A project is a temporary endeavour designed to produce a unique product, service or result, with a defined beginning and end (usually constrained by time, funding or deliverables), which is undertaken to meet unique goals and objectives, typically to bring about beneficial change or added value. Space projects involve a complex process and usually take many years to be developed. The development of complex project requires the cooperation of several organizations, which share a common goal: namely, to create a product that satisfies the consumer’s needs (technical performance) within cost and schedule constraints. To reach this goal, corresponding technical activities, as well as human and financial resources, need to be organized and coordinated in a well-organized manner. Project management is the discipline of initiating, planning, executing, controlling, and finalizing the work of a team in the achievement of specific goals and meeting specific success criteria. This involves the application of knowledge, skills, tools, and techniques to project activities in order to meet project requirements

Każda awaria sprzętu kosmonautycznego, która wydarzyła się do tej pory, powodowała komplementarny przegląd krajowych i międzynarodowych procedur organizacyjnych oraz wymagań technicznych, wraz z wdrożeniem odpowiednich środków poprawy bezpieczeństwa lotów kosmicznych. Celem tego referatu jest przedstawienie przeglądu stanu europejskiej normalizacji technicznej w zakresie bezpieczeństwa lotów kosmicznych, z podziałem na projektowanie oraz konstrukcję odpowiednich materiałów, dobór systemów bezpieczeństwa oraz procedury zarządzania ryzykiem w projektach kosmicznych.

Every fault of space hardware all over the world, which has been occurred, caused the complex review of national and international organizational procedures as well as technical requirements, including the implementation of appropriate measures to increase safety of spaceflights. The aim of this paper is to present a review of European technical standards on spaceflight safety, including design and construction of materials, the application of safety systems and risk management procedures in space projects.

The article points out the role and importance of standardization in the EU economic policy and development strategy and discusses European standardization activities in the field of transport and its basic institutional structure and organization of the work of the technical bodies of the European Standards Organizations (ESOs). The relation between the standardization and legislation and selected European standardization initiatives concerning transport are shown. The article also deals with the principles of cooperation of the EU Member States and ESO technical bodies as well as the main problems of the system of national standardization.

Wskazano rolę i znaczenie normalizacji w polityce gospodarczej i strategii rozwoju UE. Omówiono europejską działalność normalizacyjną w zakresie transportu oraz jej bazową strukturę instytucjonalną i organizację prac organów technicznych europejskich organizacji normalizacyjnych (EON). Przedstawiono powiązania działalności normalizacyjnej z legislacją oraz wybrane europejskie inicjatywy normalizacyjne dotyczące transportu. Opisano zasady współpracy państw członkowskich UE z organami technicznymi EON oraz główne problemy funkcjonowania systemu normalizacji krajowej.

Omówiono bardzo znaczącą rolę i rangę normalizacji w polityce gospodarczej UE. Normalizacja, znajduje coraz szersze zastosowania we wspieraniu legislacji służąc uproszczeniom i ograniczeniom przepisów. Obszary, w których wzrosła rola normalizacji to: zasady rynku wewnętrznego, strategia bezpieczeństwa, zamówienia publiczne, usuwanie barier technicznych, polityka innowacyjności oraz rozwój usług. Do ważnych obszarów związku norm z przepisami należy zaliczyć: systemy zarządzania, ocenę zgodności i akredytację oraz bezpieczeństwo w różnych sektorach transportu. Omówiono przykłady regulacji prawnych wiążących przepisy z produktami normalizacji, których dostępność i właściwe rozumienie warunkuje możliwość wykonywania przepisów prawa.

It is shown a very significant role and importance of standardisation in the EU economic policy. Standardisation, has increasing application supporting legislation serving the simplified and restricted legal acts. Areas, in which standardization importance has increased are: rules of the internal market, strategy on safety, public procurement, the elimination of technical barriers, innovation policy and services development Among the important areas of standards with legal acts it should be include: management systems, conformity assessment and accreditation, and safety in different transport sectors. It also discusses examples of legal standards binding rules with standarisation products, which availability and proper understanding determine possibility of executing of the provisions of law.
