W artykule przedstawione zostały kwestie dotyczące jakości oraz efektywności wykorzystywania narzędzi sfery technologii informacyjno-komunikacyjnych w kształceniu na odległość. Poszukiwana jest odpowiedź na pytania o to, czy istnieją sposoby skutecznej oceny procesów sfery kształcenia na odległość oraz kwestii badania efektywności finansowej. Omówiono metody ewaluacyjne, ze szczególnym uwzględnieniem modelu Kirkpatricka, stosowanego również w tradycyjnym szkoleniu, który skupia się na 4 poziomach: reakcji, nauki, zachowań, rezultatów. Z kolei przedstawiono zastosowanie tego modelu w praktyce kształcenia na odległość, jako procesu realizowanego w Akademii Obrony Narodowej. Następnie przedstawiono kwestie zwrotu nakładów z inwestycji (Return of Investments - ROI) mające związek z tym procesem. Na zakończenie przedstawiono możliwości LMS ILIAS do przeprowadzenie ewaluacji procesu dydaktycznego.

The article presents the issues concerning the quality and effectiveness of the use of tools of information and communication technologies in distance learning. Seeking to answer questions about whether there are ways to effectively evaluate processes of distance education and issues of financial performance. Evaluation methods are discussed, with particular emphasis on the Kirkpatrick model, also used in traditional training, which focuses on four levels: reaction, learning, behaviour, results. The application of this model is shown in the practice of distance education as a process carried out in the National Defence University. This is followed by questions in the Return of Investment - ROI relevant education process. Finally a demonstration of how to make an evaluation of the learning process with the use of Learning Management System ILIAS is included.

The article presents the nature and assumptions of the Central European Forum on Military Education (CEFME) from the perspective of chronological order of the most important events. The authors of the article are trying to investigate whether regular participation of decision-makers in CEFME meetings has an impact on the condition of higher military education in Central European countries. A deeper insight in details of CEFME discussions allows for distinguishing multifarious areas of concern, such as contemporary challenges of military education, the Bologna Process in higher military education system, the Military Erasmus exchange scheme for students and academic staff innovations related to using advanced technologies, or proposals of joint strategic module curriculum. The wide spectrum of issues predetermines the CEFME as a unique initiative.

The article was written in connection with the celebrations of the 20th anniversary of General Staff Academy’s conversion into National Defence University (Akademia Obrony Narodowej). The first part of the paper outlines the National Defence University’s traditions, facts, scope and methods of activities concerning its predecessors, i.e. the Knights’ School, Application School of Artillery and Engineering, General Staff Academy of the Polish Army, were described. The further, main part of the article contains the presentation of changes taking place at the University on the background of political, military and economic transformations in Poland and the analysis of evolutionary changes occurring in the area of education, research and promotional activities, as well as national and international cooperation.

The article presents the basic assumptions of doctoral studies conducted currently at National Defence University (AON). The increase of curriculum requirements is stressed, which results from the accepted Bologna strategy assumptions and contemporary level of civilisation development. Firstly, the author refers to the formal conditions of organising and conducting doctoral studies. On this basis, he points at certain discovered discrepancies between the course of study and the procedure of launching and granting the Doctor’s degree. In this area there are many doubts concerning completing the studies without receiving the Doctor’s diploma. As far as the issue of the effectiveness of the studies is concerned, the author stresses the importance of the right recruitment, the role of a supervisor and systematic progress assessment in the course of studies. Finally, the requirements for doctoral studies are defined and the necessity to evaluate the final results of studies is underlined. The author has been in charge of doctoral studies at National Defence University for several years.

The article is a continuation of opinions, published in Zeszyty Naukowe AON before, of previous course participants that took place in 2006/2007. There are currently presented participants’ opinions of two editions of basic staff course conducted in 2009 and 2010 that in the respondents’ opinions should be comple mented and require deeper subject-matter discussions within the course.

University education usually, refers to adults who already have acquired a defined amount of knowledge. Everyone has conducted a project in their lifetime, the result of which is smaller, or bigger luggage of their own experience. This makes high demands facing the ones who prepare educational programmes concerning conducting projects. An optimal programme takes into consideration the specific character of adult education, knowledge that students contribute, as well as condensed effective education of linear and non-linear project management systems, convincing examples of various cultures and leader’s personality that influence the course of the project. Balanced andragogical education approach shapes students’ cognitive abilities and competence during very limited education time, and is highly appreciated by both the students and university authorities as well. Conducting project includes the knowledge of support technologies (IT), business methods and abilities connected with the human factor. These abilities are shaped within the intellectual intelligence (IQ), emotional intelligence (EQ) and Sense Making Intelligence (SQ). The adopted mental model of project management L-Timer™ is to ensure high effectiveness of education within the 3x3 subject matrix combination. Personal motivation and learners’ ability is the third dimension of the acquired knowledge. In order to achieve the students' highest motivation, the syllabus was based on andragogical concept of constant search of problem solution (why and what next?) based on active learning (stimulus - reflection) and acquiring knowledge jointly within a team.

Twenty years have passed since the establishment of National Defence University in Warsaw. At that time the organizational structure included a didactic – research unit dealing with economic, defence and logistic problems, i.e. Defence Economics Institute (1990-1997), which later changed its name into Institute of Economic Sciences (1997-2001), and later, due to uniting a few organisational units within the University, into Institute of Economics and Logistics (2001-2008), and currently (since 2008) it is called Logistics Institute. During these 20 years the Institute has fulfilled its role. It has educated military and civilian personnel in the field of economic sciences. About 2,000 Masters of Arts in Economics have graduated from the university. Around 800 have completed postgraduate economic studies and approximately 40 received Doctor’s degree in military sciences in the field of defence economics, security economics and logistics. As refers to publications, the Institute’s workers published 105 books. Some of them have a monographic character, some were used for the didactic purposes. The flagship areas of research concerned military expenditures, economic – defence potential, defence economy, logistic support of operations, logistic in crisis situations. The thoughts developed by the Institute served the development of science and also prompted practical solutions. The Institute has become a specialist scientific and didactic unit in the area of unique specialities in the country such as defence economics and logistics in crisis situations.

The European community fosters cooperation between educational institutions of whole Europe and the quality of education with the common participation of students. Students’ mobility is recognized as an exceptional element of cooperation, studying for a certain period of time at a foreign university - as an integral element of university curriculum. The European Credit Transfer System - ETCS is a tool basing on the cooperation, providing full transparency and recognition of achievements. Full transparency and recognition of the workload at a foreign university with the use of the ETCS may be effectively counted and converted in the student's course of study at home. The ETCS builds good relations and mutual trust between partner universities. Hence it is so important for the National Defence University entering the European Higher Education Area to verify appropriately the ECTS for the conducted courses of study as well as ensure complete information in University ETCS Catalogue.

The author of the article presents her considerations concerning organisational culture in its broad meaning on the example of National Defence University (AON). AON is shown as a military university which after years of isolation opened its doors to civilian students, thus enabling education of personnel for the state defence. The starting point of her considerations is the period prior to the organisational changes triggered by the decision of the Minister of National Defence of 6 May 2008 concerning the transformation of basic organisational units of the University. Consequently, the author features changes in the organisational culture since the implementation of the university's reform. The most essential elements of numerous changes conducted in the University in the past ten years are described. They include the engagement of academic teachers in foreign missions. This kind of experience allowed them to improve their skills and verify their theoretical knowledge. Moreover, they created an opportunity to master the language. Another aspect of AON organisational culture were numerous International exercises, conferences and seminars taking place at the University. A particular attention is drawn to the participation of women in shaping the University's organisational culture. This issue relates to both female students and civilian workers who more and more often hold high positions in the University‘s structure (spokesperson, Deputy Rector for Students’ Matters). In the conclusions the author proves that the direction of AON organisational culture changes is right as far as the changes conducted in the University’s environment and its character are concerned. The changes in the organisational culture comprise student-soldiers, civilian students and civilian and military workers of the University.

The author of this article presents opinions of basic (and improvement) staff course participants which was carried out in the Administration and Mobilisation Branch, National Security Institute, Strategy and Defence Faculty, National Defence University (AON). This article is a continuation of farmer 2006/2007 course published in AON Bulletin. The opinions of the current basic course participants were confronted with previous year’s opinions and thanks to this some areas were found which, according to the respondents, should be complemented or require further discussion within the course programme. The information concerning the organisation of courses was of particular importance especially for the workers of Administration and Mobilisation Branch.

In the article the results of the second stage of researches on education of scientific research methodology of the National Defense University are presented. The second part shows the results of researches among the students of the last year of studies, who expressed their opinions on the basic issues of methodological education at the University. They consisted of: assessment of the level of knowledge and practical skills from scientific research methodology, the level of interest in methodology classes, assessment of their level of difficulty and the quality of didactical materials. The results of empirical researches of the second stage were compared with the first stage, revealing in conclusions and generalizations existing relationships and differences. The final part of the article was devoted to the methodical assumptions of education in scientific research methodology, taking into consideration rules, forms and methods of education.

Metodologia badań naukowych jest istotnym elementem procesu kształcenia w Akademii Obrony Narodowej. Realizacja tego przedmiotu napotyka jednak szereg istotnych barier wynikających głownie z różnorodnego podejścia metodycznego, preferowania określonych działów wiedzy metodologicznej oraz wytypowanej literatury przedmiotu. Powoduje to powstanie swoistych „szkół metodologicznych” wprowadzających zróżnicowane podejście do problematyki badań w naukach wojskowych już na poziomie założeń ogólnometodologicznych. Niniejszy artykuł stanowi prezentację wyników II etapu badań przeprowadzonych w 2006 roku wśród kadry dydaktyczno-naukowej i studentów w ramach pracy naukowo-badawczej na temat: Uwarunkowania efektywnego kształcenia w zakresie metodologii badań naukowych w AON.

The article is an attempt to present the results of the second phase with regards to research concerning education methodology within the National Defence University. The first part of the article presented methodological assumptions, as well as the concrete data of the faculty survey. The survey focused on: a readiness and capability to conduct scientific research, students’ knowledge of methodology and, finally the faculty’s capability to prepare scientific papers. The research concluded with proposals which could be implemented on daily basis.

This article discuss the current state of and the future development of postgraduate studies conducted at the National Defence University. The courses considered are: the Postgraduate Defence Policy Study (PSPO) and the Postgraduate Strategic-Operational Study. The author assesses the changing security issues and identifies the training needs for military training and education in order to enable military students to understand current security challenges. Recommendations for change include a new approach to the academic curriculum. The future of military education is presented in the context of the future Polish National Defence University as well as with considerations of recent Polish law on higher education.

The article presents the results of research on education process conditions of research methodology at National Defence University (AON). The considerations are based on the evaluation of this subject teaching in the academic year 2004/2005. The presented results of survey conducted among Master's graduates show their attitude towards such issues as the preparation to research, elaborating qualification papers, the level of interest in methodology classes, opinions on the need to run such classes, reference to their level of difficulty and quality of didactic materials. The considerations finish with general conclusions from the course of the research that were the basis for developing proposals of educational standards in research methodology.

The article concerns basic assumptions of postgraduate Master's studies at Land Forces Faculty. This curriculum has been conducted since February 4, 2001 and therefore it is possible to verify its assumptions. The authors of the article explain the reasons why the new curriculum was introduced, like the armed forces transformations, the need to include military university education into civilian university education and the necessity to prepare personnel in new political and social conditions. In effect of these changes the AON graduate will receive the Master's degree in Managing and Command. Education at the postgraduate Master's course at AON will be carried out during five terms. The aims and contens of each term are composed in order to ensure effective theoretical and practical education. This will allow the students to gain systemic knowledge and based on it skills in the area of organisation management military organisations in particular. The basic education contents still concern operational and tactical education, which decisively influences the level of the students' preparation to perform tasks in military commands and units. As a result introducting new curriculum will not lower the level of preparing the staff – command personnel.

On the background of forecast main directions of the modern civilisation development, the place and role of the armed forces in the next century have been defined in the article. The author represents an opinion that the knowledge of the world development directions, future security problems, in fact of the 20th century war, operations, force character, and most of all, the role of the manager, leader, commander are the bases for designing the armed forces’ shape, progress and functions. The author analyses these factors and then forms suggestions, fulfilling of which will enable facing the requirements of the future.
