Współczesne dowodzenie artylerią jest procesem coraz bardziej złożonym, na który wpływa szereg czynników. Oznacza to konieczność implementacji do praktyki dowodzenia metod i procedur, które umożliwiłyby jak najbardziej skutecznie wykorzystanie możliwości bojowych artylerii. Jedną z nich jest targeting, od kilku lat wdrażany w procesie dowodzenia w SZ RP. W artykule przedstawiono istotę targetingu stosowanego w wojskach lądowych. Zwrócono szczególną uwagę na funkcje wykonywane w ramach tego procesu oraz jego znaczenie w dowodzeniu wojskami. Ponadto określono możliwości realizacji targetingu na wybranych szczeblach dowodzenia w wojskach lądowych. Przy założeniu, że w niedługiej perspektywie czasu implementacja tego procesu stanie się faktem, może się okazać, że szereg rozwiązań organizacyjnych i proceduralnych obowiązujących aktualnie w WRiA będzie musiał być zmieniony. W związku z tym, najwięcej uwagi poświęcono określeniu wpływu targetingu na wybrane aspekty dowodzenia artylerią, w celu zidentyfikowania obszarów problemowych, w których te zmiany mogą być konieczne. Skupiono się więc na problemach decyzyjnych rozwiązywanych w ramach targetingu oraz uwarunkowaniach organizacyjnych.

One of the most significant issues in exercising command and control is the implementation of such methods and procedures that could enable the most effective use of field artillery capabilities. One of these methods is targeting. This process has been implemented in the Command and Control Procedures of the Polish Armed Forces for several years. This article focuses on the targeting process in the Land Forces. Special attention is paid to the functions involved in this process and its significance in the command and control process. Assuming that in the near future the implementation of this process will become fact, a number of organizational and procedural arrangements in field artillery will have to change. Therefore, the article mainly attempts to determine the impact of targeting on specific aspects of the command and control of field artillery in order to identify problem areas where these changes may be necessary. As a result, the focus is on the decision problems solved as part of targeting and organizational considerations.

The condition to develop a rational plan of fire support is to integrate it with the operational plan of fighting troops, reconnaissance assets and weapons and ammunition. This integration occurs in a decision-making cycle of command process and targeting. In order to plan fire support effectively, there must be developed a rational and integrated plan of executed fire tasks. Organizational changes taking place in land forces’ command structures affect also the tasks and composition of functional command post (CP) cells responsible for planning fire support executed by artillery. The aim of this article is to show a method of artillery fire planning to tasks that result from the targeting process. A special attention is drawn to factors that determine planning fire tasks for artillery and basic activities performed by an artillery cell while their planning. In addition, major undertakings of command process decision-making cycle are shown, within which targeting tasks are executed, that in turn are the source of tasks for reconnaissance and strike assets.

Targeting has become a permanent component in command and control theory and practice of NATO Member States’ armed forces. This process has been implemented in the Polish Armed Forces for a few years on strategic, operational and tactical levels. The article presents basic issues connected with targeting on the operational level where this process is a key element to achieve operational and strategic goals. Moreover, basic categories connected with this process have been defined. The author underlines fundamental determinants that influence the need in the command and control process to apply methods on the operational level which allow a more effective use of assets that commanders of land, air, navy and special forces’ components, are equipped with. The main part of the article deals with discussing major issues concerning methodical targeting as a basic process to reach operational goals on the joint operations’ command level. Special attention is drawn to planning phases as their results affect the efficiency of tactical tasks performed by particular components. This article is an introduction to targeting problems on the joint command level and is a synthesis of the author’s conclusions and research results gained during the participation in exercises Anakonda (Anaconda) ’08 and ’10 as well as Wiosna (Spring) '11. Several thesis included in the article are proposed thanks to an exchange.

One of the main feature of modern military operations is that the achievement of operational and tactical objectives depend on lethal and nonlethal measures. This is mainly due to increasing capabilities of sensors and dynamically developing precision weapons. The consequence of this is noticeable trend in command and control, which increases the importance of effectiveness (including the precise impact on targets) than the number of troops. The basic problem considered in the article is targeting, which supports the commander in creating a vision of operations, determine the most appropriate use of combat functions and taking the optimal decisions to achieve operational and tactical objectives.

Cechą współczesnych działań militarnych jest to, że coraz większy wpływ na uzyskanie w nich zakładanego celu mają środki oddziaływania śmiercionośnego i nieśmiercionośnego. Wynika to głównie z coraz większych możliwości sensorów oraz rozwijającej się broni inteligentnej i precyzyjnego rażenia. Konsekwencją tego jest zauważalny w dowodzeniu wojskami trend, w którym zwiększa się wagę precyzji i efektywności działania (w tym głównie precyzyjnego oddziaływania na cel) kosztem liczebności wojsk i środków walki. W świetle tego podstawowym problemem rozpatrywanym w artykule jest targeting, który wspiera dowódcę w zakresie tworzenia wizji przestrzeni walki i określenia najkorzystniejszego i celowego użycia potencjału bojowego sił i środków oddziaływania w obszarze operacji (walki), podjęcia przez niego optymalnej decyzji oraz kierowania działaniami w celu osiągnięcia celów operacyjnych i taktycznych.

Targeting has entered for good the canon of land forces’ commanding theory and practice. The aim of carrying out this process is to ensure an effective and efficient task execution in the area of appropriate choice of targets and rational division of reconnaissance and fire potential. It is an effective method connecting the own potential with the most important targets that ensures reaching intended operational (tactical) tasks. The article presents the role of targeting in reference to land forces, taking into special consideration its implementation in the process of command. The attention is also drawn to the fact that on order to do task planning and operations’ commanding within targeting, a permanent cell dealing with this process is required in commands' organizational structures.
