Goal of the elaboration of Oil and Natural Gas Reserves and Resources New Classification is the integration into international market economics on the basis of rapprochement to the international standards. New Russian reserves Classification foresees only a profitable part as the definite reserves class. Increase of proved reserves at the expense of EOR application, of more dense boring and putting into production inefficient wells is possible only after confirmation of the economic efficiency of corresponding investigative project. Elaborated later, the Systematic recommendation for new classification application is contradictory to the main essence of new Classification. It foresees the reserves grouping solely after level of geological study and industrial development. Such approach is in contradiction with international standards.

As a result of exploration, called on to the state account, subsoil sections should be revealed and prepared to the further geological study. These resources, being exposed on auction, will cause the investment interest besides subsoil users. The volume of resources prepared for development should correspond to the requirements of the resource base replacement. The purpose of the work presented is estimation to investment appeal of a perspective area, already on the early stage of its geological study. This is necessary in order to make the decision about commercial expediency of further financing its geological analysis. The main difficulty is that the purpose should be achieved in conditions of insufficiency and uncertainty of available information.
