Poruszanie się przy pomocy różnych urządzeń transportu osobistego staje się coraz popularniejsze, zwłaszcza w dużych aglomeracjach miejskich. Obecnie obowiązujące przepisy prawa zawierają pewne obowiązki skierowane do różnych grup uczestników ruchu drogowego, których ustanowienie podyktowane zostało względami bezpieczeństwa. Jednakże w polskim systemie prawnym brakuje norm określających status UTO oraz zasad dotyczących przemieszczania się takimi środkami transportu. Celem artykułu jest przedstawienie istniejących regulacji prawnych dotyczących bezpieczeństwa niechronionych uczestników ruchu oraz propozycji nowych rozwiązań w tym zakresie zmierzających do jego poprawy. Temat został podjęty, ponieważ obserwuje się stale rosnącą liczbę wypadków z udziałem UTO oraz innych uczestników ruchu, co stanowi istotny problem bezpieczeństwa ruchu drogowego, w szczególności bezpieczeństwa pieszych. Analiza obowiązujących i proponowanych regulacji prawnych to metoda badawcza, która pozwoli osiągnąć zakładany cel.

Moving by means of various personal mobility devices is becoming more and more popular, especially in large urban agglomerations. The currently binding legal provisions contain certain obligations addressed at various groups of road users, the establishment of which was dictated by safety reasons. However, the Polish legal system lacks standards defining the status of personal mobility devices and rules for using this means of transport. The aim of the article is to present the existing legal regulations regarding the safety of vulnerable road users and new proposals in this regard, because the constantly growing number of both users of such vehicles and accidents involving them is a significant problem of road safety, especially pedestrian safety. An analysis of both binding and proposed legal regulations is a research method which would hopefully allow achieving the assumed objective.

W mediach coraz częściej poruszane są tematy dotyczące wypadków komunikacyjnych z udziałem niechronionych uczestników ruchu. W artykule omówiono najważniejsze czynniki, które determinują wzrost zagrożeń bezpieczeństwa w ruchu drogowym, takie jak nadmierna prędkość, jej niedostosowanie do warunków panujących na drodze, a także nieprzestrzeganie przepisów prawa przez niechronionych uczestników ruchu. Aby poprawić bezpieczeństwo w tym zakresie, niezwykle istotne są działania edukacyjne oraz tworzenie takich regulacji prawnych, które w jasny sposób określą zasady korzystania z urządzeń transportu osobistego, prawa i obowiązki ich użytkowników oraz sankcje za nieprzestrzeganie przepisów ruchu drogowego. W opracowaniu przeprowadzono również analizę wypadków drogowych na podstawie danych Komendy Głównej Policji, w oparciu o które zaproponowano sposoby przeciwdziałania tym niekorzystnym zdarzeniom.

In the media, topics related to traffic accidents involving unprotected road users are increasingly frequently discussed. The paper outlines the most important factors that determine the increase in road safety threats, such as excessive speed, its maladjustment to road conditions, as well as non-compliance with the law by unprotected road users. To improve safety in this area, it is extremely important to carry out educational activities and create appropriate legal regulations to clearly define the rules for the use of personal mobility devices, the rights and obligations of their users and sanctions for non-compliance with road traffic regulations. The study also includes an analysis of road accidents with the use of data provided by the Police Headquarters on the basis of which methods of counteracting these unfavorable events were proposed.

Purpose: Economic activity in the field of hunting consists in the provision of tourist services involving hunting and in the activities in the field of trade in live animals, as well as carcasses and parts thereof. It should be noted that the protection of natural resources, including wild animal species, is one of the most important obligations of the state. The aim of the article is to analyse the legal regulations in force regarding the conditions for undertaking and conducting economic activity in the field of hunting. Design/methodology/approach: Legal provisions, jurisprudence and literature were analysed in the study. Findings: The article attempts to evaluate the applicable legal regulations and contains proposals for changes in legal provisions relating to the performance of economic activities in the field of hunting. Particular attention was paid to the importance of the adequate manner of controlling entrepreneurs regarding the provision of tourist services involving hunting and economic activity in the field of trade in live game, game carcasses and their parts. Originality/value: The article indicates the issues related to conducting economic activities in the field of hunting. Attention should be paid to the fact that, so far, legal issues related to this type of economic activity have been marginally present in the literature.

Jedną z cech charakteryzujących współczesnego człowieka jest pośpiech i jego ciągłe przemieszczanie się w celu zaspokajania potrzeb i realizacji planów życiowych. W ich urzeczywistnianiu korzysta on z różnorakich środków komunikacji, które dobiera tak, aby sprawnie i szybko przemieszczać się do wybranych przez siebie miejsc. Jedną z grup środków komunikacji, coraz powszechniej wykorzystywanych do przemieszczania się w zatłoczonych przestrzeniach ruchu miejskiego, są tzw. urządzenia transportu osobistego (UTO). Ich użytkownicy narażeni są na wiele niebezpieczeństw, które czyhają na nich w czasie przemieszczania się. Coraz powszechniejsze korzystanie z UTO oraz wypadki ich użytkowników były inspiracją do naukowego zainteresowania się tą sferą transportu oraz jej bezpieczeństwem. Złożoność problematyki bezpieczeństwa niechronionych uczestników ruchu oraz ograniczenia wydawnicze sprawiły, że wyniki prowadzonych w tym zakresie badań zaprezentowano w cyklu artykułów pod jednolitym tytułem Jednoślady i inne urządzenia transportu osobistego (UTO) a bezpieczeństwo ludzi. W niniejszej (pierwszej) części opracowania skupiono się na wyjaśnieniu roli UTO w życiu współczesnego człowieka oraz teoretycznych i praktycznych aspektach bezpieczeństwa komunikacyjnego niechronionych uczestników ruchu drogowego, którzy znacznie bardziej niż kierujący samochodami są narażeni na utratę życia lub bardzo poważne obrażenia. W artykule została przedstawiona analiza wpływu rowerów oraz urządzeń transportu osobistego na bezpieczeństwo komunikacyjne. Zaprezentowano statystyki dotyczące wypadków drogowych z udziałem pieszych, użytkowników hulajnóg elektrycznych oraz rowerzystów. Wskazano także, jak istotną rolę w życiu człowieka odgrywają jednoślady oraz urządzenia transportu osobistego. Dzięki niewielkim gabarytom pojazdy te pozwalają na pokonywanie krótkich dystansów, zwłaszcza w wąskich i zatłoczonych ulicach miast, wykorzystując do napędu siłę ludzkich mięśni lub inne alternatywne proekologiczne rozwiązania. Jednakże pomimo niewątpliwych zalet pojazdy te stają się również źródłem zagrożeń dla człowieka.

Modern people are characterised by constant haste and continuous changes of place that are needed to satisfy needs and to allow the implementing of diverse life plans. With this in mind we tend to make use of all kinds of communication means, which are selected in a way that assures quick and effective movement to desired locations. One of transport means groups that are being increasingly commonly used for communication in crowded municipal space are the so-called personal mobility devices. Their users are exposed to numerous hazards that may take place while they are moving. The increasingly common usage of personal mobility devices and the accidents sustained by their users gave rise to scientific interest in this field of transport and its safety. Given the complex nature of safety of unprotected traffic participants and publishing limitations, results of research conducted in this area were presented in a cycle of papers under the common name Two-Wheelers and Other Personal Mobility Devices Vs. Human Safety. The present (first) part of the study focused on clarification of the role played by personal mobility devices in the life of contemporary man along with the theoretical and practical aspects concerning transport safety of unprotected traffic participants who are exposed to the potential loss of life or severe injuries to a much bigger extent than car drivers. The article presents an analysis of the way that bicycles and personal mobility devices affect communication safety and summarises statistical data pertaining to road accidents entailing pedestrians, users of electric scooters and cyclists. Furthermore, the importance of the role played in our life by two-wheelers and personal mobility devices has been emphasised. Small dimensions of those devices enable covering short distances, particularly on narrow and crowded city streets, making use only of our muscles to drive them or of other alternative pro-ecological solutions. Nevertheless, despite their evident advantages, those devices give rise to diverse safety hazards.

Juridical and social aspects of the legalization of cannabis for medical use

Media coverage of everyday life problems of suffering people is increasing. Cannabis for medical use is a subject of various disputes around which numerous understatements are formed. Proponents of legalization emphasize the healing properties of cannabis, while opponents fear the harmful effects of this substance, arguing that its use leads to addiction. The aim of the paper is to present juridical and social aspects related to the legalization of cannabis for medical use in Poland. On the basis of the new regulations, cannabis has been admitted in some forms to legal trading. The therapeutic properties of cannabis are confirmed by scientific research. Conducting further research will enable a better understanding of the therapeutic properties and a wider use of this substance in medicine to cure various diseases. In view of the fact that the basic thematic assumptions of the present study concern the problems that emerged after the amendment of the anti-drug legislation, the research findings in this area are far from exhaustive.
