Evolution of preuniversity educational institution - taking into account the preuniversity educational institution in developing the human society, the following stages are distinguished in its development since its appearance until now and namely. The educational institution - basic unit of the national system of preuniversity education. The definition of the preuniversity educational institution as basic unit of the national system of the preuniversity education takes into account the social function of the preuniversity educational institution in relation to the structures which it can define in time and space.

Ewolucja przed-uniwersyteckich instytucji edukacyjnych, biorąc pod uwagę instytucje odkrywające społeczeństwo ludzkie, różnią się następujące etapy w rozwoju, ponieważ jego wygląd do tej pory, a mianowicie, instytucja edukacyjna - podstawowa jednostka krajowego systemu edukacji. Definicja przed-uniwersyteckiej instytucji edukacyjnej jako podstawowej jednostki krajowego systemu edukacji, uwzględnia społeczną funkcję tych instytucji edukacyjnych w odniesieniu do struktur, które można określić w czasie i przestrzeni.

Defining the pre-university educational institution as fundamental unit of the national pre-university educational system takes into account the social function of the pre-university educational institution in relation to the structures this can define in time and space. The social function of the pre-university educational institution is determined by the teaching-learning-evaluating structure, based on: general pedagogic norms and principles, which, from a value point of view, orient the projects for organising the pre-university educational institution into the future; pedagogic programs socially accredited, stating a certain division of the work at the level of the pre-university educational institution; open pedagogic communication channels, providing the efficiency of the pre-university educational institution at a methodological level and in the durable relations with educative territorial and local communication. Określanie instytucji średniej edukacyjnej jako podstawowej jednostki narodowego systemu edukacji średniej należy uwzględnić funkcję społeczną takiej instytucji w odniesieniu do struktur definiowanych w danym miejscu i czasie. Społeczna funkcja instytucji średniej edukacji jest określona przez strukturę uczenie - nauczanie - ocenianie, opartą na: ogólnych normach pedagogicznych i zasadach, które z punktu widzenia wartości ustalają priorytety dla tych organizacji na przyszłość; programach pedagogicznych akredytowanych społecznie, wskazując pewien podział pracy w instytucji średniej edukacji; otwartych pedagogicznych kanałach komunikacyjnych, które zapewniają efektywność instytucji średniej edukacji pod względem metodologicznym i w powiązaniu z obszarami edukacyjnymi oraz lokalną komunikacją.

In the conditions of computing the human society, the operational management activities can be improved by using artificial intelligence. Therefore, an expert system is proposed, for the metallurgical industry, for the casting activity for parts necessary in mining industry.

Sztuczna inteligencja może przyczynić się do poprawy działań związanych z zarządzaniem operacyjnym w przypadku informatyzacji społeczeństwa. W związku z powyższym, w artykule zaproponowano wykorzystanie systemu eksperckiego w przemyśle metalurgicznym, szczególnie w procesach odlewania części niezbędnych w przemyśle kopalnianym.

The notion of public administration bears several acceptations, an activity one, of functional meaning and an organisational one. In both ways, public administration is indissolubly connected to the state. In default of the state, there is no public administration, as this is a state activity, performed by government bodies. This affirmation is confirmed by the stipulations of the Romanian Constitution, called public Authorities, chapter V, titled Public Administration. The first section intended for the specialised central public administration (ministry, other central bodies), and a second section is dedicated to the local public administration (county councils, local councils, mayors). There is no doubt that both sections refer to government bodies performing a state activity, so that the central specialised bodies of the public administration as well as the local bodies of the public administration are government bodies, and the activity they perform is a state one.

Pojęcie administracji publicznej możemy rozpatrywać jako działalność w sensie funkcjonalnym lub organizacyjnym. W obu przypadkach administracja publiczna jest nierozerwalnie związana z państwem. W przypadku braku państwa nie istnieje również administracja publiczna, ponieważ zalicza się ona do działalności państwa wykonywanej przez organy rządzące. Taki zapis jest ujęty w postanowieniach Konstytucji Rumunii: Władze Publiczne w rozdziale V zatytułowanym Administracja Publiczna. Pierwszy rozdział poświęcono wyspecjalizowanej centralnej administracji publicznej (ministerstwo oraz inne organy centralne), drugi rozdział jest poświęcony lokalnej administracji publicznej (władze hrabstwa, władze lokalne, burmistrz). Nie ma wątpliwości, że oba rozdziały odnoszą się do organów rządzących realizujących działania państwowe, zatem centralne wyspecjalizowane organy administracji publicznej jak i lokalne organy administracji publicznej są organami rządzącymi i prowadzona przez nie działalność stanowi działalność państwową.
