Celem niniejszego artykułu jest zaprezentowanie istoty ekonomiki bezpieczeństwa jako dyscypliny naukowej. Zwrócono w nim uwagę na jej naukowy, ewolucyjny rodowód. Przedstawiono jej obiekt i przedmiot badań oraz związki z innymi naukami. Oznacza to także przybliżenie jej atrybutów, tj.: języka, metod badawczych, funkcji i przydatności (pragmatyzmu). Zasygnalizowano również zagadnienie odnoszące się do program badań. Wskazano główne ośrodki akademickie i badawcze, które zajmują się dociekaniami ekonomiczno-obronnymi. W sumie jednak prezentowane informacje należy traktować jako zarys podnoszonych problemów, mający charakter metodyczny oraz porządkujący wiedzę z tego, jakże wieloaspektowego i interdyscyplinarnego, obszaru wiedzy.

The objective of this article is to present the essence of security economics as part of a modern scientific discipline in the methodological context of reflection. We present the evolutionary nature of security economics, its specific field of inquiry and attributes such as: language, research methods and science streams. This article also included information about connections with other disciplines, functions and usability (pragmatics) of security economics. We briefly highlight research and academic centres which are engaged with economics and defence inquiries. All presented information can be treated as an outline of these problems, which have methodical characteristics and knowledge ordering.

The aim of the article is to define the essence and characteristics of the defence economics’ fundamental area i.e. defence economics. In order to reach this goal, the author includes information that allows the reader to explore different ways of defence economy’s definitions, its specific features, basic tasks, the structure of defence economy system and consequently characteristics that result from it, as well as the idea how to command and control the defence economy.

Security economics is a relatively new part of the discipline of economics and at the same time a fast growing field. There is no agreement on the concept of security economics yet. Quite many definitions have been produced, but none of them is generally accepted. The very concept of security economics is contested. This paper is divided into four parts. The first part introduces the reader to terms: security, human security, what leads to better comprehension of economic security. The second part provides general information of defense economy during peacetime and wartime, expenditures during these times and, through literature review, familiarizes the reader with defense economic during peace and wartime. The third chapter describes the normative problem of defense economics. The fourth and the last part reveal economic security in the era of globalization when the conventional warfare risks are diminished, but the risks of terrorism and local conflicts become more important.

Due to the fact that in the contemporary market economy conditions it is difficult to talk about an efficient security system of a country without having an efficient and effective economic management subsystem of the bases of the state security, the information – decision-making sphere of the national economy, examined in the defence aspect, has become the subject of considerations in this article. To make the problem area more precise, the author’s intention was to describe an ideological approach to regulatory system of the state security’s economic dimension. The aim defined in this way caused that the article deals with the perception of the idea and specific character of the management system of the economic bases of the state, the subsystem of Poland’s security’s managerial (regulatory) sphere in an economic dimension, regulatory sphere’s instruments affecting material sphere and regulatory sphere’s prospects resulting from the SWOT analysis. Unfortunately, because of the great amount of the material, the content of the article presents mainly the outline of this complex and multi-aspect problem.

As an attempt to systematize and spread the knowledge combining safety economics and logistics, the author of the article comprehensively presents the essence of defence logistics, its model, tasks and role within national defence system. This specific, partly forgotten, nevertheless extremely important element of economic bases of national defence has been described by: presenting the definition of the defence logistics and describing its profile; describing the location of the defence logistics within the defence system together with specification of its main goals and tasks, as well as analyzing the correlation between defence logistics, defence system and national economy system. Due to the extent of the study, the approached topics could not be described in detail, but forms only an outline of a very wide spectrum of problems within the area of the supply chain management, necessary to perform defence tasks in all positions of functioning of the state.

The economics of security in the Czech approach follows the international standards given by leading organizations. But Czech scientists adapt rules to the circumstances. Many other members of international organizations profit from Czech research. Its history and development started as a need of war and was partly influenced by the sovereign power. After World War II, the economic security thinking implemented the Soviet standards. Nowadays, the Czech economics of security is a well-developed scientific discipline and its research is recognized especially in Europe.

Finances make one of the most important ties connecting security and the system of national economy. Therefore, taking into consideration the character of contemporary armed conflicts, this statement gains more and more importance. Supporting such a stance, the author of the article wants to present synthetically the number of NATO military expenditures and changes that have undergone in this economic area, particularly in financial bases of NATO's power in the first decade of the 21st century. Such a definition of this area caused that the article raises issues of military expenditures global quota in the world, shaping tendency of defence expenditures in NATO countries and the idea of financing political and military activities undertaken by the Alliance (managing the common budget). The author shows explicitly a constant tendency of great diversification of the military expenditure levels in selected NATO countries and the lack of NATO's final consensus in reference to the system of financing future common tasks within the Alliance, what does not augur well both in the context of this organization's capabilities and management.

The article is a voice in a scientific discussion taking place for several years concerning the military sciences ’ identity as a discipline and field of study. The authors ’ intention is to outline methodological foundations of one of military studies. i.e. security economics, within whose framework the principles, forms and methods of national economy preparation and functioning to fulfill tasks for security and defence of the state are studied. Moreover, there are analysed and assessed the state of the country’s economic security in all dimensions of its creation. The article includes scientific genesis of security economics, its subject and object of research and connections with other sciences. This brings closer its attributes, i.e. language, research methods, functions and pragmatism. The article also presents briefly main academic and research centres which deal with economic - defence findings and shows outstanding security economics’ representatives. Finally, the basic defence economics’ issues are discussed which may be a framework research programme of contemporary security economics.
