The article presents a concept of the methodology of managing information and technical resources related to carrying on the activities and actions described in the first part of the study, and the majority of legally determined actions resulting from the emergence of a crisis situation. As a research area, a special public utility object was chosen, namely a civil airport. The crisis situation that occurred at the airport requires the involvement of many services that aim to implement actions aimed at solving it. The process of the above-mentioned activities, covers formal, organizational and technical aspects. These aspects are briefly shown in the second part of the article. In the third part, special attention was paid to collecting information flows on the crisis situation. On the basis of the research, it was pointed out that the diversity of notification systems, both in the aspect of the available information resources and technical infra-structure, makes the information exchange process disturbed, which may have a significant impact on the time and manner of resolving the crisis situation. The authors in the article point out a possible way to solve this problem by unifying the system of informing all the services involved in activities in a crisis situation. The final part of the article attempts to present a methodology, based on the idea of creating templates of actions, activities and processes, the use of which for crisis management will allow involved bodies to improve the effectiveness of services in crisis conditions, especially in the area of making decisions based on available information.

Artykuł przedstawia przegląd możliwych metod i narzędzi służących do modelowania działań i symulacji procesów. Są nimi: tablice decyzyjne, drzewo rozkładu i drzewo decyzyjne, diagramy decyzyjne i mapy procesów; notacja BPMN. Na podstawie przeprowadzonych badań literaturowych i własnych doświadczeń ze stosowaniem opisywanych w artykule narzędzi i metody symulacji stwierdzono, iż mapy procesu stanowią przydatne narzędzie modelowania z punktu widzenia prezentacji sekwencji zdarzeń, jakie występują w ich przebiegu. W tym świetle notacja BPMN staje się celowa do zastosowania z uwagi na swą przejrzystość, wskazanie poszczególnym działaniom, procesom i decyzjom zróżnicowanych źródeł i zasobów informacji, a także zapewnia uporządkowanie zapisu; oraz założenia oddzielenia sekwencji działań oraz komunikacji – przepływów informacyjnych.

This article provides an overview of possible methods and tools for modeling activities and simulating processes. These are: decision tables, decomposition tree and decision tree, decision diagrams and process maps; BPMN notation. Based on the literature and their own experience using the tools and simulation methods described in the article, it was found that process maps are useful tools for modeling from the point of view of the sequence of events that occur in their course. Therefore, the BPMN notation is intended to be used for reasons of transparency, indication of the individual actions, processes and decisions of the various sources and information resources, and to ensure that the records are organized; and the assumptions of separation of sequences of activities and communication - information flows.

The article presented below refers to a crisis situation connected with a threat to public order in a public utility facility, such as an airport. The article presents the role and tasks of the police in releasing such a facility occupied by unauthorized people. An attempt to explain the basic concepts related to this issue has been made and the procedure, conditions and legal basis of the police intervention in conducting such an operation have been presented.

The object of this article is to present the issues related to the carrying out of pickpocketing on public object, which is the airport. We presented methods and ways of criminal activities of persons engaged in theft of another's property as well as the actions and behavior of using the facility, which should be taken to avoid becoming a victim of this practice. The proceedings are also persons submitting the notification of the offense and the proceedings in the case to find their lost things carelessly reported to law enforcement authorities.

Przedmiotem niniejszego artykułu jest przybliżenie tematyki związanej z dokonywaniem kradzieży kieszonkowych w obiekcie użyteczności publicznej, jakim jest lotnisko. Zaprezentowane zostały metody i sposoby przestępnego działania osób trudniących się kradzieżą cudzego mienia, a także działania i zachowania korzystających z obiektu, jakie powinny być podejmowane, aby uniknąć stania się ofiarą tego procederu. Przedstawione też zostało postępowanie osób składających zawiadomienie o przestępstwie, a także postępowanie w sytuacji odnalezienia przez nich utraconych rzeczy.

Przedmiotem niniejszego artykułu jest wskazanie problematyki funkcjonowania służb ratowniczych w sytuacjach kryzysowych. Problem oraz proponowane środki i sposoby jego rozwiązania przedstawiono w artykule na przykładzie szczególnego obiektu badań, jakim jest port lotniczy Katowice – Pyrzowice. Z uwagi na międzynarodowy charakter działalności portu lotniczego, jego potencjalna podatność na występowanie i skutki wszelkiego rodzaju sytuacji kryzysowych jest znaczna. Rygorystyczne przepisy prawne, regulujące działalność lotniskową zarówno w aspekcie bezpieczeństwa w rozumieniu operacyjnym, jak i ochrony lotnictwa cywilnego, są zorientowane na minimalizowanie zarówno ryzyka powstania sytuacji kryzysowej, jak i jej potencjalne skutki. Wspólne działania służb ratowniczych wymagają skutecznej koordynacji wszystkich służb na wszystkich szczeblach szczeblu funkcjonowania administracji zespolonej. W referacie zaproponowano rozwiązanie, zorientowane głównie na doskonalenie łączności pomiędzy uczestniczącymi w działaniach kryzysowych podmiotami, które powinno zapewniać koordynację służb ratowniczych na poziomie przekazywania jednolitej, precyzyjnej informacji do wszystkich zaangażowanych formacji.

The subject of this article is to point out the problems of the functioning of the emergency services in crisis situations. The problem and the proposed measures and possible solutions are presented in the article on the example of a particular object of research, which is the airport Katowice - Pyrzowice. Due to the international nature of the activity of the airport, its potential susceptibility to the occurrence and effects of all kinds of emergency situations is considerable. Stringent legal provisions governing the activities of airport both in terms of safety for the purposes of operating, as well as civil aviation security are oriented to minimize both the risk of a crisis and its potential effects. Joint activities require effective coordination of all services at all levels of the level of functioning of the administration complex. The paper proposes a solution-oriented mainly on the improvement of communication between participating in the activities of emergency entities. This solution should provide coordination of emergency services at the level of the transmission of single, accurate information to all involved formation.
