in developing theoretical works. The main objective of the paper is to present the evolution of conceptual model TBD/BDOT, referring to standards offered by database theory and wider context of modeling the elements of geographic reality. The conceptual model of Topographic DataBase (TBD), developed in 2003, was the best at that time and became an example for reflections on classification or modeling in next generations of products. The next stage of topographic modeling in our country was the concept of Multiresolution Topographic DataBase - dated from the era of INSPIRE.
The Track-Before-Detect (TBD) algorithms are applied for the tracking of signals below the noise floor. The noise object is the signal that has noise samples only. The processing of such signal using Spatio-Temporal TBD is not possible directly. The proposed preprocessing technique allows analysis of the signal using moving window approach and dot product calculations. Two vectors, related to the distributions, are compared: the overall signal and the local, related to the window position. The Monte Carlo tests are applied for the analysis of performance.

Tracking systems need accurate and fast computations. Track-Before-Detect (TBD) algorithms are applied if the signal is weak (e.g. SNR<1). Spatio-Temporal TBS algorithm uses IIR-based architecture and there are two filtering parts related to the multidimensional processing. Computation of TBD algorithms needs for example GPGPU devices. The main limitations of GPGPU are memory bus bottleneck and limited availability of fast internal shared memory. A few memory optimization techniques are presented. The new technique based on the dual representation of the state space data in proposed. The compression technique allows application of 8-bit representation for state space and floating point state space together. Floating point values are used for areas where the object is located. The TBD system tracks objects and predicts signal data representation together.

Tracking of the noise signal in noise measurements needs special techniques. The difference between object and background noise is defined, using the noise parameter estimators. The proposed technique is based on the model of the noise and the Gaussian noise is assumed. The window based approach is used for input signal preprocessing. The chi-square statistic for estimation of the local chi-square value by the comparison of the assumed model and local distributions is used. Chi-square values are processed using Spatio-Temporal Track-Before-Detect Algorithm for tracking of the dynamic of the object and improved signal denoising. Dumped Information Update formula is proposed for considered TBD algorithm. A few examples are shown for different objects that show possibilities of the proposed solution.

Precyzyjne określenie zawartości informacyjnej bazy danych stanowi zawsze duże wyzwanie dla architektów systemów GIS. Niedobór informacyjny może spowodować brak możliwości spełnienia wymagań użytkowników, a w przypadku INSPIRE brak możliwości publikacji danych zgodnie z przepisami implementacyjnymi. Nadmiar informacji w bazie danych powoduje nieuzasadniony wzrost kosztów pozyskiwania danych. Treść bazy danych powinna być zatem dostosowana do wymagań użytkowników danego systemu (odpowiedni zestaw klas obiektów, właściwy dobór atrybutów, topologia, zastosowany model typu sieciowego, krajobrazowy, prawny itp.) lub zapewniać zasilanie odpowiednimi danymi systemów zewnętrznych. Pod hasłem "zawartość" informacyjna, rozumiane jest zarówno zapewnienie występowania odpowiednich klas obiektów (z odpowiednim zestawem atrybutów), jak i ściśle zdefiniowane zasady powiązań obiektów wewnątrz zbioru danych. Dodatkową trudność stanowi konieczność zastosowania w wybranych przypadkach generalizacji pierwotnej danych, uwzględniającej zarówno generalizację geometrii, atrybutów (agregację cech szczegółowych do cech ogólnych), jak i generalizację powiązań topologicznych. W zależności od zastosowanego modelu pojęciowego (topograficzny - DLM, kartograficzny - DCM, sieciowy, prawny) różne cechy obiektów mogą być eksponowane lub pomijane.

In this paper, the main idea is to develop a new model of the topographical database (FBD) as a multiresolution database (MRDB). Four resolution levels are proposed: local (1 :500), regional (1: 10000), national (1:50 000), and European - (1:250 000). INSPIRE provides great opportunity to enrich Polish model of topographical data with other features defined by INSPIRE data specifications. There is a challenge to create Polish national model which will be richer, more flexible and interoperable than ever.

Najważniejszym wnioskiem ekspertyzy, wynikającym z przeprowadzonej analizy jest ten, który dotyczy możliwości i potrzeby utworzenia wspólnej bazy danych obiektów topograficznych dla rejonów przygranicznych Niemiec i Polski. Przy tworzeniu WBD należy dostosować się do ogólnych założeń zaprezentowanych w ekspertyzie. Jak się okazuje nie odbiegają one od tego, co aktualnie dzieje się na granicy Niemiec i Czech, gdzie prowadzone są prace o podobnym charakterze (Gedrange C. i in., 2010). Niewątpliwie po opracowaniu koncepcji prace powinny być prowadzone dalej. Sugestią autorów artykułu jest propozycja kolejnych czynności przedstawiona w punktach 1-6 rozdziału "Koncepcja wspólnej bazy danychATKIS - TBD". Niektóre kwestie powinny pozostać w gestii zainteresowanych krajów jako działania autonomiczne, jak np.: sposób prezentacji graficznej zawartości WBD na mapach, w Internecie, w geoporta1ach itp. Dotyczyć to powinno także procedur transformujących dane z ATKIS i TBD do struktury WBD i w stronę odwrotną.

There are various problems connected with spatial databases for the cross-border areas. One of them is related to the production of topographic maps. At present, there are considerable difficulties in covering areas on both sides of the border with similar and up to date content,. In the paper, the concept of creating a common database for the cross-border areas of Germany and Poland at the level of detail 1: 10000 is presented. Comparative analysis of the contents of the National Topographic Database (TBD) and its equivalent on German side - A TKIS provided the basis for this concept.

Budowę BDOT, w tym w szczególności projekt GBDOT, autorzy postrzegają jako niezwykle wartościowe przedsięwzięcie, dające duże możliwości na przyszłość i doceniają ogrom pracy, jaka została wykonana przez jej twórców i kontynuatorów. Zbudowanie Bazy Danych Obiektów Topograficznych dla całego kraju jest dużym osiągnięciem i powinno stanowić wielką wartość dla większości dziedzin życia społecznego i gospodarczego. Jednak czy tak się stanie, zależy w dużej mierze od decyzji - co dalej z BDOT. Nie można poprzestać na stworzeniu BDOT, bo dotychczasowe wysiłki szybko się zdewaluują. Szczególną uwagę należy zwrócić z jednej strony na odpowiednie przystosowanie bazy dla przyszłych użytkowników, z drugiej na utrzymanie jej aktualności oraz profesjonalne przygotowanie jej obrazowania. W artykule autorzy przedstawili jedynie niektóre poglądy i doświadczenia wykonawców wynikające z procesu budowy BDOT. Obrazowane przykładami spostrzeżenia nie stanowią szczegółowej analizy warunków technicznych pod kątem konieczności ich zmian i uszczegółowień - stanowią jedynie przyczynek do dalszej dyskusji nad przewidywanym kształtem BDOT. Producing Topographic Objects Data Base (BDOT) is a long and demanding process, it requires participation of different groups of specialists and decision making people, as much as other institutions and stakeholders. In this process three phases should be distinguished: preparation, construction and usage. The role of producers with large experience and high level of knowledge should be broadly understood, not only as a builders but also as advisors, experts and users. BDOT projects are highly ranked in companies, they require specialists participation, constant education, preparation and maintenance of professional technological lines, which generate high costs. Continuity of orders and their relatively high pricing provide an opportunity to cover the expenses for company development and hiring high-level specialists. The authors draw attention to the need to clarify the way of external data acquisition, and cooperation with other institutions in the field of BDOT production. A very important issue is proper usage of large scale data to fill the BDOT. The data should pass a verification test in order to be accepted for further usage. It is necessary to prepare procedures for data transformation to the BDOT model. High scale data shouldn't be copied and shouldn't cause appearance of objects contradictory to the BDOT standards. A big problem is caused by regular changes in technical requirements, and especially by different interpretation of technical requirements, and lack of proper supervision of such changes. For some objects there are no precise rules for processing, internal contradictions in technical requirements appear, and the interpretations of different producers are not supervised, which causes a unacceptable diversity, and hetero genous products are created in relation to the area or scope of realization. Producers don't know precise work delivery procedures, and the applications used for control purposes require constant changes in complementary rules of construction, as well as correction of reporting mechanisms. It seems unnecessary to force the producer to deliver certain mid products, such status makes it impossible to use the newest innovative digital techniques and to verify field updating. Realized orders, named "BDOT updating" require basic analysis of their rules. Present conditions enforce an improvement of objects without any regard to their physical changes, which results in the fact that the cost of such order doesn't really differ from the one which was incurred on the creation and it leads to the situation that the value expected by the client doesn't represent the demanded scope of work. For proper professional supervision, jollowing the model BDOT rules, we appeal to create a team of experts looking after the changes in technical instructions, and technical requirements as much as after subjective interpretations, including documentation. Establishment of such expert group is necessary to assure high quality of end product and to avoid implementation of changes contrary to the BDOT model. The project of Georeferenced Topographic Object Data Base (GBDOT) realized by the Head Office of Geodesy and Cartography gives real chances for creation of high class product on the area of the whole country. However, an important question remains, whether BDOT will play its expected role in different areas of social and economical life. The answer depends on the preparations and assuring the realization of proper mechanisms of its updating as well as preparation of the basis for the needs of future users. Cartographic documentation is the next step of BDOT creation and the duty of geodetic and cartographic service. The analysis was based on opinions of the majority of producers, which enhances its trustworthiness and objectivity. Precise data collected from producers are included in the summary questionnaire attached to the paper. We hope that information and suggestions presented will provide an additional help for the BDOT purposes.
In the paper the noise suppression algorithms for Track-Before-Detect (TBD) systems are evaluated. Three estimators are considered: the global, local, and single local. The estimator based on the impulse counting for large number of pixels is proposed. Estimation of the noise parameters gives abilities of suppression of the salt-and-paper or high-valued impulse noise.
Wiele głównych punktów Konferencji pokrywa się z celami Dyrektywy INSPIRE, zwłaszcza te odnoszące się do ochrony środowiska naturalnego. Aby zrealizować te cele niezbędne jest współdziałanie wielu instytucji, urzędów, wspólnot. W przypadku Dorzecza Odry niezbędna jest też współpraca dwóch państw: Niemiec i Polski. W pracy zostanie przedstawiona koncepcja wspólnej bazy danych dla rejonów przygranicznych i włączenie jej do bazy danych Dorzecza Odry.

Plenty of main points of the Conference are convergent with the INSPIRE directive, especially those connected with an environment protection. Institutions, departments and partnerships interoperability is essential for a realization of those aims. If Odra basin is taken into consideration, interoperability of Germany and Poland is needed. The paper presents a conception of a common database for a border regions. The database will be next included into Odra basin database.

Rozdział trzeci dotyczy zasad oceny jakości danych przestrzennych. Wobec powszechnego dostępu do danych przestrzennych znajomość ich jakości staje się zagadnieniem kluczowym zarówno dla użytkowników danych, jak też instytucji je udostępniających. Jakość danych nabiera szczególnego znaczenia, gdy informacje uzyskane na ich podstawie służą do podejmowania decyzji. Wiadomo, że decyzje podejmuje się często bazując na informacjach niepewnych, jednak każdorazowo decydent musi mieć tego pełną świadomość. W procesie podejmowania decyzji ocena dokładności i wiarygodności danych (informacji) ma kluczowe znaczenie. W opracowaniu przedstawiono podstawy oceny jakości danych zgodnie z zasadami podanymi w normach ISO serii 19100 oraz ocenę zgodności danych zgromadzonych w TBD z Wytycznymi TBD, zwaną oceną jakości producenta. W zakresie oceny danych TBD przyporządkowano elementom kontroli jakości wg ISO 19113 i specyfikacji technicznych INSPIRE odpowiednie zestawy kontroli automatycznych TBD, przeprowadzonych zgodnie z wytycznymi technicznymi i koncepcją systemu kontroli TBD. Ponadto dokonano interpretacji wykrytych zdarzeń, a także przedstawiono dodatkowe procedury kontrolne, konieczne do całościowej oceny jakości zbioru zgodnie z wymaganiami przepisów implementacyjnych dyrektywy INSPIRE.

Chapter 3 refers to the principles of spatial data quality assessment. Taking into account that spatial data are generally accessable, the awareness of their quality is of key importance both for the users of these data and for the institutions making them available. Data quality is of special importance when the information obtained serves as the basis for decision making. It is well known that decisions are often taken on the basis of uncertain information, but in every case the decision maker must be fully aware of this. In the decision making process accuracy and trustworthiness of data is of key importance. The basis for data quality assessment are presented in this work in accordance with the principles contained in ISO standards series 19100 and assessment of compatibility of the data stored in TBD with TBD Guidelines, called .manufacturer.s. quality assessment. As regards assessment of TBD data, appropriate sets of automatic TBD controls conducted in accordance with technical guidelines and the concept of TBD control system were subordinated to the elements of quality control according to ISO 19113 and INSPIRE technical specification. Moreover, discovered events were interpreted and additional control procedures were presented necessary for comprehensive quality assessment of the set in accordance with the requirements of the implementation provisions of the INSPIRE Directive.

Dim targets tracking needs appropriate signal processing and Track-Before-Detect algorithms. One of the sources of disturbances is additive impulse noise related to the target. Two methods based on fixed impulse saturation and elimination is compared. Saturation approach gives ability of use high values of pulses partially. Elimination approach removes high values by zero values. Recurrent Spatio-Temporal Track-Before-Detect algorithm is assumed because it has low computational cost. Similar technique can be used for other recurrent Track-Before-Detect algorithms.
Influence of the impulse noise in recurrent Track-Before-Detect Algorithms is considered in this paper. Impulse noise from the object should improve tracking performance but it is not true. This is the SNR paradox that could be explained using Markov matrix theorem. Suppression of the signal value using threshold techniques improves output SNR. Description of this effect is detailed shown in the paper using illustrative examples. Obtained results could be applied for numerous applications of TBD systems.
Mapy tematyczne (hydrograficzne i sozologiczne) opracowywane i modernizowane od połowy lat 80-tych obecnie realizują podstawowe funkcje systemów GIS. Zasięg przestrzennego opracowania tych danych w chwili obecnej obejmuje około 60% powierzchni Polski. W ostatnich latach ilość nowo opracowywanych arkuszy mapy tematycznej bardzo się zmniejszyła. Związane jest to z wysokimi kosztami opracowania map. W niniejszym artykule autorzy podejmują próbę przedstawienia nowego ujęcia wykonywania mapy hydrograficznej i sozologicznej. Prezentowana koncepcja jest próbą harmonizacji i opiera się na połączeniu obydwu opracowań. Pozwala ona na zoptymalizowanie kosztów wytworzenia danych geoinformatycznych, a także wykonywanie opracowań większych obszarów. Odpowiedni podział na grupy zjawisk hydrograficznych oraz ochrony i degradacji środowiska przyrodniczego, umożliwiłoby analizę wybranych zagadnień w szerszym ujęciu, np. regionu, województwa, kraju. W artykule przedstawiono także propozycję nowego sposobu opisywania części merytorycznej, czyli tzw. komentarza opracowywanego przez zespół konsultantów naukowych. Autorzy mają nadzieję, że nowy sposób wykonywania map tematycznych przyczyniłby się do zwiększenia zasięgu obszarowego nowych opracowań oraz spopularyzowania map hydrograficznych i sozologicznych.

Thematic maps have been worked out and updated since the 80s of 20th century to realize the basic functions of the GIS. The concept of creating thematic maps has been developed, and now they can be used as true GIS data. At present almost 60% of Poland’s territory is covered by thematic maps. In recent years the number of newly created map sheets has decreased because of the shortage of funds. In this article the authors have made an attempt at describing a new approach to making hydrographical and environmental maps. The concept presented is based on harmonization and combining both kinds of the maps. A proper division into hydrographical and environmental protection and degradation factors would enable an analysis of chosen issues in a broader perspective, for example, that of the region, province and country. The article presents also a suggestion for a new way of describing the factual part, which is a comment drawn up by a team of scientific consultants. The presented concept includes an attempt at integrating both the studies. The authors hope that the new way of making thematic maps will broaden the range of new studies and popularize hydrographical and environmental maps.

Stosowanie powiększenia anamorficznego stanowi ciekawą i użyteczną alternatywę dla map o jednolitej skali i może znaleźć szerokie zastosowanie, przy tworzeniu różnego rodzaju map obszarów o zróżnicowanym przestrzennym rozkładzie informacji. Tego typu odwzorowania są dedykowane głównie do tworzenia dynamicznych (interaktywnych) map elektronicznych, ze wskazaniem na mapy mobilne. Przykładem wykorzystania tego typu prezentacji mogą być mapy nawigacyjne, w których pożądanym jest dostarczanie szczegółowej (w większej skali) prezentacji w pobliżu aktualnego punktu położenia użytkownika - np. aktualnej pozycji na trasie podróży, przy zapewnieniu jednoczesnego ogólnego oglądu dalszej okolicy (w mniejszej skali). Mogą być one również okazjonalnie stosowane do map papierowych - np. turystycznych. Dokładne poznanie właściwości odwzorowań anamorficznych pozwala na świadome ich stosowanie i praktyczne wykorzystanie. Stanowiło również podstawę do stworzenia algorytm ów pozwalających na dynamiczną transformację anamorficzną mapy wektorowej. Wypracowane rozwiązania oraz wnioski i spostrzeżenia z analizy wyników zastosowania odwzorowań anamorficznych w prezentacjach opartych na ogólnie dostępnych danych wektorowych VMap L2 i TBD pozwolą na stosowanie ich do tworzenia map tematycznych wykorzystujących dane VMap L2 i TBD jako dane referencyjne.

Most often, the aim of designing and selecting suitable cartographical transformation is as accurate as possible projection of reality, expressing the aspiration to achieve minimum deformation. A task quite often encountered in cartography is to present areas with uneven distribution of objects and phenomena. Anamorphical projections make it possible to present areas of particular interest in an enlarged scale, while continuity of the whole presentation is preserved. This work presents theory and classification of anamorphical projections as well as metric properties, especially deformation. Precise recognition of anamorphical projection properties allows their deliberate use. Works on anamorphical transformation methodology and their practical employment in cartographical presentations based on generally available vector data VMapL2 as well TBD were also presented. Theoretical considerations allowed building the algorithms presented in the paper. Results of anamorphical transformation are shown and discussed in the paper. The aim of the research is to obtain optimal type and parameters of anamorphical transformation. Anamorphical presentations could find wide application in mobile digital maps based on VMapL2 and TBD vector data. Good example of application could be navigation maps where we usually need more detailed information about present location, while continuity of the whole map is preserved.

The following tasks should are the most important steps towards the creation of a coherent reference database in Poland: 1. Harmonisation of conceptual models . introduction of small changes into the VMap and TBD data models may result in considerable simplification of data exchange between those databases. 2. Harmonisation of metadata . metadata shall be stored in the process of development of both the TBD and the VMap L2 databases. 3. Development of multi-resolution databases . it is proposed to design the reference database as a multi-resolution database (of MRDB type); such a database would allow to store data at various levels of detail and accuracy in individual regions of the country. 4. Integration of the DTM with 2D feature data is required.
Potrzeby gospodarcze wielu krajów Europy spowodowały znaczny wzrost zainteresowania tworzeniem baz danych topograficznych o stopniu szczegółowości odpowiadającym mapom w skali 1:10 000 lub większej. Jednym z czynników wpływających znacząco na spowolnienie ich wypełniania jest bardzo rozbudowany zakres informacji. W części pierwszej autorzy przedstawiają krótkie charakterystyki wybranych europejskich baz danych topograficznych. W części drugiej dokonują porównania zakresu ich treści z zakresem polskiej TBD (Bazy Danych Topograficznych). Proponują również rozwiązania mające na celu optymalizację zakresu treści TBD.
Przez 8 ostatnich lat funkcjonowania systemów satelitarnych o wysokiej rozdzielczości można było zaobserwować duże zainteresowanie różnymi możliwościami wykorzystania zdjęć satelitarnych w wielu dziedzinach. Początkowo główne badania skupiały sie na wykorzystywaniu pojedynczych scen. Wysoko-rozdzielcze systemy satelitarne dzięki swoim możliwościom manewrowania pozwalają na pozyskiwanie nie tylko pojedynczych scen ale równie_ dużych bloków zdjęć satelitarnych (długich pasów lub kilku zdjęć o wspólnym pokryciu). Jednocześnie ceny zdjęć satelitarnych z systemów wysoko-rozdzielczych zaczęły spadać, a dystrybutorzy posiadają coraz większe zbiory zdjęć archiwalnych. Te dwa aspekty spowodowały zwiększone zainteresowanie zdjęciami w postaci bloków. Kluczowym zadaniem podczas pozyskiwania zdjęć satelitarnych jest zaprojektowanie sesji pozyskiwania zdjęć podczas przejścia satelity w zasięgu stacji nadawczo-odbiorczej. Pozyskiwanie małych obszarów oddalonych od siebie wymaga zmiany celowania systemu optycznego satelity, co zabiera bardzo cenny czas, za który operatorzy musza równie_ zapłacić. Niniejszy artykuł wprowadzi czytelnika w tematykę bloków zdjęć pozyskiwanych z systemów satelitarnych. Przedstawi proces projektowania i pozyskiwania pojedynczych zdjęć oraz bloków zdjęć satelitarnych podczas przejścia satelity w obszarze stożka stacji odbiorczo-nadawczej. Zostanie opisane praktyczne wykorzystanie bloków zdjęć satelitarnych w Polsce, gdzie wymagane jest pokrycie zdjęciami dużych obszarów.

For the last 8 years of the presence of very high resolution satellite systems (VHRS) there has been a number of various opportunities discovered for using satellite images in numerous applications. The majority of research work has focused on using a single satellite image. VHRS, thanks to their agility capability, allow not only to provide single image, but also blocks of satellite images (long strip or several strips with small amount of overlapping). At the same time, the prices of satellite images have started to drop, and collection of archived imagery has been increasing. These two aspects have increased the interest in blocks of satellite images. Image collection planning is the key task during imaging sessions in a single passage (single orbit). The collection of small area isn’t very efficient during slew times. In slew time, the satellite cannot take any image. This paper is intended to give an overview of the collection of blocks of satellite images and to introduce planning system for images collection during a particular spacecraft pass. The author has also described a few applications requiring the use of satellite image blocks.
Wraz z wejściem w życie w dn. 15.05.2007 r. Dyrektywy INSPIRE dotyczącej utworzenia europejskiej infrastruktury danych przestrzennych (ESDI – European Spatial Data Infrastructure) przed polską służbą geodezyjną stają nowe cele i wyzwania. Jednym z istotniejszych i pierwszoplanowych zadań jest opracowanie i zharmonizowanie zestawu referencyjnych danych topograficznych dla Polski. Dotychczasowa sytuacja wynikająca z braku odpowiednich topograficznych danych referencyjnych spowodowała, że Państwowy Instytut Geologiczny (PIG) wytworzył własne dane przestrzenne niezbędne do prowadzenia działalności statutowej. Opracował własne standardy i definicje obiektów związanych z informacją przestrzenną. Dane topograficzne zgromadzone w PIG mają stosunkowo wysoką jakość i dokładność dzięki pracom terenowym prowadzonym przez geologów kartujących, umożliwiającym ich weryfikację w terenie. Niniejsza praca dotyczy, przeprowadzonej przez Zesół PIG, szczegółowej analizy porównawczej wybranych baz danych PIG – Mapa geośrodowiskowa Polski w skali l :50 000 (MGśP) i Mapa geologiczno-gospodarcza Polski w skali 1:50 000 (MGGP) z bazami TBD i VMap_L2+ (VMapL2 tzw. drugiej edycji) oraz oceny możliwości ich integracji w ramach przyszłej Wielorozdzielczej Bazie Danych Topograficznych (WBDT). Działania Zespołu PIG związane są z realizacją zadania w ramach graniu celowego KBN nr 6T 12 2005C/06552 pt. "Metodyka i procedury integracji, wizualizacji, generalizacji i standaryzacji baz danych referencyjnych dostępnych w państwowym zasobie geodezyjnym i kartograficznym oraz ich wykorzystania do budowy baz danych tematycznych".

As the INSPIRE Directive concerning creation of the European Spatial Data Infrastructure (ESDI) came into force on 15th May, 2007, the Polish geodetic service has to face new challenges and tackle new goals. One of the more important and priority tasks is to prepare and harmonize a set of topographic reference data for Poland. The current situation, resulting from the lack of appropriate topographic reference data, forced the State Geological Institute (PIG) to collect its own spatial data necessary for performing its statutory activity. It developed its own standards and definitions of objects connected with spatial information. Topographic data collected by PIG are of relatively high quality and accuracy, thanks to field work carried out by documenting geologists permitting data verification in the field This paper is devoted to a detailed comparative analysis of selected PIG databases carried out by the PIG Team, a geoenvironmental map of Poland, scale l :50 000 (MGŚP) and a geologic and economic map of Poland, scale 1:50 000 (MGŚP) with the TBD and VMap_L2+ bases (VMapL2 of the so-called second edition) as well as an assessment of possibilities of their integration within the confines of the future Multi-Resolution Topographic Database (WBDT). The PIG Team activities are connected with the implementation of a task within the confines of the designated grant KBN No 6T 12 2005C/06552 entitled "Methodology and procedures of integration, visualization, generalization and standardization of reference databases available from the state geodetic and cartographic resources and their use for creation of thematic databases".

In this paper characteristics of the generalization process of the topographic database in the layer of built-up area was presented. The elements of this layer make the content of topographic and thematic maps and they are also subdued to significant changes during a change of scale. The proposed way of generalization of built-up area is based on the establishing of recognition of the content on the topographic map, in any selected timescale. The base for the correct generalization of objects of selected builtup area and a definite scale of a topographic map is the definition of the ability to recognize individual objects. This process leads to making complex objects that are made by a proper aggregation of individual objects possessing common edge outlining single buildings. The main subjects of the paper include simplification of the shape and the elimination of sectors in the built-up area and buildings, as well as the definition of conditions of automatic change in the method of presentation of built-up area (buildingsŽ built-up areas). In the discussed processes, the usefulness of the application of structural regions in the classification and elimination of internal objects was shown.
