Commercialization Processes of Innovative Solutions Developed at the KOMAG Institute – Thresholds and Barriers

Commercialization processes of research and development project results are costly and risky. That is why it is indispensable to analyze all the advantages and disadvantages very thoroughly as well as to identify potential risks and barriers which may emerge during commercialization processes of innovative solutions. The Authors presented in the article the results of their research work results oriented onto an identification potential barriers based on analyses of case studies carried out according to the Integrated Commercialization Model (ICM), developed by them. They highlighted the role of marketing communication in commercialization processes, giving some examples of mistakes commonly made and suggesting a new paradigm of marketing activities with use of the state-of-the-art efficient carriers of marketing information e.g. Internet, Intranet, Social Media etc. Marketing communication is presented as a complex tool enabling to strengthen collaborative relationships between science and industry within the framework of creating and implementing innovative solutions. The article also contains some recommendations and guidelines concerning thresholds and barriers impeding a successful transition of commercialization processes of R&D results and of technology transfer.

On 25th of January 2017, the Ministry of Science and Higher Education announced the opening of a new program called "Zero-emission public transport" (e-mobility). Its objective was to enable for Polish cities purchasing up to 1000 ecological, modern buses and thus to stimulate the development of the electromobility industry in Poland and necessary infrastructure in the national power system. The National Center for Research and Development was designated to prepare the framework for the e-mobility program and, further, to implement it. The article presents main assumptions of the program, referring them to the current legal environment related to the financing of R&D works. The in-depth analysis concerns the conditions for the use of the innovation partnership model and the standards of supporting innovation developed by the US agency – DARPA.

25 stycznia 2017 r. Ministerstwo Nauki i Szkolnictwa Wyższego ogłosiło otwarcie nowego programu pod nazwą „Bezemisyjny transport publiczny” (e-mobility). Jako jego cel zdefiniowano zakupienie przez polskie miasta nawet do 1000 ekologicznych, nowoczesnych autobusów, a poprzez to stymulowanie rozwoju przemysłu elektromobilności w Polsce oraz odpowiedniej infrastruktury w krajowym systemie elektroenergetycznym. Za opracowanie założeń do programu i jego realizację odpowiedzialne zostało Narodowe Centrum Badań i Rozwoju. Artykuł przedstawia główne założenia programu, odnosząc je do aktualnego otoczenia prawnego związanego z finansowaniem prac B+R. Pogłębiona analiza dotyczy uwarunkowań wykorzystania modelu partnerstwa innowacyjnego oraz wzorców nowych metod wspierania innowacji wypracowanych przez amerykańską agencję DARPA.

17 maja 2018 r. Narodowe Centrum Badań i Rozwoju ogłosiło otwarcie nowego postępowania w ramach Programu Magazynowania Wodoru. Jako cel określono opracowanie Systemu Zasobnika Wodoru z przeznaczeniem do zasilania ogniw paliwowych oraz jego demonstrację w Obiekcie Mobilnym. Ma to kreować alternatywę dla wykorzystania paliw kopalnych oraz stworzyć pole do konkurencji w tworzeniu rozwiązań z zakresu dostępu do „czystej” energii. Za opracowanie założeń, regulaminów i realizację odpowiedzialne jest Narodowe Centrum Badań i Rozwoju. W artykule poddano analizie główne założenia programu i obecną sytuację prawną związaną z finansowaniem prac badawczych i rozwojowych w tym obszarze. Pogłębione opracowanie dotyczy sposobów wykorzystania partnerstwa innowacyjnego i jego umiejscowienia w systemie aktów prawnych Unii Europejskiej. Dyskusji poddano również koncepcję zamówienia przedkomercyjnego PCP (pre-commercial procurement), która została opracowana w celu wsparcia realizacji prototypów rozwiązań – powstałych w efekcie prac badawczo-rozwojowych – o dużym potencjale ewentualnej komercjalizacji. Procedura ta charakteryzuje się zapewnieniem finansowania produktu lub usługi na wczesnym etapie rozwoju. Stwarza to co prawda pewne ryzyko niepowodzenia przedsięwzięcia, ale z drugiej strony stymuluje rozwój technologiczny.

On May 17, 2018, the National Center for Research and Development announced the initiation of a new procedure within the Hydrogen Storage Program. The objective was to develop a Hydrogen Storage System for use with fuel cells and its demonstration in a Mobile Facility. This is to create an alternative to the use of fossil fuels and create a field for competition in creating solutions in the field of access to “clean” energy. The National Center for Research and Development is responsible for the development of assumptions, regulations and implementation. The analysis presents the main assumptions of the program is correlated to the current legal situation related to the financing of Research and Development. An in-depth study concerns the ways of using innovative partnership and its placement in the system of European Union legal acts. The idea of the pre-commercial procurement procedure (Pre-Commercial Procurement), which was developed to support the implementation of prototypes of solutions – resulting from research and development – with a high potential for possible commercialization, was described in details. This procedure is characterized by ensuring the financing of a product or service at an early stage of development. Although this creates the risk of failure of the project, it stimulates technological development.
