Purpose: The last EU Financial Perspective for 2014-2020 as well as the approaching 20th anniversary of Poland’s accession to the European Union create an opportunity for recapitulation of Poland’s use of structural funds in both of these periods. Design/methodology/approach: The objective of the paper involves a preliminary analysis and assessment of the areas of assistance as well as the instruments supporting the improvement of personnel qualifications in a regional economy on the example of the West Pomeranian Province. The assessment concerns the implementation of the Regional Operational Programme for the West Pomeranian Province in the period of 2014-2020 (ROP WP). The paper is one of a series of papers, constituting a recapitulation of the experience that Poland and its regions have had so far in benefiting from the EU structural funds. Findings: The article presents an analysis of the contents of strategic and programme documents of national and regional scope, and in particular of the Partnership Agreement and the ROP WP for 2014-2020. The evaluation of the aid granted for the improvement of qualifications of the West Pomeranian Province personnel was based on an analysis of competition documentation as well as the results of project evaluations conducted by the Managing Authority of the ROP WP 2014-2020. Originality/value: The article contains a preliminary analysis and assessment of the main areas of support and instruments supporting the development of human resources in the regional economy on the example of the West Pomeranian Voivodeship in 2014-2020. It is addressed to entities and scientists dealing with programming and management, supporting the improvement of the quality of human resources in the economy.

The article presents the ways of support from European funds in the development of student competencies and organizational innovation in the field education. It is based on a case study of the project ‘Inżynieria materiałowa – inżynieria przyszłości’ (Material engineering – engineering of the future’), financed by the European Social Fund in Poland. The project was implemented at the Faculty of Mechanical Engineering of the Cracow University of Technology in the years 2012-15. The research methods used are critical analysis of literature sources, surveys and a case study of the project mentioned above.

Sektor pozarządowy to jeden z głównych beneficjentów środków pomocowych z Europejskiego Funduszu Społecznego, przyznanych Polsce zarówno w obecnej, jak i poprzedniej perspektywie finansowej Unii Europejskiej. W ramach zwycięskich projektów, które uzyskały dofinansowanie z EFS, organizacje non profit muszą zdecydować, w jaki sposób chcą zarządzać swoimi przedsięwzięciami. Z pomocą przychodzą, zapożyczone z sektora biznesu, metodyki zarządzania projektami. W pracy zaprezentowano trzy - możliwe do wdrożenia głównie w projektach tradycyjnych z EFS: PRINCE2, PMBOK oraz PCM. Prezentowany artykuł stanowi próbę wskazania metodyki - najbardziej optymalnej dla konkretnego, analizowanego podmiotu. Wybrana i zmodyfikowana do potrzeb organizacji metodyka zarządzania projektem wynika z jej problemów, zidentyfikowanych na podstawie wniosków z badania własnego, przeprowadzonego w grudniu 2015 roku w fundacji z terenu Wielkopolski, realizującej projekty ze źródeł EFS.

This article presents the most common and most frequently used management practices in European Social Funds projects applied by NGO's. Indicated on different project types, carried out in the non-profit sector during the current financial period 2014-2020, a brief characterization of each of the presented practices has been elaborated. In addition, based on my own research in a foundation, which has been a financial fund ESF' beneficiary in the previous programming period, specific recommendations were formulated which also could be used for any other funding projects to achieve efficient project management. The author wants to emphasize that the indicated solutions may not be used as a general implementation tool for each organization. They are elaborated and presented for taking into consideration or - probably - for implementation. The purpose of this article is to show the availability and the variety of project management practices in the NGO sector so management boards will be obliged to modify existing management practices in such way they will correspond to the needs of their organizations.

Artykuł koncentruje się na problematyce finansowania zakupu środków trwałych w ramach projektów współfinansowanych z Europejskiego Funduszu Społecznego. Omówiono w nim zarówno problemy ze zdefiniowaniem samego pojęcia środka trwałego, jak też regulacje dotyczące jego zakupu w ramach projektów europejskich. Przedstawiono i omówiono również wyniki badań decyzji podejmowanych przez organizacje w kwestii zakupu środków trwałych w trakcie realizacji projektów.

Article focuses on the problems of financing the purchase of fixed assets in projects co-financed from the European Social Fund. It discusses both the problems of defining the concept of the fixed asset, as well as regulations concerning the purchase of assets in European projects. It is presented and discusses the results of research in terms on decisions made by organizations on the purchase of fixed assets during project implementation.

Kapitał ludzki stanowi dziś jeśli nie najważniejszą, to jedną z najważniejszych wartości przedsiębiorstwa. Celem każdego przedsiębiorstwa jest osiąganie wytyczonej drogi m.in. przez mnożenie kapitału (jego rozwój). Współcześnie w osiągnięciu zmierzonych celów może pomóc Europejski Fundusz Społeczny, którego głównym założeniem jest właśnie poprawa jakości kapitału ludzkiego. Aktualnie nastał czas, by przypatrzeć się bliżej wydawanym na ten cel środkom z EFS i określić kierunki jego rozwoju, tak by przyniosły wymierny skutek przedsiębiorcom.

Human capital is today, if not the most important, then one of the most important values of the company. The aim of any company is to reach the predefined path by, for example, multiplying the capital (the development). Nowadays, the European Social Fund, which main objective is the improvement of the quality of human capital, can help in achieving pursued objectives. Currently, it is time to look closer at funds issued for this purpose by the ESF and to define the directions of its development so that they would bring a tangible result to entrepreneurs.

Opracowanie to zostało poświęcone genezie Europejskiego Funduszu Społecznego, jego ewolucji na przestrzeni lat, a także zmianom jego zarządzania i finansowania w perspektywie finansowej 2014-2020. Europejski Fundusz Społeczny jest podstawowym i najważniejszym narzędziem finansowym wspólnotowej polityki społecznej, które pozwala na realizację projektów wspierających zatrudnienie, poprawę warunków pracy oraz wyrównywanie szans dla wszystkich obywateli Unii Europejskiej. Europejski Fundusz Społeczny przeznacza swoje środki na tworzenie nowych i lepszych miejsc pracy, a także promuje spójność społeczną oraz dobrobyt we wszystkich regionach Unii, wspierając tym samym politykę społeczną na szczeblu europejskim oraz krajowym. Finalnym efektem jest także najlepsza możliwa inwestycja, czyli inwestycja w kapitał ludzki. To kraje członkowskie są odpowiedzialne za prawidłowe i kompletne zarządzanie programami finansowanymi ze wsparcia EFS, dlatego nowe programowanie finansowe 2014-2020 zakłada wprowadzenie innowacyjnych zasad zarządzania, w celu ułatwienia państwom realizacji tych projektów. Komisja będzie podejmować działania mające na celu pomoc państwom Unii Europejskiej w uproszczeniu wdrażania Funduszu. Dzięki temu EFS stanie się jeszcze łatwiejszy i bezpieczniejszy dla beneficjentów, a projekty dofinansowywane z jego środków będą w najwyższym stopniu odpowiadać na potrzeby społeczeństw Unii Europejskiej.
