Cities have always been and undoubtedly will be the sites of civilizational development, centres of power, science, culture and wealth, but alas also poverty and exclusion. They are organic structures of fervent dynamics. The history of urbanisations is bound to better reflect the changes in the world over time than the history of wars, conflicts, and dynasties. Cities are the space of intensive social communications and social capital building as well as social and technological innovation that determine not only the future of the cities themselves but also the destiny of states and nations. The concept of a smart city is aimed at delivering technical models and solutions based on innovative technologies, new organisational and management models and new legal regulations leading to support sustainable development and growth. Here stress is put on the establishment and sustainable development of urban ecosystems, especially on developing and implementing e-services. The paper discusses various aspects of smart cities with the emphasis on the application of ICT and the use of knowledge and methodologies provided by information science.

Miasta były zawsze i bez wątpienia będą miejscami rozwoju cywilizacyjnego, ośrodkami władzy, nauki, kultury i bogactwa, ale również ubóstwa i wykluczenia. Są to struktury organiczne i dynamiczne. Dzieje urbanizacji lepiej odzwierciedlają zmiany w świecie na przestrzeni wieków, niż dzieje wojen, konfliktów i dynastii. Miasta są miejscami intensywnej komunikacji społecznej i budowania kapitału społecznego, jak i innowacji społecznych i technologicznych, które decydują nie tylko o przyszłości miast, ale także o losach państw i narodów. Pojęcie inteligentnego miasta ma na celu dostarczanie modeli technicznych i rozwiązań opartych na innowacyjnych technologiach, nowych modelach organizacyjnych i zarządzania oraz nowych regulacjach prawnych, prowadzących do wspierania zrównoważonego rozwoju i wzrostu. Tutaj nacisk położono na zrównoważony rozwój ekosystemów miejskich, zwłaszcza w opracowywaniu realizacji e-usług. W pracy omówiono różne aspekty inteligentnych miast z uwzględnieniem stosowania technologii informacyjno-komunikacyjnych oraz wykorzystania wiedzy i metod dostarczanych przez nauki informacyjne.

Przedstawiono kontekst koncepcji inteligentnego miasta, z akcentem na kwestie dotyczące rosnącej roli sieci jako sposobu komunikacji i organizowania życia oraz niezwykle sprawczą i znaczącą rolę odgrywaną przez techniki ICT Podano listę przykładowych technik i aplikacji przeznaczonych dla inteligentnego miasta. Czytelnik znajdzie tu również zarys propozycji dużego ogólnopolskiego programu budowy inkubatora inteligentnych miast, nazwanego I'Miasto. Zasadnicze przestanie artykułu brzmi następująco: inteligentne miasto jest dynamiczną siecią wzajemnie komunikujących się i współdziałających zasobów, struktur i usług, a jego mieszkańcy, tworząc społeczność sieciową, są aktywnymi użytkownikami tych zasobów i usług, ale także sami są elementem sieci, wnosząc do niej swoje aktywa i energię.

The paper presents the context of an intelligent city putting emphasis on the increasing role of the network as a means of communications and a tool to organize many facets of life, as well as, it shows a remarkably instrumental role played by ICT. A list of examples of technologies and applications devised and developed for intelligent cities is presented. One can also find a proposal of a large countrywide programme to set up an incubator of intelligent cities, dubbed I'Miasto. The gist of the paper is as follows: an intelligent city is a dynamic network of intercommunicating resources, facilities and services, and its inhabitants - who constitute a network community - are active users of the resources and services, being at the same time the elements of this network to which they contribute their assets and energy.

This paper identifies the types of ICT information facilities and services that can boost and sustain innovativeness and map them onto particular stages of the innovation process.

Artykuł podaje typy systemów informacyjnych i usług wykorzystujących platformy informatyczne do wspierania innowacyjności oraz łączy te systemy z poszczególnymi fazami procesu innowacyjnego.

Przedstawiono współpracę Instytutu Informatyki z operatorami telekomunikacyjnymi, w szczególności z operatorem telefonii komórkowej, Polską Telefonią Cyfrową. Zaprezentowano zakres tematyczny realizowanych projektów w dziedzinie eksploracji danych oraz systematycznego pozyskiwania wiedzy ze źródeł zewnętrznych. W końcowej części zarysowano założenia inicjatywy MOST (Mobile Open Society through wireless Telecommunications) podjętej przez Polską Telefonię Cyfrową, Politechnikę Warszawską i niemieckiego operatora telefonii komórkowej T-Mobil.

On this paper the cooperation between Institute of Computer Science and telecom operators, in particular with mobile telecom provider Polska Telefonia Cyfrowa has been presented. Additionally scope of executed projects in the area of data mining and knowledge extraction from external sources was described. The principles of the MOST initiative (Mobile Open Society through wireless Telecommunications), taken by Polska Telefonia Cyfrowa, Warsaw University of Technology and German mobile telecom provider T-Mobil have been outlined.
