Opracowanie poświęcone jest problemom związanym z rozwojem cyfrowym w Polsce w kontekście filozofii, w szczególności filozofii techniki, oraz wcześniejszych badań prowadzonych przez autorki. W analizie przedstawiono problemy niedorozwoju cyfrowego zidentyfikowane na początku lat osiemdziesiątych XX wieku, a zweryfikowane w 2017 roku, a także obecne kierunki badań i implementacji sztucznej inteligencji. Kluczowym przesłaniem opracowania jest zwrócenie uwagi na potrzebę roztropnego rozwoju cyfrowej Polski.

The elaboration is dedicated to the problems associated with the development of digitalization in Poland in the context of philosophy, especially the philosophy of technology, and previous studies authors. Taken analysis focused on the problems of underdevelopment digital identified in the early eighties the twentieth century. And revised in 2017, as well as current directions of research and implementation of artificial intelligence. The key message of the study is to draw attention to the need for prudent development of digital Polish.

Istotą artykułu jest model relacji pracownik–pracodawca w społeczeństwie informacyjnym i prezentacja wyników dwóch eksperymentów na polskim rynku pracy (w latach 1991–2001 oraz 2010–2015). W konsekwencji symetrycznego postrzegania dorobku mikro- i makroekonomii zidentyfikowane zostały role pracodawcy bezpośredniego i pośredniego oraz znaczenie kapitału intelektualnego i społecznego. Uzyskane wyniki stanowią sygnalizację zjawiska traconych kompetencji kapitału intelektualnego i społecznego w społeczeństwie informacyjnym. Zjawisko to stanowi ogromne zagrożenie dla rozwoju gospodarki opartej na wiedzy. Znajduje ono uzasadnienie w dorobku Standinga (w zakresie klasy społecznej prekariat) oraz trzech laureatów Nagrody Nobla.

The essence of the article is a model employer-employee in the information society and the presentation of the results of two experiments in the Polish labor market (in 1991–2001 and 2010–2015). As a result of the symmetrical perception of an output of micro and macroeconomics, there have been identified the roles of direct and indirect employer and the importance of intellectual and social capital. The results signalize the phenomenon of the lost competence of intellectual and social capital in the information society. This phenomenon poses a major threat to the development of the knowledge-based economy and is justified by the achievements of G. Standing (in terms of social class – precariat) and three Nobel Prize winners.

Opracowanie stanowi syntezę konsekwencji zastosowań ICT w kulturze społeczeństwa informacyjnego, a w szczególności w rozrywce. Konsekwencje te zostały odniesione do filozofii kultury i filozofii techniki oraz wcześniejszych badań autorek. W podjętej analizie skupiono się na renesansie i eksplozji globalnej popularności sieci parków rozrywki oraz gier komputerowych w kontekście biznesu i edukacji. Opracowanie wskazuje na istotne znaczenie ramowego katalogu kompetencji cyfrowych oraz dominacji konsumpcyjno-produkcyjnego pojmowania kultury w społeczeństwie informacyjnym jako niezbędnych elementów świadomości rozwoju we współczesnym świecie zdominowanym przez technologie ICT.

The elaboration is a synthesis of the consequences of ICT applications in the culture of the information society, particularly in entertainment. These consequences are related to the philosophy of culture and philosophy of technology, and previous authors’ studies. The analysis has focused on renaissance and the explosion of popularity of the global network of amusement parks and computer games in the context of business and education. The study shows the importance of the framework directory of digital skills, and the dominance of consumers understanding of culture in the information society as essential elements of development consciousness in the contemporary world dominated by ICT.

Opracowanie poświęcone jest przyczynowo-skutkowym konsekwencjom ograniczeń informacji, a w szczególności informacji publicznej. Konsekwencje te zostały odniesione do dwóch objawów niskiej efektywności, jakimi są zawodność rynku i zawodność państwa, ustawionych na przeciwległych biegunach stanu równowagi. Podjęta analiza dorobku naukowego międzynarodowych autorytetów wskazała na słabość instytucjonalną w skali lokalnej, krajowej i globalnej oraz zasygnalizowała znaczenie informacji jako potencjału wiedzy o życiu społeczno-gospodarczym niezbędnego do przetrwania i rozwoju we współczesnym świecie, zdominowanym przez technologie ICT.

The study concerns the cause-effect consequences of limitations to the information, and in particular the public information. These consequences are related to the low efficiency of the two symptoms which are market failures and state failure, positioned at opposite poles of equilibrium. The analysis of the scientific achievements of international authorities has pointed out the institutional weakness in the local, national and global scale and indicated the importance of information as a potential knowledge of the socioeconomic life, crucial to survive and thrive in the modern world dominated by ICT.

Opracowanie stanowi syntezę fundamentalnych problemów społeczeństwa informacyjnego, którego rozwój jest uzależniony od zastosowań e-biznesu w gospodarce. Niestety skala wykorzystywania ICT w polskich przedsiębiorstwach jest symboliczna i nie ma obiecujących perspektyw. Wiele jest uwarunkowań małej skali zastosowań e-biznesu, a więc można konstruować wiele recept. W kontekście propozycji prezesa PAN wyeksponowana jest bariera, jaką stanowi brak zaufania w polskiej gospodarce. Zasygnalizowane także zostało znaczenie, jakie ma deficyt cnót moralnych i intelektualnych, a przede wszystkim brak równowagi pomiędzy sprawnościami teoretycznymi (wiedza i mądrość) oraz praktycznymi (roztropność i sztuka).

The study presents synthesis of fundamental problems of information society, whose development is dependent on e-business application in economy. Unfortunately, the scale of using ICT in Polish enterprises is only symbolic and is not promising. There are many conditions of such a small scale of e-business application, so it is possible to construct many solutions. In the context of PAN chairman proposal, there has been exposed the barrier of lack of confidence in Polish economy. There has been also indicated the meaning of moral and intellectual deficiency, and mainly the lack of balance between theoretical (knowledge and wisdom) and practical (prudence and art) abilities.

The study is a result of research conducted in the environments of engineering and technical employees in industrial enterprises. The authors indicate the main dilemmas of modern entrepreneurship and innovation and present a development methodology based on a parallel increase in the adaptability of cultural and technological innovation. The authors have exposed a language and tool gap in the context of electronic communication and information processing technology, in particular, the effects of application of integrated computer systems CAD/CAM/CAE with a three-dimensional and animated option of electronic documents PDF and DOC.

Opracowanie stanowi syntezę uniwersalnych, a jednocześnie fundamentalnych problemów społeczeństwa informacyjnego funkcjonującego na pograniczu świata tradycyjnego i wirtualnego. Skupiają się one wokół odwiecznych aspektów moralnych i etycznych, związanych z poszukiwaniem recept na czynienie dobra i zła, na ocenianie działań i postaw pożądanych oraz nieakceptowanych. Problemy te wymagają instytucji wymierzania sprawiedliwości za przestępstwa przeciw przyjętym receptom. Podjęta analiza obnażyła słabość instytucjonalną w skali krajowej i globalnej oraz zasygnalizowała aspekty zdrowia moralnego człowieka, także w kontekście mitologii i danych statystycznych prawomocnych przestępstw w Polsce.

The study is a synthesis of universal and at the same time the fundamental problems of the information society functioning on the border between the traditional and the virtual world. These problems are focused on the eternal moral and ethical aspects which look for prescriptions for making good and evil. The prescriptions are used to evaluate the actions and attitudes which are desirable or unacceptable and require institutions of justice. The analysis exposed the weakness of those institutions on the national and global scale and indicated aspects of a moral health of the man, even in the context of mythology and the final statistics of crime in Poland.

Rozwiązania powstały w wyniku współpracy interdyscyplinarnego zespołu w ramach projektu innowacyjnego testującego „Droga doskonałości zawodowej”. Obecnie rozwiązania podlegają procesowi testowania.

The paper synthetically documents the analytical and pre-implementation stage of institutional solutions developed for the transfer of knowledge and competence in the field of integrated computer systems such as CAD/CAM/CAE in Pomeranian industry. The solutions have developed through the cooperation of an interdisciplinary team in an innovative test project “The road to professional excellence”. Currently, the solutions are being subject to a process of testing.

The crucial reference point constitutes the strategy „Poland 2030. Development challenge”. The paper is the continuation of the verification of delusion and utopia of the information society development strategy in Poland from the perspective of urban development. A look at the city/town through macro-economic indicators has not excluded demagogy and signalled an objective perspective.

Ustawiczne zmaganie z utopijnymi aspektami strategii rozwoju społeczeństwa informacyjnego w Polsce wiąże się bezpośrednio z doświadczaniem zidentyfikowanych relatywnie dawno, ale ciągle zbyt mało znanych zjawisk „asymetrii informacyjnej” i „kota w worku”. Istotna jest każda próba odpowiedzi na pytanie: co dalej z „dziedzictwem” społeczeństwa informacyjnego w kontekście światowego kryzysu gospodarczego, społecznego, politycznego, a w konsekwencji kulturowego? Wobec powierzchowności, relatywności i iluzoryczności podejścia do niektórych problemów społeczeństwa informacyjnego podjęto próbę sformułowania metodycznie poprawnej analizy weryfikującej potencjał realizacyjny strategii tworzenia społeczeństwa informacyjnego na poziomie państwa. Podstawą do tego przedsięwzięcia jest przekonanie o dobrej znajomości przeszłego oraz aktualnego stanu i rozwoju społeczeństwa informacyjnego w Polsce1. Postęp podjętych prac jest jednak mało satysfakcjonujący z powodu żmudnego procesu identyfikacji granicy Pomiędzy utopią a rzeczywistością rozwoju społeczeństwa informacyjnego.

The authoresses tried to identify the current status of information society in Poland and directions of its development in the context of world economic, social and political crisis. The crucial reference point was the “Poland 2030. Development challenge” strategy, which was used by the authoresses to verify the delusion and utopia of vision and mission of information society development strategy in Poland. Unfortunately the regard of information society as the economic category has not excluded demagogy so that the authoresses invoked the objective perspective of “pig in a poke” (“cat in the sack”) syndrome as well as they indicated related pathologies of pedagogics and education.
