The purpose of the article is to determine and characterize relationships and their causality between indicators of digitalization of social relations and level of university-industry R&D collaboration. To conduct the research, a sample was formed for 20 countries of the world leaders in University-Industry R&D Collaboration indicator (as a part of Global Innovation Index) in 2022, which covers the follow-ing indices for period from 2011 to 2020: indicators of university-industry R&D collaboration, access to ICT, government online services, online creativity (as assessed by WIPO Global Innovation Index), and export of ICT goods (according to the World Bank). The methodological basis of the study was methods of correlation analysis (Pearson or Spearman, depending on data distribution, for which Shapiro-Wilk test for normal data distribution was previously applied) taking into account possible lags in time, VAR modelling, Granger test, and corresponding toolkit of STATA 18 software. As a result of the research, it was confirmed that the level of university industry R&D collaboration is af-fected by such indicators of digitalization of social relations as online creativity (in 16 from 20 sample countries), access to ICT (in 12 countries) and the share of ICT goods exports in total exports (in 11 countries). At the same time, university industry R&D collaboration is a cause of changes in the level of online creativity (in 15 from 20 sample countries), access to ICT (in 11 countries), public online services (in 10 from 19 sample countries) and the share of ICT goods exports (in 10 from 20 sample countries). The obtained results can be useful for stakeholders in R&D, innovative activities, development of state policy in the innovation and information sphere for making the most effective deci-sions in the context of stimulating the role of cooperation.

The consequences of Industry 4.0 have adverse side effects on cybercrime growth, which requires creating an effective cybersecurity system for companies. Therefore, this study aims to develop a composite indicator of company cybersecurity to assess its development needs. For this purpose, the authors modified Porter's method by constructing a superposition matrix based on the growth rates of cyber threats and risks, calculating their quantitative characteristics and a composite indicator. The computations are based on indicators for 2016-2022 characterizing cybersecurity vulnerabilities and the consequences of cyber threats: the share of companies experiencing one, six or more successful cyberattacks, considering the likely and very likely success of cyberattacks on them in the next 12 months, security threat and concern indices, the share of companies with a growing security budget affected by ransomware and experiencing a shortage of skilled IT security personnel, the cost of stolen or compromised credentials. As a result, cybersecurity needs increased significantly for 2020-2022, mainly due to digital transformation and the cyber threats growth after the COVID-19 pandemic. A comparative analysis of the proposed indicator with those characterizing the development of Industry 4.0 showed that the need for a reliable cybersecurity system is much more important than the active development of modern technologies. Spending on IT is also increasing, but not enough to meet the needs of cybersecurity development, except for the 2022 results. The proposed indicator is defined for companies worldwide, but its versatility allows the methodology to be applied to enterprises of various industries and sizes.

The post-war reconstruction of the energy sector of Ukraine is a critical issue that requires significant investment in both infrastructure and modernization. However, the limited financing of the public sector is a problem that needs to be addressed. A combination of European Union (EU) grant funding and private funding through public-private partnerships (PPPs) has been suggested as a potential solution to this problem. The relevance of this topic lies in the potential of PPPs to attract resources and experience from both the public and private sectors. This can lead to a more efficient use of resources and can help solve the problems associated with limited public sector funding. In addition, PPPs can provide a framework for sharing risks between the public and private sectors and can help mobilize private sector resources and expertise, which can be critical in post-war recon struction efforts. In addition, a combination of EU grant funding and private funding through PPPs can contribute to broader economic development by promoting investment in the energy sector. This can help stimulate economic growth, create jobs and improve energy security, which is critical for the long-term sustainability of Ukraine’s energy sector. Thus, the topic of combined models of uniting EU grant funding and private funding based on public-private partnership for the post-war reconstruction of the energy sector of Ukraine is extremely relevant for solving problems related to limited public sector funding, attracting resources and experience from both public and private sectors as well as promoting the broader economic development of Ukraine.

Powojenna odbudowa sektora energetycznego Ukrainy jest kwestią krytyczną, wymagającą znacznych inwestycji w infrastrukturę i modernizację. Problemem wymagającym rozwiązania jest jednak ograniczone finansowanie sektora publicznego. Jako potencjalne rozwiązanie tego problemu zaproponowano połączenie dotacji UE i finansowania prywatnego w ramach partnerstwa publiczno-prywatnego (PPP). Istotność tego tematu polega na potencjale PPP w zakresie przyciągania zasobów i doświadczenia zarówno z sektora publicznego, jak i prywatnego. Może to prowadzić do bardziej efektywnego wykorzystania zasobów i pomóc w rozwiązaniu problemów związanych z ograniczonym finansowaniem sektora publicznego. Ponadto PPP mogą zapewnić ramy podziału ryzyka między sektor publiczny i prywatny oraz mogą pomóc w mobilizacji zasobów i wiedzy fachowej sektora prywatnego, co może mieć kluczowe znaczenie w powojennych wysiłkach na rzecz odbudowy. Ponadto połączenie dotacji UE i finansowania prywatnego za pośrednictwem PPP może przyczynić się do szerszego rozwoju gospodarczego poprzez promowanie inwestycji w sektorze energetycznym. The research dedicated to risk management issues in the energy sector addresses current problems associated with risk management that arise in the energy sector. The aim of the study was to identify factors that affect risks, analyze scientific risk management methods, and consider innovative approaches to risk management in the energy sector. The study used a critical analysis of the literature on the subject as well as an analysis of risk management standards and methods. The innovation of the research lies in its consideration of modern trends in risk management in the energy sector, taking into account changing economic and political conditions, technical possibilities, as well as social attitudes and demands. The study showed that the most effective approach to risk management in the energy sector is the use of an integrated risk management system that takes into account all aspects of enterprise activity. The results of the study can be useful for energy companies that deal with risk management. They can be used to improve risk management strategies and reduce the possibility of negative consequences. In addition, this research can be used for educational purposes for students and professors who study risk management and the energy sector. The next steps of the research may include expanding the scope of the study to other areas and developing more detailed risk management models.

The article adresses the analysis of different methods of meeting the demand for electricity from a global perspective. The paper also addresses the impact of energy consumption on sustainable development. Opportunities and challenges associated with energy generation from different sources are also being discussed. The energy crisis is being viewed from the perspective of the challenges and opportunities for modern science and technology especially from the perspective of increasing energy efficiency and decreasing the energy intensity of the economy.

Kryzys energetyczny jest rozpatrywany przez pryzmat wyzwań i szans współczesnej nauki i techniki, zwłaszcza z perspektywy wzrostu efektywności energetycznej i zmniejszenia energochłonności gospodarki.

Digitization and climate neutrality are among the development priorities of EU member states. This causes wide scientific and practical interest in the description of these processes, including their mutual influence. In this case, digitalization is a factor, and climate neutrality, largely characterized by green-house gas emissions, is the answer. Therefore, the purpose of the study is to assess the impact of digitalization on greenhouse gas emissions using the example of EU member states. The scientific novelty of the obtained results is the proposition of hypotheses, the proof of which will allow us to estimate the level of influence of the digitalization process on the volume of greenhouse gases per capita of the EU member states using economic and mathematical tools. It is justified that the direct impact of digitalization on the level of greenhouse gas emissions cannot be considered significant and statistically significant. The impact of digitalization on the processes of reducing greenhouse gas emissions with a delay of 1 to 4 years has not been identified. Considering the low degree of correlation-regression dependence between greenhouse gas emissions and the level of digitization, it can be assumed that either (1) other factors have a significant impact (list), or (2) the observation horizon is "captured" only by the part of the Kuznets curve, which corresponds to the descending part parabolas. Consequently, the conducted analysis shows that there are serious reasons to believe that digitalization is not the main (leading) factor in reducing greenhouse gas emissions. This necessitates further re-search with the inclusion of a wide range of variables (related to regulatory policy, tax policy, investment policy, the culture of consumption) in the model.

This article is devoted to the question of identifying the relationship between the dimensions of formal education in the country and the level of its financial inclusion. To achieve it, logit-probit modeling was used between the integral indicator of financial inclusion, based on principal-component factors calculation, and various dimensions of education. Ninety-three countries with different levels of socio-economic development were chosen as the object of the study. As a result, the positive statistically significant influence of such determinants as financial literacy, duration of compulsory education, government expenditure on education, pupil-teacher ratio, school enrollment at the secondary level was confirmed. School enrollment at the primary level had a negative influence on financial inclusion. This vector of research will allow to form the main directions of management of educational determinants of financial inclusion, which are important vectors of reforming the education system and ensuring financial inclusion at the national level.

Niniejszy artykuł poświęcony jest zagadnieniu identyfikacji zależności pomiędzy wymiarami edukacji formalnej w danym kraju a poziomem jego integracji finansowej. W tym celu, zastosowano modelowanie logitowo-probitowe pomiędzy całkowitym wskaźnikiem integracji finansowej, opartym na kalkulacji czynników głównych, a różnymi wymiarami edukacji. Jako przedmiot badania wybrano dziewięćdziesiąt trzy kraje o różnym poziomie rozwoju społeczno-gospodarczego. W rezultacie potwierdzono pozytywny, statystycznie istotny wpływ takich determinant jak: świadomość finansowa, czas trwania edukacji obowiązkowej, wydatki rządowe na edukację, stosunek liczby uczniów do liczby nauczycieli, zapisy do szkół na poziomie średnim. Zapisanie do szkoły na poziomie podstawowym miało negatywny wpływ na integrację finansową. Ten wektor badań pozwoli na ukształtowanie głównych kierunków zarządzania edukacyjnymi determinantami integracji finansowej, które są ważnymi wektorami reformowania systemu edukacji i zapewnienia integracji finansowej na poziomie krajowym.

Cognitive technologies and artificial intelligence dynamize the development of the modern world in various spheres. Modern man is not always aware of how often he uses this type of technology, both in everyday life and at work. The conducted literature research has shown a growing interest in the discussed issues. The diagnostic survey allowed the assessment of the level of familiarity with the terms "cognitive technologies" and "artificial intelligence" in the perception of students, doctoral students and employees of a selected university. The auditorium survey technique was used for the research. The research shows that the distance between humans and an intelligent robot is decreasing. A man is inclined to let intelligent robots enter even the most intimate spheres of his life. The article contributes to filling the gap in knowledge about the perception and application of intelligent technologies and the readiness to use them. Furthermore, it sets out further directions for research on this phenomenon.

The Covid-19 pandemic has radically affected social and organizational behavior. The aim of the article is to indicate the number and scope of public services provided electronically during the Covid-19 pandemic. Research in this area has not been conducted so far. The authors give answer to the research question on how the limitations of social mobility during the pandemic contributed to the use of public services provided electronically. The research was carried out using the methods of a classic telephone interview and a questionnaire directed to a deliberately selected research sample. As a result of the study it was found that these limitations generated a radical increase in the number of e-services delivered by local government administration and the need to verify the methods of information management and communication with the society used so far. The trend may turn out to be much more persistent than the sanitary restrictions that triggered it. Local government units that were the subject to the study recorded an increase in the number of public services provided with use of the Electronic Platform of Public Administration Services (ePUAP) by 170.8% in 2020 compared to the number before the pandemic in 2019.

Pandemia Covid-19 radykalnie wpłynęła na zachowania społeczne i organizacyjne. Celem artykułu jest wskazanie liczby i zakresu usług publicznych świadczonych drogą elektroniczną podczas pandemii Covid-19. Badania w tym zakresie nie były dotychczas prowadzone. Autorzy odpowiadają na pytanie badawcze, w jaki sposób ograniczenia mobilności społecznej podczas pandemii przyczyniły się do korzystania z usług publicznych świadczonych drogą elektroniczną. Badanie przeprowadzono metodą klasycznego wywiadu telefonicznego oraz kwestionariusza skierowanego do celowo dobranej próby badawczej. W wyniku badania stwierdzono, że ograniczenia te spowodowały radykalny wzrost liczby e-usług świadczonych przez administrację samorządową oraz konieczność weryfikacji dotychczas stosowanych metod zarządzania informacją i komunikacji ze społeczeństwem. Trend może okazać się znacznie trwalszy niż ograniczenia sanitarne, które go wywołały. Badane jednostki samorządu terytorialnego odnotowały w 2020 roku wzrost liczby usług publicznych świadczonych z wykorzystaniem Elektronicznej Platformy Usług Administracji Publicznej (ePUAP) o 170,8% w stosunku do liczby sprzed pandemii w 2019 roku.

Silesian cities are facing economic changes related, among others, to low-carbon transformation. The PN-ISO 37120 standard, which requires the analysis of a number of indicators that determine the directions of city development in particular areas of its functioning, may become a tool supporting city authorities in those activities. Having the above in mind, the authors of the article attempted to find an answer to the question whether the local administration employees of selected Silesian cities have knowledge of the PN-ISO 37120:2015 standard today, as it is an interesting tool for the implementation of the requirements for modern cities. Therefore, the knowledge of the content of the standard by the local government personnel seems to be necessary in order to decide whether this standard is an appropriate tool for the development of a particular city/municipality or not. The study was a pilot project and it involved two cities located in the Silesian agglomeration.

A city based on the sustainable development priorities, friendly to its residents, combines human activity, technology challenges, and environmental requirements. The implementation of the idea of smart city should be discussed with regard to specific areas of activity. In order to identify the way of perceiving the activity conducted under this concept, a survey was carried out among employees of the City Office in Zabrze. The cognitive, competence and informational scope was verified. It was found that the overwhelming majority of officials (79%) are convinced that smart city principles are being implemented. The survey participants also provided specific examples of smart-city initiatives undertaken in the city, and a significant part of the respondents (64%) assigned their professional tasks to them. Moreover, three out of four surveyed officials in Zabrze declared that they know the tools supporting the smart urban development. The results presented in the article constitute pilot studies aimed at understanding the extent to which the Smart City idea is known by local government administration employees. In addition, these results serve as a tool for the authorities of Zabrze to disseminate knowledge about smart city among employees of the city hall.

Purpose: The purpose of the article is to present the issues of cultural values of modern Europe in reference to their ancient sources (Plato, Aristotle), as well as to indicate correlations between the value of European culture and the axiology of sustainable development. Design/methodology/approach: The article is based on a critical analysis of the literature on the subject. It presents in detail the issues of justice and responsibility, indicating Europe as a "community of responsibility". Justice is considered as a moral, legal and economic value, taking into account the generation and intergenerational perspective, as well as community and individual value. Responsibility, as in the case of justice, is shown in relation to the present and future generations. The subject and object of responsibility were defined and the main relational references of this moral and legal value were characterized. The article also refers to the basic documents constituting the concept of sustainable development. Findings: The analysis of the assumptions of the concept of sustainable development showed that in the concept, it can be seen that justice and responsibility are two basic values that are mutually conditioning and constitute the basis for the actual implementation of the assumptions of the concept of sustainable development, improvement of people's quality of life and ensuring security in its various dimensions. Originality/value: The article is addressed to a wide range of readers who deal with the practical implementation of the assumptions of the concept of sustainable development. The article can also provide a didactic background for teaching social subjects and humanities. There is an original approach to ethical values in the context of the assumptions of the concept of sustainable development.

The possibilities of using cognitive technologies in the organization of systematic industrial enterprise management are described in the article. Strategic links are defined in the development of a system of stochastic models of enterprise management based on artificial intelligence. The possibility of introduction of the Perceptron model in the industrial enterprise management with the purpose of identification of "bottlenecks" in the functionality of business activity and improvement of procedures of decision-making in the framework of creation of the program of development and technical re-equipment of the enterprise is proven. The authors offered an organizational and economic mechanism of operation of an industrial enterprise, which includes new means of implementation of managerial actions through the use of a matrix of assessment of the level of implementation of cognitive technologies. The method of determining priority directions for the implementation of cognitive technologies at an enterprise was developed based on the results of the assessment of the depth of penetration of cognitive technologies and the result obtained from their implementation, which additionally takes into account the resource ratio of the implemented technologies defined as the ratio of estimates of the actual level of competencies to what is needed to work with new cognitive technologies, which allows to obtain the planned economic and organizational effect.

The article addresses issues related to the development of Smart Cities and Smart Sustainable Cities. The authors draw attention to the important role of social capital, emphasising the participation of citizens in the holistic management of modern Smart City. This approach allows one to show the development of cities in a wide context of sustainable development. The authors refer, inter alia, to Agenda 21, The Future We Want, and international programmes, such as the Sustainable Cities Programme of Habitat (UNEP) or Healthy Cities Programme of the WHO. The authors indicate that social capital is an element integrating particular parts of the urban system. They also indicate that the development of modern technologies will lead to the formation of a new type of society 4.0., advancing along with the development of industry 4.0 and artificial intelligence. In order to properly use the opportunities related to the development of modern technologies, society should be properly prepared for using their functionalities.

Along with the dynamic development of the business services sector in Poland, both in terms of quantity (increase in the number of employees) and quality (increase in handling complex processes), the competence of employees and candidates to work becomes an important determinant of this process. The article analyzes reports on the sector of modern services and the labour market in the scope of desirable competencies of employees in the context of upcoming technological changes (Industry 4.0). As a result of the analysis, a catalogue of meta-competencies was identified, which are key from the point of view of the development of the business services sector and other branches of the modern economy.

The article is devoted to the importance of the virtue of prudence and attempts to adapt it in the contemporary discourse on innovation and sustainable development. The authors come from ancient roots, recalling the positions of Socrates, Plato and, above all, Aristotle. They point to the renewed interest of contemporary researchers in the ethics of virtues and point to the important roles of prudence, prudence and responsibility in the approach to innovation. Innovations are captured as an instrumental value and a tool to shape better living conditions, work, study, rest, all forms of human activity and environmental protection. Therefore, their positive character has been exposed, although the authors also pay attention to the risk and possibility of negative effects if the virtues of nature, such as prudence, caution and responsibility are not well-formed. The authors point out that this is particularly important in the education of engineers who shape the innovative landscape of the present, and prove that this applies to mechatronics or robotics specialists, as well as production engineering specialists, because the ethical approach allows for the appropriate design of the entire team of activities from recognizing the need to satisfy it through an efficient, well-prepared, organized and properly managed production process, taking into account the basic principles of sustainable development.
