Road transport is one of the most dangerous modes of transport, as evidenced by data from the World Health Organization (WHO), which reports 1.19 million fatalities annually. Consequently, research into improving road safety is gaining importance. One of the solutions aimed at enhancing road safety is constituted by intelligent transport systems (ITS), which deploy advanced technologies for monitoring and optimizing traffic flow. The implementation of ITS is supported by the European Commission and is underway in several cities. One of the most advanced ITS systems in Poland is operating in Łódź. Therefore, the goal of this article is to present the intelligent transport system implemented in Łódź and its impact on road safety.

The issue of road traffic safety remains a pressing concern, and its improvement poses a challenge for both researchers and practitioners. In the scientific literature, factors influencing road traffic safety hazards are frequently analysed within the framework of the U-V-E model (user–vehicle–environment) presented in this paper. Understanding these hazards enables the development of preventive measures aimed at mitigating road incidents and reducing their severity. The aim of this paper is to identify road traffic safety hazards and propose preventive measures that can be implemented to address them.

The aim of this article is to present the operation of the Intelligent Transport System (ITS) in Łódź and to analyse its potential impact on changes in objective road traffic safety in urban transport. Data from the years 2007–2023 concerning the number of road accidents, fatalities, and injuries were examined. The research findings indicate a significant decrease in traffic incidents following the implementation of the ITS: the annual average number of accidents has decreased from 1784.67 to 1225.62 (t = 4.07; p = 0.0039), fatalities declined from 38.00 to 18.50 (t = 5.24; p = 0.0003), and the number of injured persons was reduced from 2186.89 to 1464.25 (t = 3.95; p = 0.0044), with very large effect sizes (Cohen’s d > 2.0). Although a downward trend was also observed at the national level, the changes in Łódź were more pronounced and stable. This may suggest a beneficial effect of the ITS as a contributing factor supporting the improvement of objective traffic safety.
