As is know, for project success is of great importance to pay attention to project goals definition, project domain, product/service development methodology, project critical success factors, methods for measuring reached results, and to the way of data and information distribution. Unfortunately, becouse of misunderstanding the fact that company information system is a pivot element in company success, which is involved in each company part, these elements are often establish comletely non-adequate. One of the main reasons for that is that information technology is generic technology, and that meaning and usefulness of information technology are expressed in applying domain. It seems, particulary because of misunderstanding the role of information system from the managing side, that companies information system are developed apart from business function experts, or the company management is involved in hardware acquisition, but there is no attention toward software choosing, desiging, and applaying.

Jak wiadomo, aby projekt mógł się zakończyć sukcesem, bardzo ważne jest zwrócenie szczególnej uwagi na prawidłowe zdefiniowanie celów przedsięwzięcia, obszaru wdrożenia, wykorzystywanej metodologii, krytycznych czynników, decydujących o sukcesie, metod weryfikacji uzyskanych rezultatów i sposobu propagacji danych. Niestety, ze względu na niezrozumienie faktu, że system informatyczny jest elementem decydującym o sukcesie przedsiębiorstwa, są one często definiowane w sposób niezadawalający. Wiąże się to przede wszystkim z niewłaściwym zrozumieniem roli systemu informatycznego przez stronę zarządzającą firmą, co powoduje, że w jego opracowaniu nie biorą udziału eksperci, związani z funkcjami biznesowymi, lub też sam zarząd przedsiębiorstwa jest niezaangażowany w zakup sprzętu, lecz nie zwraca uwagi na dobór oprogramowania oraz procesy projektowania i wdrożenia.

Boston Consulting Group (BCG) matrix analysis during the strategic planning of Government Administration Systems (GAIS)

This paper deals the BCG matrix analysis during the Strategic Planning of the Government Administration Information Systems (GAIS) a selected group of Information Systems: Customs Administration Information System (CAIS), Tax Administration Information Systems (TAIS), Treasury Information Systems (TRIS) and Local Government Information Systems (LGIS). This selection is regarded as the representative corpus of GAIS members to support the Government Administration (GA). The characteristics of the GA members are mentioned as well: main aim, importance, non profit making, availability, privacy and confidentiality, complexity, common data bases, interconnections, fast grow, international profile, changes, vulnerability, education and the high costs. BCG matrix analyses are made on the activity level of GA members. The possible BCG matrix of GA on the activity level is discussed as well.

Artykuł poświęcony jest omówieniu zastosowania analizy macierzowej według BCG przy planowaniu startegicznym systemu informacyjnego administracji państwowej dla wybranych systemów informatycznych: ceł, podatków, skarbu i wewnętrznego systemu informacyjnego. Wybrane systemy stanowią trzon systemu informacyjnego administracji państwowej - bez nich działanie tego ostatniego nie jest możliwe.
