Purpose: This article attempts to identify the impact of social capital factors on the resilience of governance networks. Design/methodology/approach: Achieving the research goal is based on the questionnaire survey conducted among 199 public servants in Polish counties examined with the stepwise regression analysis. Findings: The results point out that the importance of social capital is different, depending on the resilience dimension. When considering coping with threats only, relational dimensions of social capital are of fundamental importance. In adaptation to new operating conditions, the relational dimension still dominates, but a structural dimension factor also appears. When resilience links to transformation, all types of social capital are needed. Originality/value: These results add value to resilience theory in public governance by identifying the impact of social capital on the resilience of public governance networks.

Introduction/background: The last few years have seen an increase in the number of publications that address research questions on public consultations in public governance. However, knowledge on this subject is dispersed, and there is a need for its systematisation. Aim of the paper: This paper aims to identify current and emerging research on public consultations in public governance. Materials and methods: This goal was achieved by conducting the Systematic Literature Review. Results and conclusions: The bibliometric analysis carried out has identified four main thematic clusters around which this research is conducted. These relate to: 1. issues directly related to the conduct of public consultations; 2. issues related to deliberative democracy and accompanying matters; 3. issues related to community involvement in public consultations processes; and 4. issues related to the influence of stakeholders and interest groups on the process of public consultations implementation. In addition, this publication has mapped thematic groups that are drivers for further research on public consultations (issues related to public participation in terms of cultural risk theory and public participation in Chinese version of authoritative deliberation) and niche topics for further development (issues related to stakeholders and interest groups in participatory public policy making).

Introduction/background: This paper identifies the level of interest in the issues of humanitarian supply chains, as well as in which disciplines and journals the research results on this subject are published. The study results show the development of research issues on humanitarian supply chains and research areas by authors and keywords. Aim of the paper: This paper aims to identify current and emerging research on humanitarian supply chains. Materials and methods: This goal was achieved by conducting a bibliometric analysis. Results and conclusions: As a result, it was established that the research issues of humanitarian supply chains developed on the basis of humanitarian logistics and nowadays are of high interest among researchers and practitioners. Scientific landscape analysis points to the key research areas on the humanitarian supply chain and the need to intensify research on resilience, sustainability, digital technologies, and the performance of humanitarian supply chains.

Introduction/background: The concept of the public service supply chain has become increasingly popular in the science and practice of public governance. Complex supply chains are formed consisting of many organizations from different sectors. Coordination of such chains is not straightforward and deals with many organizational, social, relational, and situational challenges. This makes safety issues increasingly important. Aim of the paper: This article aims to develop a framework of the public service supply chain safety management. The usefulness of this framework was presented on the example of emergency management. Materials and methods: This article was prepared based on a critical literature review and a structured interview questionnaire conducted with 15 emergency management experts. Results and conclusions: As a result, safety management issues in the public services supply chains were described, the emergency supply chain was characterized, and the framework of the public services supply chain safety management was developed.

Introduction/background: In the time of advancing urbanization and ever increasing intensity of the road traffic in urban areas, providing efficient mass transport is the responsibility of the local authorities. Effective management and organization of the public transport system is a complex task. A public transport system that is attractive and responds to the needs of the passengers can become one of the key factors influencing the quality of life in the city. Aim of the paper: The main aim of the paper is to identify positive and negative aspects of the operation of Lubińskie Przewozy Pasażerskie (Lubin Passenger Transport) and to propose the potential improvements in this system. Materials and methods: The paper was created on the basis of a literature review and the applicable legal acts. In order to determine strengths and weaknesses of the mass transport system, a Pareto-Lorenz diagram was used and the level of logistical customer service was calculated on the basis of passenger surveys. The article was created on the basis of the diploma thesis. Results and conclusions: As the result of conducted research, it has been stated that the passenger transport services in the district of Lubin are provided on a satisfying level, however, the users report certain deficiencies in the functioning of the mass transport. Three main activities, which will result in a noticeable improvement in the quality of offered transport services, were suggested.

Introduction/background: The increasing amount of waste, associated with socio-economic development, is a significant problem these days. In order to solve this problem, emphasis must be placed on the satisfaction of residents, who are the producers of waste. Their satisfaction positively influences their involvement in the process. Therefore, all studies and improvements regarding waste management should be made at the local level. Aim of the paper: The aim of this paper is to use the Customer Satisfaction Index and Servqual methods to examine consumer satisfaction with services. The study examines the satisfaction level of the Pilchowice responders. Materials and methods: The paper uses surveys and CSI and Servqual methods to analyse the survey results. The article was created on the basis of the diploma thesis. Results and conclusions: The study showed that for the Pilchowice responders, punctuality and flexibility of services are most important. The attitude of the service staff was rated best. Flexibility, recycling level and access to information need improvement. Possible improvements were suggested in the areas that need to be improved.

Introduction/background: The problem of municipal waste management is an increasingly popular topic. The overproduction of waste is dangerous for human health, but also for the whole environment. For this reason, the coordination of the municipal waste management process is important for the general public, but at the same time it is not an easy process and involves many organisational and social challenges. Aim of the paper: The aim of the paper is to identify problems occurring in the process of municipal waste management together with a proposal for improvement measures. Materials and methods: The paper was prepared on the basis of a critical review of the literature and an interview conducted with 9 employees of the Town Office in Wodzisław Śląski. The article was created on the basis of the diploma thesis. Results and conclusions: As a result, the issues of municipal waste management were described, the process of municipal waste management in the municipality of Wodzisław Śląski was characterised, disturbances in the process were detected and improvements correcting the occurring errors were proposed.
