Purpose: The aim of the study is to present the principles of Integrated Territorial Investments (ITI) 1 functioning on the example of the Bydgoszcz and Toruń Functional Area (BTFA)2. An attempt has also been as made to identify the barriers and limitations, including the areas requiring additional support, in the implementation of projects. The study shows that the ITI instrument is effectively implemented under the current financial perspective 2014-2020 and should be maintained in the financial perspective 2021-2027. Design/methodology/approach: The survey was conducted among employees of the Integrated Territorial Investments Office, with a specific purpose of an attempted assessment of whether the ITI instrument has been programmed well at the national level, including evaluation of the ways in which it has been managed and implemented by the Integrated Territorial Investments for the Bydgoszcz and Toruń Functional Area (ITI BTFA)3 partnership. The subject of the study entailed the Integrated Territorial Investments instrument, as a tool for territorial development in Poland. The object of the study was the ITI BTFA partnership, comprising two core cities: the City of Bydgoszcz and the City of Toruń, as well as 23 municipalities in the functional area. Findings: Integrated Territorial Investments (ITI) is an important instrument of territorial development, constituting a well-utilized tool of local government cooperation, co-financed by the European Union. The instrument strengthens the impact of jointly implemented projects, through an approach extending beyond the administrative boundaries of a given local government. Integrated Territorial Investments are an important tool allowing implementation of the territorial strategies of the 2014-2020 programming period, primarily in the area of integrated actions for sustainable urban development. Originality/value: The article presents the research results arising from the survey conducted at the organization analyzed. The study indicated that the ITI partnership management system is effective, as it has allowed improvement in the efficiency of the activities undertaken as well as increased trust among the partners involved. The main factors which affected the effectiveness of the projects implemented by the ITI BTFA included: good rapport with the beneficiary, cooperation of the ITI Intermediate Body with the Managing Authority of the Kuyavian-Pomeranian Voivodeship Regional Operational Program4, and ongoing monitoring.

The aim of this scientific article is to assess the importance of an integrated approach to the Polish capital market for financing the development of Polish regions after 2020. The result of the research will be creating an analytical integrated model of sequential organizational changes in the Polish capital market. At the theoretical level, an integrated capital market model will be created enabling the correlation of activities of the capital market participants and emphasizing the very essence of political risk management and allowing for determining their potential impact on financing the development of Polish regions’ investments. At the empirical level, the matrix method of decision of problems in the conditions of political risk was used, assuming the occurrence of the following events in the following system: determining the nature of risk, identifying activities, determining possible packages of actions within the framework of political decisions. The results of the research will enable identification of implementation options for actions, and will support implementation of the capital market development strategy. Practical application of research allows for adequate reaction to participants in the situation of organizational changes in the capital market and for showing the importance of financing the development of Polish regions.

Badania w ramach artykułu naukowego stanowią ocenę istoty zmian instytucjonalno-organizacyjnych na rzecz rozwoju podmiotów sektora ekonomii społecznej w regionie opolskim ze szczególnym uwzględnieniem wdrażania Zintegrowanych Inwestycji Terytorialnych w UE na lata 2014-2020. Efektem badań będzie stworzenie zintegrowanego modelu koncepcji rozwoju sektora ES, z uwzględnieniem obszarów funkcjonalnych (problemowych) w układzie regionalnym: regionu opolskiego. Celem badań jest zrozumienie racjonalizacji szeroko rozumianych korzyści, bądź racjonalizacji i minimalizacji strat w funkcjonowaniu oraz sprawności i konkurencyjności podmiotów sektora ES. W warstwie teoretycznej stworzony zostanie, w tym celu analityczny model organizacyjny sektora ES, umożliwiający skorelowanie działań instytucjonalno-organizacyjnych z obszarami funkcjonalnymi w polityce regionalnej UE, umożliwiający, tym samym określenie ich potencjalnego wpływu na rozwój i konkurencyjność polskich regionów. W warstwie empirycznej wykorzystano metodę macierzy problemów decyzyjnych wdrażania Zintegrowanych Inwestycji Terytorialnych (ZIT) w celu skorelowania działań w warunkach zmian sytuacji społeczno-gospodarczej w kierunku budowania konkurencyjności regionu opolskiego. Wyniki badań umożliwią wsparcie dla wdrożenia ZIT z uwzględnieniem modelu instytucjonalno-organizacyjnego ES. Praktyczne zastosowanie badań umożliwi odpowiednio usprawnienie oraz wsparcie sektora ES w Polsce, jak również funkcjonowanie ZIT, a także w ostatecznym efekcie zapewni odpowiednie kompetencje w budowaniu zrównoważonego rozwoju obszarów funkcjonalnych w układzie regionalnym.

The research within the scientific article is an assessment of the essence of institutional and organizational changes for the development of entities in the social economy sector in the Opole region, with particular emphasis on the implementation of Integrated Territorial Investments in the EU for the years 2014-2020. The result of the research will be the creation of an integrated model of the ES sector development concept, including functional areas in the regional layout: the Opole region. The aim of the research is to understand the rationalization of broadly understood benefits, or to rationalize and minimize losses in the functioning and efficiency and competitiveness of ES sector entities. The theoretical layer will create, for this purpose, an analytical organizational model of the ES sector, enabling the correlation of institutional and organizational activities with functional areas in the EU regional policy, thus enabling the determination of their potential impact on the development and competitiveness of Polish regions. In the empirical layer, the matrix method of decision problems for the implementation of Integrated Territorial Investments (ITI) was used to correlate activities in the conditions of changes in the socio-economic situation towards building the competitiveness of the Opole region. The research results will support the implementation of ITI, taking into account the ES institutional and organizational model. The practical application of research will enable the proper improvement and support of the ES sector in Poland, as well as the functioning of ITI, and ultimately provide appropriate competences in building a balanced development of functional areas in a regional configuration.

Celem artykułu jest rozwiązanie problemu badawczego – jakie mogą być dziś skutki dofinansowania budowy lub przebudowy zintegrowanych węzłów przesiadkowych na terenie aglomeracji poznańskiej. Na podstawie postawionych pytań autor przedstawia dane pozwalające na sformułowanie wniosków podsumowania ważnego etapu inwestycji infrastrukturalnych niezbędnych z punktu widzenia wdrożenia kolei aglomeracyjnej funkcjonującej pod nazwą Poznańskiej Kolei Metropolitalnej.

The article presents, how to solve the research problem: what are the effects of co-financing construction or reconstruction of integrated transfer nodes in the Poznań Agglomeration. Based on the research questions, author shows data allowing to formulate conclusions regarding the effects of building an important element of infrastructure accompanying the superior project of the Poznań Metropolitan Railway.

The article aims to present the scope of influence of Integrated Territorial Investments (ITI) on the sustainable development of urban functional areas (FUAs) in Poland. Against the background of the general principles of the implementation of the both instruments, practical aspects of the implementation of ITI in FUAs have been presented. Detailed analyses in the financial and spatial aspect were carried out using the Sustainable Development Indicators (SDI). These provided the basis for presenting the practical aspect of supporting the sustainable development of urban functional areas in the EU Cohesion Policy 2014–2020.
