The last few days have brought yet another tragedy for many people in the south, related to the flood, the scale of which is comparable to the scale of the flood in 1997. The flood wave was still moving in the Lower Silesian Voivodeship, when the planned increased demand for sand and gravel was signalled - also by state and local government bodies. This publication analyses the regulations establishing exceptions to the obliga¬tion to obtain a decision on the environmental conditions and a concession for the extraction of minerals from the deposit, which could be applied in the case of undertaking extraction in connection with the removal of flood effects. The publication also discusses the possibility of continuation of such extraction, however, omitting some of the conditions of the aforementioned decisions.
