A mentally disabled person has limited access to information and communication. Making a computer available to such a person we give them an opportunity to be independent in life and develop their self-reliability. They can take part in various forms of social life, develop artistically, enrich their personality and widen the scope of interests. The possibility to use a computer can also be a way of spending free time.

Quick progress in modern technologies resulting in the Internet development causes more and more institutions to offer their services through the network. The problem is the consequences of the division of people into those who can, are able to and want to use informational technologies and those whose awareness in this area is very little or none. The faster and faster development leads to great differences in qualifications between groups who do not have access to the Internet and the remaining part of the society. Both the administration and the business community have already noticed the issue of not using ICT by people as an important social problem. The article presents the analysis on how many people still do not have digital competence, as the situation evolved over the years. As the conclusion the Authors pointed out that in many sectors of the economy the knowledge of ITC is a prerequisite for getting a job.

In [1] some aspects of eGovernment: interoperability were discussed The aim of this paper is to summarize the national aspects and peculiarity in the field of interoperability in Poland (strategic frameworks, laws, regulations, implementation, specific requirements, organizational aspects, technical aspects, case studies, best practices, etc.). This information will be latter on used as a part of an e-course on eGgovernment interoperability course. The first part focuses on some of the organizational aspects and the effects they have on PA structures and on the performance of the services provided. In addition, the goal is also to analyze the changes that have produced some valuable innovations. The second section deals with the technological aspects, not only with the identification and exploitation of the best solutions in the field of innovation processes within the PA, but at the same time serves to detect unsuccessful attempts, analyzing the strengths and weaknesses of a given action taken in each case. The final section includes a detailed description of some success examples of a best practice and an in progress experiment of interoperability in Poland. The research was conducted within the LLP Leonardo da Vinci project „ELGI - eLearning for eGovernment” started in 2011. The project addresses its aims at the development of an innovative elearning course for acquiring knowledge concerning interoperability.

The objective of this paper is to present how to prepare and setup the virtual machine environment on PC to improve speed, quality and overall feeling of education process with reducing costs of hardware and software. This project is a response to problem arising in most educational agencies and training centers. It is a result of continuously growing amount of data to process in today’s world. What is more, the range of subjects to teach widens everyday because of market needing versatile specialist on every level. As a result, the students nowadays have to get to know variety of systems, software and ideas in short period of time.

As proven in the presented paper, designing an academic-size network is a real challenge to a team of designers. The outcome vastly depends on the skill and experience of the design team.

Some technical differences between virtualization platforms will be shown. Us-ing the MySQL database we present the efficiency tests. Different hardware platforms were used: PC Intel and different mainframe computers (z/9'series). Usefulness of virtualization techniques was also shown. An example of imple-mentation of MySQL database was used to show the selected areas of usage of virtualization environment. In this document we also show selected architectural and performance comparisons of virtual machines set up on PC (x86/x64) and Mainframe (z/9) platforms.

We present a new approach to designing of application which can be used for data acquisition. Cellular phone is used to transfer the data. Connecting many phones builds highly scalable measurement network. SMS messages were used to transfer the data.

We introduced the concept and setting up of a new platform to support research, which was worked out in the Information Technology Institute, Academy of Management in Lodz. The platform is the subject of two projects developed in the ITI. The role of e-Science Platform (ESP) is to support distributed research teams activities, whose members work on the same subject but in separated research centers. The ESP provides the research teams tools for effective communication, storage and management of data and information generated during the research, within the so-called the Virtual Research Area (VRA). Many other useful tools for the researchers were also presented. An important element of the project is to initiate and stimulate research, and to give organizational and legal assistance from specialized units operating within the framework of ESP modules.

It can be observed that the number of students learning at engineer faculties has been dropping for several years. There may be many reasons for such a situation and difficult study program can be one of them. Academic teachers try new teaching methodologies to make their courses more attractive. On the other hand courses are often attended by very large groups of students and they are not motivated well to learn. The initiative described in the article is an attempt to apply active and blended learning to solve these problems. Traditional means of delivering knowledge are blended with web learning materials and collaboration tools. In consequence, students understand the course content better and they get better final grades. Great enthusiasm can be seen on both sides – students as well as academic teachers. What is more, students change their attitude from being too much individualistic to a group of students being capable to cluster around the task. Finally, they can form a group and work in a team.

Automatyczna adaptacja narzędzi e-learningowych do wymagań poszczególnych użytkowników VLE (Virtual learning environment) wspomaga proces dydaktyczny. Adaptacja następuje podczas poznawania oraz analizy informacji zebranych w trakcie sesji z użytkownikiem. Analizie podlega bogata gama informacji. Celem artykułu jest zdefiniowanie wybranych danych statystycznych, przekazywanych przez system, do odpowiednich algorytmów analizy. Zaprezentowano koncepcję Kolektora i Analizatora. Wskazane zostały wybrane elementy, dzięki którym każdy system e-learningowy może stać się bezpieczniejszy oraz bardziej efektywny dla kursantów. W wyniku przetworzenia zebranych informacji można uzyskać specyficzne dla konkretnego użytkownika zachowania platformy e-learningowej, wspomagające indywidualny proces nauczania. Opisane rozwiązania definiują założenia do projektu systemu, który dla różnych kursów internetowych dla tego samego użytkownika może określić różne środowiska pracy. Dane są zbierane z wykorzystanie platformy Moodle.

Automatic adaptation of e-learning tools to VLE (Virtual learning environment) users' needs supports teaching/learning process. Adaptation takes place during the process of analysis of data gathered when e-platform user session has been established. Wide range of information must be analyzed. The aim of this paper is to define selected statistic data which, later on, will be treated by analysis algorithms. Collector and Analysator subsystems are introduced. Thanks to gathered data the e-learning system might become more secure and more efficient. The data can reorganize many independent VLE for one user which will lead to more individual teaching/learning. Proposed solutions define fundamental assumption of the project which uses Moodle platform an e-learning VLE.

Wraz z rosnącą popularnością systemu Linux coraz częściej zadawane są pytania na temat możliwości weryfikacji wiedzy z systemu Linux. W tym celu coraz więcej instytucji tworzy własne ścieżki certyfikujące, których zadaniem jest określanie poziomu wiedzy osoby egzaminowanej. Certyfikaty w branży IT są dodatkowym uzupełnieniem wiedzy i kryterium kompetencji pracownika. Producenci urządzeń, systemów i oprogramowania tworzą własne ścieżki certyfikujące, które zawierają materiały dydaktyczne, zadania i testy sprawdzające, a także metodykę i wskazówki dotyczące prowadzenia szkoleń. W przypadku systemu operacyjnego Linux oferowane ścieżki certyfikacyjne obejmują różne systemy komercyjne. Sprawdzanie wiedzy realizowane jest w autoryzowanych ośrodkach, zazwyczaj za pomocą elektronicznych egzaminów (w formie testów), a w niektórych przypadkach poprzez praktyczne zadania wykonywane w laboratorium. Większość istniejących ścieżek certyfikujących ogranicza się wyłącznie do wyszkolenia administratora w ramach konkretnych dystrybucji (tak jesjt w przypadku firmy Novell lub Red Hat), nie przekazując wiedzy z zakresu wszystkich dystrybucji systemu Linux. Szkolenia oraz certyfikaty oferowane przez SAIR oraz LPI skupiają się na dystrybucjach GNU, marginalizując dystrybucje komercyjne. Celem tworzonego Centrum Certyfikacji Linux jest wprowadzenie na rynek szkoleń IT wysokiej jakości ścieżki certyfikacyjnej, która będzie kształciła i weryfikowała administratorów systemów Linux, bez względu na dystrybucję. Wysoki poziom egzaminowania można wytworzyć m.in. implementując szkolenia i weryfikację wiedzy w międzynarodowym środowisku akademickim.

While Linux operating systems have become more and more popular, it is important to test and verify the knowledge of the administrators of Linux. To do so, many companies create their own certifications paths and exams systems to be able to state the level of Linux knowledge of the student. The certificates are additional and very important elements of personal development and state the supplementary competence of an employee. Hardware, system and software companies create their own certification paths, which include reading, hands-on labs and examination tests, they also introduce the methodology of teaching and provide the teachers help in delivering the courses. In case of Linux network operating system the certification paths cover different commercial systems. Testing is completed in authorized centers, usually by providing the electronic exams (tests), in some cases testing includes the practical tasks to be done in laboratory environment. Most certification paths are limited to form the administrator of the certain distribution (Novell, Red Hat) and they do not cover the knowledge of different versions of Linux. Courses and certificates offered by SAIR and LPI concentrate on GNU distributions, paying no attention to commercial distributions. The main aim of the presented project called Linux Certification Center is to introduce high quality courses and certification path which will train and verify future "no-matter-which-distribution" Linux administrators. High quality of administrators will be ensure by introducing the courses and examination system into international academic institutions.
