Celem artykułu jest usystematyzowanie wiedzy na temat jakości usług transportu samochodowego, wykorzystania wybranych metod i narzędzi ich doskonalenia oraz przedstawienie wyników badań własnych z wykorzystaniem zasad inżynierii jakości. Scharakteryzowano wybrane metody i narzędzia doskonalenia jakości. Omówiono wyniki badań własnych przeprowadzonych w przedsiębiorstwie transportu samochodowego z wykorzystaniem: arkusza kontrolnego, analizy Pareto-Lorenza, diagramu Ishikawy i metody FMEA. Przedstawiono przykład praktyczny zastosowania ww. metod i narzędzi doskonalenia jakości w odniesieniu do usługi transportowej drobnicowej. W pracy nad artykułem wykorzystano metodologię badawczą opartą na dedukcji, indukcji, analizie i syntezie systemowej, w tym wnioskowaniu.

The aim of the article is to systematize knowledge about the quality of road transport services, the use of selected methods and tools for their improvement as well as presenting results of own research using the principles of quality engineering. Selected methods and tools for quality improvement have been characterized. The results of own research carried out at a road transport enterprise, using a control sheet, Pareto-Lorenzo analysis, Ishikawa diagram and FMEA method, have been discussed. A practical example has been presented of the use of the above methods and tools for quality improvement in relation to groupage transport services. In the work on the article a research methodology based on deduction, induction, analysis and system synthesis, including inference, was used.

The paper presents selected issues related to the certification of road carriers. It presents the importance and share of the road transport on the European and national market as well as the legal acts regulating access to the profession of a carrier. It describes the obligation that rest on the entrepreneurs running transport companies.

W artykule poddano analizie normy PN-EN ISO/IEC 17024:2012 oraz PN-EN ISO/IEC 17065:2013-03 będące podstawą prowadzenia działalności przez jednostki certyfikujące odpowiednio osoby i wyroby w zakresie wymagań dotyczących zarządzania bezstronnością. Zwrócono uwagę na występujące nieścisłości i ogólny charakter niektórych wymagań. Zaproponowano możliwe warianty rozwiązań wybranych zagadnień, które ze względu na podobny charakter wymagań mogą mieć zastosowanie w obu typach jednostek certyfikujących.

The paper analyzes the PN-EN ISO/IEC 17024: 2012 and PN-EN ISO/IEC 17065: 2013-03 underlying the establishment of the certification bodies respectively persons and products in the requirements for management of impartiality. Attention was drawn to inaccuracies occurring and the general nature of some of the requirements. It suggests possible options for solutions to selected issues which, due to the similar nature of the requirements may be applied to both types of bodies

Artykuł prezentuje rodzaje danych wejściowych i wyjściowych związanych z realizacją jednego z podstawowych elementów systemów zarządzania, jakim jest przegląd zarządzania. W referacie skupiono się na wymaganiach norm dotyczących systemów zarządzania w jednostkach certyfikujących wyroby (PN-EN ISO/IEC 17065:2013-03), jednostkach certyfikujących osoby (PN-EN ISO/IEC 17024:2012) oraz w jednostkach inspekcyjnych (PN-EN ISO/IEC 17020:2012). W normach tych występują bardzo zbliżone wymagania dotyczące przeglądów zarządzania.

The article presents the types of input and output data related to the implementation of one of the basic elements of management systems, that is the management review. The paper focuses on the requirements of standards for management systems at the entities certifying products (PN-EN ISO/IEC 17065:2013-03), persons (PN-EN ISO/IEC 17024:2012) and inspection entities (PN-EN ISO/IEC 17020:2012). These standards have very similar requirements for management reviews.

Udzielanie certyfikacji na czas określony powoduje, że na rynku są dostępne wyroby o identycznych właściwościach, ale wyroby te nie muszą mieć jednakowego statusu. Status wyrobu certyfikowanego będzie miał z pewnością wyrób, który został wyprodukowany oraz wprowadzony do obrotu w okresie obowiązywania certyfikatu. W artykule podjęto rozważania w jaki sposób należy traktować wyroby, które nie spełniają powyższych warunków oraz kiedy wyrób może utracić status wyrobu certyfikowanego.

Providing certification for a limited period means that the market available products having identical characteristics, but these products do not need to have equal status. Certified product status will certainly a product that has been manufactured and marketed during the term of the certificate. The paper elaborates on how to treat products that do not fulfil the above conditions.

It describes methods of meet the demand for standards, technical specifications and codes of conduct. It presents issues related to the supervision over normative documents, including an update of the set of standards, control over the lending of documents and archiving of outdated documents.

The quality of the tests results is of paramount importance in the process of assessing conformity, conducted among the others, on the safety of the products use, their functionality or type approval. Ensuring the reliability of the results and their consistency should be an absolute priority in the operation of all appointed for this purpose metrology institutions and organizations, especially those units whose product offered to the customer are goods and services are based on measurements and their results. The essential criterion for assessing the quality of the results is their reliability to the user. One of the major issues that have a significant impact on the reliability of tests results is a form of reporting the results to the client. This paper addresses the key issues related to the presentation of the tests results. Discussed are the risks associated with the presentation of test results. The qualities that the measurement result should have to be reliable to the customer, have been identified. The significance of the accreditation for the validity of the results has been presented. Normative documents containing the requirements for the presentation of research results have been recalled. The information to be contained in a report from an accredited testing laboratory provided to a customer has been specified. The principles of the identification of the document describing the test methods have been discussed. Attention was drawn to the need for placing, in the report, the information about the uncertainty of the measurements. The principles of placing in the test report and the assessment of conformity as well as the opinions and interpretations, have been discussed. The detailed requirements for use, by research laboratories, the accreditation symbols in test reports have been presented
