Transformacja systemu szkolnictwa wyższego, która jest realizowana w Polsce w ostatnich latach ma na celu nie tylko dostosowanie kształcenia do Zasad Bolońskich, ale również ma podnieść jakość usługi jaką jest nauczanie na studiach wyższych. Wysoki poziom jakości kształcenia w zdecydowanym stopniu wpływa bowiem na sprawność funkcjonującej administracji publicznej w stanach normalnych oraz w sytuacjach kryzysowych.

The article presents the theoretical frame work relating to the quality of education at higher education institutions. The author pays attention to the transformation of the system of higher education, which began in Poland a couple of years ago and which aims at adjusting the Polish education system to the Bologna principles and at improving the quality of higher education. The high quality of education has a considerable impact on the operational effectiveness of public administration under normal conditions and in crisis situations. The empirical research presented in the article confirms the validity of the assumption made. The final conclusions provide guidelines for higher education institutions and for the heads of public administration within the system of the management of the state.

W artykule omówiono problematykę tworzenia przez SGSP systemu jakości ISO w kontekście podwyższania standardów kształcenia poprzez budowanie właściwych relacji pomiędzy programami nauczania i potrzebami dynamicznie rozwijającej się gospodarki rynkowej, w tym głównie wymogami rynku pracy. W tym celu podjęte zostały dwuetapowe prace badawcze.

The authors of this paper define basic terms related to crisis management, such as: hazard, crisis situation, disaster and they present crisis management phases directly related to the management system and decision making system when a threat appears. Actions within the frameworks of a crisis management system require precise definition of tasks for the units at each level of public administration. The differences consist , among others, in changing proportion of management and coordination of tasks. Hence, the paper presents the tasks of municipality, district and voivodeship teams for crisis response and the Governmental Board for Crisis Coordination, including the tasks of crisis management centers at appropriate levels. Realization of tasks related to crisis management requires the units to possess reliable tools which assure effective and efficient operation. Hardware and software used during planning and in emergency situation make our actions more efficient. Crisis Management Department of the Silesian Voivodeship Office in Katowice has been already for a few years using and improving an information flow system for heads of civil defense units, a database, and the program ARCUS. At present, GIS maps are produced for crisis management.. Thematic layers necessary for flood prevention are made in the first place, The use of different formats of data and various types of software may pose some problems in sharing these data and using or editing them by the final user. From this point of view, accepting standards based on spatial information systems and using them in decision support process are necessary. A particular question in the process of creating any database is related to copyrights. Thematic layers in gis systems are prepared by various institutions responsible for collecting or processing them, like voivodeship centers of land surveying and cartography or by expert units. These data are accessible for the needs of a crisis management system, but there are always rules how and who can use them. This means that such information is not accessible today to general public nor to all units in the crisis management system.

In the article the possibilities of use various technologies which make it possible to communicate in speech with simultaneous date transmitting, also give access to date bases and even allow for picture transmission, were shown in detail. By using in the system crisis management GIS (Geographic Information System) as well as computer nets, we can create system of visualization and automatic date flow, which would give analytic and informative to the process of decision-making support when threat arises. Joining descriptive, screen and vector data leads to faster and more specific defining of not only areas under threat but also to faster reaction aiming at reduction of losses caused by the even.

This article pertains to the problems of management in mine surface fire-fighting safety of mining operation units. It presents organizational solutions for a rescue subsystem as one of the elements of the safety management system, and also the mistake in management of the risk resulting from those solutions.
