W artykule przedstawiono główne uwarunkowania związane z powstawaniem kodeksów sieci oraz ich potencjalny wpływ na funkcjonowanie energetyki krajowej.

The article presents main conditions related to the formulation of network codes and their potential impact on the functioning of domestic power industry. The entry of codes into effect means the need to undertake a number of activities related to the adjustment to new regulations. These activities are carried out on European and domestic levels. Due to the entry into force of network codes, a number of obligations have been imposed on the transmission system operator, distribution system operators and several other entities in the power sector. Currently, work related to the fulfilment of these obligations is under way. Acceleration of the process of building the European energy market has triggered the need to work out a large number of legal regulations providing formal grounds for the introduction of new solutions and amending the existing mechanisms. New regulations force a broader opening of all segments of domestic power markets and their gradual harmonisation towards a single European market, which should considerably improve the situation of market participants through the further development of competition, enhancing liquidity and making access to market easier. Activities related to safeguarding equal access to information and energy market transparency as well as regulating rules of granting state aid for energy market participants in particular Member States are also being carried out. Although the European Commission declares that full implementation of existing legal framework by all Member States is necessary to complete the construction of the internal power market, the proposal [9] of the Energy Union (winter package) formulated in November 2016 announces a number of subsequent legislative amendments. These amendments are supposed to guarantee the establishment of the Energy Union, understood as five areas of mutual impact, i.e. energy security, integrated internal energy market, Energy efficiency, decarbonised economy as well as research and innovations. As part of this initiative, the European Commission has announced the undertaking of a number of activities that will guarantee the implementation of the Energy Union, including new proposals of legislative amendments of great importance for the electrical power generation industry.
