The article entitled “Preparatory Service for the Needs of National Reserve Forces” presents legal bases and main premises of preparatory service’s functioning. The preparatory service was introduced in order to gather personnel reserves for the professional army’s needs. This new kind of military service is designed mainly for volunteers who have not taken active military service of any kind and intend to serve within the National Reserve Forces (NRF). The preparatory service is closely connected with the establishment of the NRF. Its need resulted mainly from the fact that limiting the possibilities to perform obligatory kinds of active military service only to some defined crisis situations and restricting reserve soldiers’ category exclusively to former career soldiers, in fact there would not be a possibility to become an officer and a reserve soldier without having performed military service earlier. For this reason it was justified to increase the sources of reserve soldiers’ resources, all the more so, only those who have undergone military training will take the NRF obligations. The preparatory service replaced thee military training of university students. The article presents a complete process of NRF volunteers’ training for the needs of officers’, non-commissioned officers’ and privates’ corps. In addition, the NRF soldier’s career development is presented on the crisis management assignment. Gaining and training of volunteers within the preparatory service for the NRF needs will require adopting an appropriate encouragement and motivation system which will boost the interest in this reserve service. Performing this kind of service, forecast in 2011, will generate various conclusions which are to be expected basing on experiences from former students’ and university graduates’ training.

Autor wskazuje problemy, które mogą decydować o sprawności działania ochotniczej służby w rezerwie. W artykule określono koncepcje funkcjonowania NSR w warunkach armii zawodowej. Wzorem innych państw sojuszniczych w Siłach Zbrojnych RP przystąpiono do tworzenia Narodowych Sił Rezerwowych w nowych uwarunkowaniach organizacyjno-prawnych, finansowych i społecznych naszego państwa.

The article presents the ways to prepare personnel reserves, their division, intended use and tasks in armed forces’ structures. The directions and limitations are shown that have a strong influence on the way personnel reserves are collected which is adjusted to the armed forces’ mobilisation needs. The concepts o f gathering reserve personnel for the armed forces' needs in Germany, Russia and the USA are presented in the paper. The way to prepare personnel reserves is characteristic for each country irrespective of military alliances. It results, among others, from the defence doctrine, economic capabilities of the country, tradition, patriotism of the society and also the ability to secure the country’s interests by the governing elite, including making and consistent-execution of law. The first way of gathering reserve personnel is described on the example of Germany that is one of the last European large countries where compulsory military service for young men still exists. Young people in Germany are obliged to serve in the army for 9 months. Yet they can refuse to perform military service in exchange of working a definite amount of time in hospitals, old people’s homes or other civic organisations. In turn, the Russian system of preparing reserve officers is similar to the system which had functioned in Poland until 1973. Creating officer reserves takes place within the framework of compulsory military service by students’ theoretical training in the course of their university education and practical training at training camps. The United States offers a different system of gathering officer reserves. It is characteristic of numerous sources of acquiring candidates for reserve officers and various forms of their training. The article also deals with key problems of gathering personnel reserves such as acts of law, motivation system for reserve soldiers and employers and appropriate organisational structures responsible for the whole of reserve service functioning.

Preparing personnel reserves for the needs of professional Armed Forces of the Republic of Poland includes the evaluation of the current preparation of reserve soldiers who have a mobilization assignment and shows requirements concerning national reserve forces being formed. It also presents conditions that reserve soldiers of other NATO armies are due to meet. The process to prepare reserve personnel for professional army needs demands detailed planning and training for candidates for reserve soldiers by military bodies as well as civilian authorities and institutions. The idea of this preparation is to appropriately select required number of reserve soldiers, trained in required military specialties and inhabiting places conveniently situated in terms of a given military unit's location. Moreover, reserve soldiers’ mental and physical abilities that contribute to maintain capabilities to undertake combat actions are taken into consideration. The created system of personnel resources’ management for the professional armed forces’ needs demands acquiring these resources from many sources. These sources should be found among trained civilian volunteers as future contract reserve soldiers. Their system of training will change, as it will involve organizing various kinds of specialist courses preparing personnel resources to operations on the battlefield.
