The problems of modern urban planning are described and ways to solve these are discussed. Cities of the Russian Federation have low indicators of transport and planning efficiency; the general plan theory of the city does not answer many questions on the development of the urban environment. There are no requirements for the efficient use of urban areas and the formation of a city plan. An integrated approach is considered to improve the productivity of transport infrastructure to the modern level of motorization, develop measures to improve road safety, and also enable the prioritized development of environmentally friendly, economical, and high-speed types of public passenger transport. In this respect, the problems of improving the theory and practice of urban planning are highlighted in a new light. During the period of preparation of this article for publication, a new master plan for the development of the city of Omsk was approved, which included these proposals. The construction of the longest embankment in Eurasia began; a decision was made to use tunnels and stations of the unfinished metro for the development of tram routes.

The article presents the implementation in the Omsk region of the project "Safe and high-quality roads," which is currently being implemented in various regions of Russia. Studies included the development and implementation of programs for the development of roads and municipalities, bringing the urban agglomeration network into a normative transport and operational state, eliminating the congestion of the urban agglomeration road network, including by transferring passenger traffic to publictransport, optimizing traffic flows, and improving the efficiency of the traffic management system. To this end, a number of surveys of passenger and traffic flows have been carried out. The results of the surveys formed the basis of the transport model, through which programs were developed to optimize the route and transport networks of agglomerate cities. A proposal was made to use a survey of public transport drivers to obtain competent opinions on the need for appropriate changes and improvements.

The work presents a methodology that allows us to evaluate the effectiveness of the system in accordance with accepted standards in terms of the three components of the “passenger–carrier–department” system, taking into account the interests of each side. The given comprehensive effectiveness evaluation of the urban public passenger transport system shows that a new scientific idea consists in forming fundamentally new sets of indicators for each participant of the system (passenger–carrier–department of transport) that correspond to the conditions of functioning of the urban passenger transport system in Russian Federation. The article presents a classification model for the formation of a basic system of indicators and a functional scheme for grouping and ranking them. The effectiveness of the urban public passenger transport system can be considered separately for each participant in the system from its side, in two directions: horizontal (by year, for example, for an enterprise) and vertical (in the current period for all participants).
