Artykuł niniejszy jest kontynuacją rozważań podjętych w poprzednim numerze Zeszytów, zarazem ostatecznym rozwiązaniem sformułowanego w pierwszej części problemu badawczego. Poniżej przedstawiono konceptualną metodę projektowania celów politycznych w dziedzinie bezpieczeństwa, oprzyrządowaną stosownymi, autorskimi technikami i narzędziami ich opisu. Należy podkreślić, iż prezentowane rozwiązanie ma charakter otwarty, z całą pewnością możliwe jest więc wprowadzanie różnych modyfikacji i udoskonaleń, za które autor będzie wdzięczny czytelnikom.

The article is a continuation of a thought process presented in the previous issue of this journal. Here a method of identifying political goals of a country in the area of security has been presented. It has been equipped with a number of selected techniques and tools enabling to set apart particular goals from those of national policy in general. A particularly new method of forming goals is the switch from prediction and providence (though not thoroughly) to projection. The identification of political security goals in such a manner will always contain different contents from those traditionally formulated. The presented solution is innovative in its nature and is a proposal to a broader discussion on the plausibility of such approach.

The article touches upon the subjects of projecting the aims of policy and strategy of the security of a country. In the study the authors make an effort to outline the methods of creating subject aims, showing them in the light of a wider analysis. In the first part of the article various points were depicted. The first of them is on methods of deriving the sets of national needs, values and interests. The second touches upon identification of categories of challenges, threats and chances as the determinants marking the shape of aims in relations with outlined national interests. The study has a methodological character. It is aimed at delivering a knowledge concerning methods of constructing the policy aims on a national level. Due to its significance, in the next edition of “Zeszyty Naukowe AON” the final solution will be presented, describing the rules of reducing sets of aims of a country’s policy, while shaping the aims of security aspects.
