The conversion of heights of the benchmarks of the detailed vertical reference network into the PL-EVRF2007-NH frame

The paper describes the problem of conversion of heights to the European Vertical Reference Frame 2007 for Poland (PL-EVRF2007-NH). The subject of the study is height data, and especially the detailed vertical reference network. The aim of the article is to present an alternative method of conversion to the one recommended by the Polish Head Office of Geodesy and Cartography. The proposed approach is characterised by a low implementation cost while maintaining the required accuracy. The publication is illustrated by the case of Kętrzyn district (in the north-east part of Poland). The local reference network was converted from Kronstad’60 to PL-EVRF2007-NH in 2017.

W publikacji przeanalizowano stopień zaawansowania prac nad wprowadzeniem nowego układu wysokościowego PL-EVRF2007-NH do zasobów powiatowych. Podano przykłady wdrożenia układu, ich zróżnicowanie pod względem zakresu i nakładów finansowych. Skupiono się na pracach towarzyszących modernizacji osnów wysokościowych i transformacji innych danych wysokościowych. Zasugerowano wykonanie dodatkowych czynności porządkujących tę część zasobu geodezyjnego, która dotyczy odniesienia wysokościowego i poziomego. Prace te mogłyby być wykonane przy okazji wdrożenia układu wysokości. Podane sugestie są wynikiem doświadczeń autorów we wdrażaniu układu PL-EVRF2007-NH oraz innych prac realizowanych z wykorzystaniem zasobu POGDiK.

This publication reviews the progress of works on the introduction of the new PL-EVRF2007-NH vertical system to the county resources. Some examples of the implementation of the frame were given, as well as their differences in terms of scope and financial resources. The focus was made on the works accompanying the modernisation of the height networks and the transformation of other height data. It was suggested that additional steps were taken to arrange the part of the geodetic resource that concerns the height and horizontal reference. These works could be carried out during the implementation of the height frame. The given suggestions are the result of the authors' experience in implementing the PL-EVRF2007-NH frame and other works carried out using POGDiK resource.

Publikacja dotyczy aktualnego problemu wprowadzenia nowego układu wysokości PL-EVRF2007-NH do geodezyjnych zasobów powiatowych. Przedstawiono w niej zalety i wady sposobów realizacji tego zadania, zawartych w zaleceniach GUGiK. Dla prawie 60% powiatów, które dotychczas nie zajęły się tym zadaniem, wybór odpowiedniego sposobu (lub sposobów) ma kluczowe znaczenie w zachowaniu terminu, a także prawidłowego gospodarowania środkami budżetowymi. W publikacji poddano ocenie szacowane przez GUGiK koszty przeprowadzenia niezbędnych prac przygotowawczych, pomiarowych i obliczeniowych. Ponadto zwrócono uwagę na pewne nieścisłości zawarte w zaleceniach, dotyczące przygotowania do ponownego wyrównania archiwalnych obserwacji niwelacyjnych.

The article concerns the current problem of introducing a new vertical reference frame PL-EVRF2007-NH to district’s geodetic data. It presents the advantages and disadvantages of various manners of implementing this task listed in the recommendations of GUGiK. For almost 60% of districts that have not yet dealt with this issue choosing the right way (or ways) is crucial in meeting the deadline, as well as in the proper management of budget funds. The publication evaluates the costs of carrying out the necessary preparatory, measurement and calculation work as estimated by GUGiK. In addition, some inaccuracies in the recommendations regarding preparation for re-adjustment of archival levelling observations were pointed out.

The State Spatial Reference System in Poland currently includes two height reference frames: the first, PL-KRON86-NH, with the old name Kronsztadt'86, and the second, called PL-EVRF2007-NH, as a Polish implementation of the European Vertical Reference Frame (EVRF), named also NAP (Normal Amsterdams Peil). Kronsztadt'86 was supposed to replace the earlier reference system called Kronsztadt'60, but the intentions were not fully in line with reality. Kronsztadt'60 has been implemented in all geodetic and cartographic elaborations even before the computer era and will probably exist until the use of analogue maps or their duplicates in the form of raster maps. For practical purposes, transformation formulas have been developed between all three reference frames mentioned in the title of work. For this purpose, about 16,000 points of the base height network in the PL-EVRF2007-NH and PL-KRON86-NH were used and more than 7,000 points in the Kronsztadt'60. Transformational formulas were developed in two variants: in the form of polynomials approximated by the least squares method and in the form of an interpolative grid. Basic empirical relationships were implemented among others in the program TRANSPOL v. 2.06 [8], elaborated according to the assumptions of the Head Office of Geodesy and Cartography.
