A suitability analysis for development and/or requalification of port areas

This study introduces a methodology for evaluation of a port area suitability, which could aIlow for the development of a port system alIowing the passage from a generic cIass of membership to different one and/or, if the results of the preliminary analysis do not justify it, the requalification of the considered transport system, it is with port hinterIand projects that with sea ones. The proposed methodology is based on the analysis of the pre-existent port system in order to estimate the maritime transport demand, constituted at first by its main components, users and goods, and then in the characteristic that ones of each component, in reference to the present and potential international and national dock users. Therefore, the methodology goes on with the multi-criteria analysis to identify the more convenient future scenarios that could let include the port infrastructure in the wished cIass. Finally, after having analysed the characteristic parameters related to the convenience criteria, the methodology will aIlow us to define the optimal solution. By optimising each objective function, representing a considered convenience criterion, for each criterion we are going to fix both the n-pla of optimal variabIes that make minimum (or maximum) the objective that the same criterion represents and the more convenient n-pla for the aggregate system constituted by the producer port service, the user and the community.

Omawiane badanie wprowadza metodologię do oceny przydatności obszaru portowego, która mogłaby umożliwić rozwój systemu portowego, pozwalając na przejście z rodzajowej kategorii przynależności do innej i/lub, jeśli wyniki wstępnej analizy tego nie uzasadniają, ponowną kwalifikację rozważanego systemu transportowego. Działania te dotyczą zarówno portów wewnętrznych jak i morskich. Proponowana metodologia oparta jest o analizę istniejącego wcześniej systemu portowego w celu oszacowania zapotrzebowania na transport morski, przede wszystkim na podstawie jego głównych składowych, użytkowników i dóbr, a następnie cech charakterystycznych, w odniesieniu do bieżących i potencjalnych międzynarodowych i narodowych użytkowników doków. Dlatego właśnie metodologia wykorzystuje analizę wieloczynnikową do identyfikacji bardziej dogodnych przyszłych scenariuszy, które pozwoliłyby na włączenie infrastruktury portowej do pożądanej klasy. Ostatecznie, po przeanalizowaniu charakterystycznych parametrów, związanych z kryteriami przydatności, omawiana metoda umożliwi określenie optymalnego rozwiązania. Poprzez optymalizację każdej funkcji, reprezentującej rozważane kryterium przydatności, dla każdego kryterium należy wyznaczyć zarówno optymalne zmienne, które tworzą minimum (lub maksimum), jak również bardziej dogodne dla systemu zbiorowego, tworzonego przez producenta, serwis portowy, użytkownika oraz społeczeństwo.
