Factors shaping the price of geodetic works in regard to the necessity of adapting land and buildings register databases to the requirements of the inspire directive based on the example of Małopolskie Voivodeship

The development of the information society requires an appropriate infrastructure. One of its pillars is information on the boundaries of property ownership rights and information on buildings. According to Polish regulations, this information is included in the land and buildings register database (EGiB). In case of poor quality and incomplete data that does not meet statutory requirements, a modernization of the database is necessary. Its proper execution requires large amount of work and money. For this reason in recent years many programs have been created, co-financed from EU funds, under which geodetic works are conducted, including the modernization of the land and buildings register database. The paper presents an analysis of the main factors affecting the prices of modernization of land and buildings register in Małopolskie Voivodeship. For this purpose, data from tenders for the modernization of the EGIB database, published by public administration units operating this database, were used. The model containing multiple regressions allowed to estimate that the cost per unit of modernizing EGiB is impacted by: total plots/ha, the amount of buildings for measurement/ha and the type of maps in geodetic documentation.

Rozwój społeczeństwa informacyjnego wymaga stworzenia odpowiedniej struktury informacyjnej. Jednym z filarów takiej infrastruktury są informacje o granicach prawa własności nieruchomości oraz informacje o budynkach. W myśl polskich przepisów, informacje te są zawarte w bazie ewidencji gruntów i budynków (EGiB). Tam, gdzie jakość i kompletność danych w tej bazie nie spełnia wymogów ustawowych, konieczne jest wykonanie modernizacji. Prawidłowe jej wykonanie wymaga dużych nakładów pracy i pieniędzy. Dlatego w ostatnich latach powstało wiele programów, współfinansowanych ze środków unijnych, w ramach których finansowane są prace geodezyjne, w tym modernizację bazy ewidencji gruntów i budynków. W artykule przeprowadzono analizę głównych czynników kształtujących ceny modernizacji baz ewidencji gruntów i budynków na terenie woj. małopolskiego. Do analiz użyto danych z przetargów na modernizację bazy EGIB, opublikowanych przez jednostki administracji publicznej prowadzących tą bazę. Wykorzystując regresję wieloraką, opracowano model, który pozwolił stwierdzić, że na koszt jednostkowy modernizacji EGiB istotny wpływ mają: liczba działek ogółem/ha, ilość budynków do pomierzenia/ha oraz rodzaj map, które stanowią dokumentacje geodezyjną.

W artykule przedstawiono dyrektywę Unii Europejskiej – INSPIRE i jej implementację w naszym kraju. Przedstawiono główne produkty implementacji: Infrastrukturę Informacji Przestrzennej (IIP) oraz Georeferencyjną Bazę Danych Obiektów Topograficznych (GBDOT). Przedstawiono zakres informacyjny GBDOT opisując źródła danych ją zasilających. Na wybranych przykładach opisano jak GBDOT pokrywa zapotrzebowanie systemów informatycznych eksploatowanych w Siłach Zbrojnych RP na dane geoprzestrzenne. Opisano korzyści i zagrożenia dla obronności państwa, jakie powoduje wdrożenie dyrektywy INSPIRE w kraju.

This paper presents the European Union directive – INSPIRE and its implementation in Poland. It includes description of the main products of implementation: Infrastructure for Spatial Infor mation (INSPIRE) and Georeference Database of Topographic Objects (GBDOT). It shows the scope of GBDOT, its data sources specification and selected examples that cover the needs for geospatial data in systems used in Polish Armed Forces. The paper also describes the benefits and risks for the national defence, which may result from implementation of the INSPIRE Directive in Poland.
