In order to improve and accelerate the speed of image integration, an optimal and intelligent method for multi-focus image fusion is presented in this paper. Based on particle swarm optimization and quantum theory, quantum particle swarm optimization (QPSO) intelligent search strategy is introduced in salience analysis of a contrast visual masking system, combined with the segmentation technique. The superiority of QPSO is quantum parallelism. It has stronger search ability and quicker convergence speed. When compared with other classical or novel fusion methods, several metrics for image definition are exploited to evaluate the performance of all the adopted methods objectively. Experiments are performed on both artificial multi-focus images and digital camera multi-focus images. The results show that QPSO algorithm is more efficient than non-subsampled contourlet transform, genetic algorithm, binary particle swarm optimization, etc. The simulation results demonstrate that QPSO is a satisfying image fusion method with high accuracy and high speed.

ShenZhen is a water-scarce city and its annual average per capita natural water resource is only about 200 cubic meters. Therefore, water problems has now been the major driving force that hinders ShenZhen special zone's social and economic growth. Based on the analysis of the water environmental actuality, it is very necessary to find a way to solve these problems. Furthermore, an optimal approach-water conservation, promoting the degree of wastewater treatment, water reclaim and reuse-is presented to achieve the sustainable development of special zone's economy.

Based on the analysis of existed measures for exploring new water resource and combined the specialty of Yantian district in ShenZhen, seawater utilization and wastewater reuse are presented as the main measures to solve its water-related problems. After the detail comparison between this two measures, wastewater reclamation and reuse is considered as an optimum way. However, it is convenient and economical for those inshore enterprises to use seawater directly.

The treatment of sludge is an integral part of a wastewater treatment process. With the volume of sewage sludge requiring disposal increasing significantly in Beijing as sewage treatment facilities have been extended, a more and more critical pressure has been exerted on the facilities and the environment. Based on the analysis of sludge's quality, quantity and Beijing's land quality status, the perspective of land application of sewage sludge is presented. It would bring us a notable benefit both in environment and society. It is indicated that we could obtain two hundreds million yuan per year and alleviate about 30 percent of nitrogen load in agriculture non-point source pollution, with applying one million tons sludge manures to the farmland. In conclusion, we state that it is the best choice for Beijing to apply the sewage sludge to the land.
