The Master Plans of the city of Sabha (Libya) have been consistently developed and improved during the 1970s and early 2000s. At each of the stages, synchronized with the state program of spatial development of Libya, different tasks were solved for expanding the functions of the city, modernization of its planning structures, improving the quality of living, preserving cultural heritage.

Artykuł przedstawia szansę polskich kolei na rozwój oraz polepszenie oferowanych usług. Zaprezentowane zostały potencjalne kierunku inwestycji w celu zwiększenia udziału transportu kolejowego w gałęzi transportowej. W kontekście modernizacji kolei znaczenia nabierają środki pozyskiwane z Unii Europejskiej, dzięki którym możliwe do zrealizowania są wszelkie niezbędne renowacje oraz budowy. Na szczególną uwagę zasługują koleje dużych prędkości, których budowa wydaje się być kluczem do poprawy kondycji polskich kolei. Usprawnienie przepływu informacji na linii kolej - pasażer oraz unowocześnienie taboru i zapewnienie bezpiecznego i komfortowego przejazdu może spowodować, że kolej stanie się znacznie bardziej konkurencyjnym środkiem transportu pasażerskiego. Wykorzystanie nowych technologii może przyczynić się także do zwiększenia zainteresowania koleją jako środkiem transportu towarowego.

The article presents opportunities for the development of Polish railways and improvement offered services. We presented the potential direction of investments in order to increase the shares of rail transport in the transport industry. In the context of the modernization of the railway the biggest importance has gaining cash flows of the European Union, so that renovations and constructions are possible. Particularly the high-speed railways are noteworthy, the construction of which seems to be the key to improving the condition of Polish railways. Improving the flow of information between rail and passenger as also the modernization of rolling stock and providing a safe and comfortable journey can cause the rail will be much more competitive passenger transport. The use of new technologies can also contribute to increased interest in rail as a means of freight transport.

The forecasted activities and targets connected with railway transport infrastructure development included in "The Master Plan for Railway Transport up to 2030" have been presented in the paper. The range, the way of activities, and anticipated effects of implementation the program of modernization, reconstruction and development of railway infrastructure within the framework of the Master Plan have been approximated.

W najbliższych latach czekają polską sieć kolejową kierunkowe inwestycje. Istniejące trasy kolejowe muszą być dostosowane do rosnących wymagań na infrastrukturę. Rosnące przewozy ładunków i linie dużych prędkości dla 250 km/godz. i więcej przeznaczone do przewozów pasażerskich wymagają dużych inwestycji modernizacyjnych i poprawiających zagospodarowanie przestrzeni. Nawierzchnie tłuczniowe spełniają te wymagania i początkowo spisują się nawet lepiej, tracą jednak walory nieproporcjonalnie szybko wraz ze wzrostem prędkości i obciążenia przewozami. Średnio i długoterminowo jest stały tor Bögla jednak ekonomiczniejszy z powodu niższych kosztów utrzymania i większej dostępności. Obok innych korzyści oferuje FAB - Feste Fahrbahn Bögl największą dokładność położenia toru, a w połączeniu z rozwiązaniem rozjazdów zapewnia całościowy system. Obok stałego toru dla linii kolejowych obejmuje przyszłościowa technologia jazdy firmy MAX BÖGL także systemy dla torowisk tramwajowych i przejazdów kolejowych. Produkcja gotowych elementów betonowych jest zaplanowana w pobliżu przyszłego miejsca budowy, aby zredukować koszty transportu i logistyki, a także obniżyć oddziaływanie na środowisko naturalne.

In the next years investments in the polish railway network are planned. Existing tracks have to be readjusted to the increased requirements. Increasing goods transportation and high speed lines of 250 km/h and more for the passenger traffic demand high investments in modernisation and reconstruction. Ballasted tracks meet this requirements and are in the first instance cheaper but decrease disproportionate fast by the increase in speed and load tons. As a result of less maintenance cost and higher availability the slab track system Bögl FF Bögl is more cost effective in the medium and long term. Besides further advantages the FFB slab track system Bögl offers highest accuracy in track set and by the switch solution a integrated system. Besides the slab track system for main track lines the guideway technology of the MAX BÖGL group includes also systems for tramways and level crossings. The production of the prefabricated elements is intended to be near prospective construction projects in order to reduced costs for transportation and logistics as well as the environmental pollution.

Master Plan dla transportu kolejowego w Polsce do 2030 r. jest strategicznym dokumentem planistycznym, określającym przyszłość transportu kolejowego w Polsce, z uwzględnieniem wszystkich jego aspektów. Konieczność opracowania Master Planu wynika z decyzji Komisji Europejskiej, a dokument powstawał w konsultacji z jej przedstawicielami. Na jego podstawie Komisja Europejska będzie oceniać i analizować zmiany zachodzące w polskim systemie transportu kolejowego oraz przeznaczać środki finansowe na jego wsparcie.
