Content available Practical communication approach in maritime english

This paper is based on the PraC-MARENG project research and it aims to present the research outputs during the project implementation. The paper focuses on the results of the questionnaire analysis targeting to identify the causes of common communication problems on board in order to identify the best practices in using Maritime English. It contains a set of questions addressed to the seafarers in various ranks. In parallel, accidents caused by communication failures were selected and studied in each partner country (France, Turkey, Romania, Lithuania, and Slovenia). The partnership within PraC-MARENG will develop an online course for seafarers at various levels in order to provide practical and communication based learning and assessment materials taking into account the real conversations and accidents contributed by communication failures. The project will design a practical learning and assessment tool that provides the user with a genuine certificate for the newly acquired skills. This will be presented in a programme having a tailor made course. The learning will be organized on different phases (elementary to intermediate) to train seafarers working on different levels of command.

The Potential Emergency Situations Simulator (PESS) for Constantza Maritime University (CMU) should provide training and practicing of the students or course attendants in choosing the best strategies in a given emergency situation, which is an informational high entropy, multi-tasking, fast changing environment. The simulator is used for the realistic modeling of a crisis situation and it is useful for both marine officers and emergency situation officials. The simulator will be used as an educational instrument enabling the interactive study of the different emergency situations. It has the aim of training students to efficiently react to emergency situations such as a leak from a ship/chemical plant, fire, poisonous gas emissions, or any other situations that could show a potential danger. The trainee must be provided with realistic information and the response of the model on the actions of the trainee must be in accordance with the real conditions and scientific based. It must be possible to accelerate the simulation speed without loss of information or functionalities. The input of the external weather conditions is a must, as well as the trainee-oriented graphic interface. It must be possible to change the chemical and physical properties and characteristics of the different polluting agents. The simulator is also used to evaluate the best strategies to be followed in an ongoing crisis. In order to fulfill this aim, the simulation must have the capability to receive data from various sensors, transducers and servers. The courses are designed to accommodate up to six course participants. Each course includes course material such as course manuals and other documents. The courses include hands-on experience with simulator operations and maintenance. To help the start up of the simulated emergency situations training at Constantza Maritime University, we have made a manual which includes some well-designed exercises with scenarios, initial conditions and relevant documentation. The exercise documentation includes the exercise objectives, exercise guidance, instructor guidance, expected results and all other information to make the exercise successful for an inexperienced instructor.

This is the role of the maritime training system, to create competent persons for the maritime field. Part of this system is the vocational training for the deck officers. Maybe the most important role of the vocational system is to create competences based on the previous skills and knowledge acquired during the practice period on the board of the ship.

During 2008, Constantza Maritime University has developed a project financed with European funds that aims for an increase in the quality of training and the practical skills of the students that will be working in the maritime industry, by organizing and undergoing on board training stages at higher standards. It is expected that once this objective is achieved, there will be a 40% increase in the chances of employment in the shipping companies for the Romanian students. A coherent, modern application of such a program with fully integrated on board training sessions, would ensure a better chance of employment for our students in the European fleet. If the „equality of chances” principle is considered, the increase of theoretical knowledge by acquiring specific practical skills for those students that undergo PRACNAV, for graduates of female gender an increase of up to 60% in their employment chances is expected as maritime officers on board European ships.

Our paper deals with the methods and techniques used in the educational process in the Maritime University of Constanta to develop the practical abilities and principles in applying the operational procedures and the utilization of the specific safe and rescue equipments at sea, by the students and maritime officers. The educational process has an outstanding role in the career of a maritime officer and the problem of the safety and security is essential in order to avoid catastrophes and for saving human lives. The paper presents the implementation, the role and function of the new simulators as part of the teaching process. Quality cannot be obtained without new teaching methods and training procedures, where IT and simulators occupy an outstanding place. These new methods and techniques have been introduced in the Maritime University of Constanta (MUC) step by step, from the multimedia tools to computers with dedicated complex software.
