Upper Silesian Agglomeration is an example of polycentric urban setting characterized by high demographic and economic potential as well as on-going structural changes, both functional and spatial. Step by step new structures of agglomeration-level management emerge. Selected development and regulatory processes can be considered to constitute a metropolisation process. The paper reflects upon the patterns of territorial management, related to this territory, aimed at increasing its metropolitan position. Problems and challenges of metropolitan management in the Upper Silesian Agglomeration are presented, accompanied by selection of framework rules and assumptions concerning metropolitan policy. The leading role of regional government is pinpointed, whereas an approach based upon establishing separate administration structures of the metropolitan area has been criticized.
