Actions of the Border Guard in the event of a terrorist attack at the airport

The tasks of the Border Guard include combating many threats. Nowadays, we observe their dynamics and evolution, including terrorist attacks that have severe consequences. Terrorist threats disrupt the functioning of state institutions and have a negative impact on the safety of citizens and social order, including safety in civil aviation. Due to the increase in international conflicts, there is a growing need to strengthen the potential of services and formations dealing with combating threats affecting the level of international security. The purpose of this article is to identify the role of the Border Guard in the event of a terrorist attack at an airport. The first part of the article characterizes the formation and describes its place in the Polish counterterrorism system. The elements of airport protection against terrorist threats are presented in turn. The main part describes contemporary challenges for airports in the context of the terrorist threat, with particular emphasis on the types of threats related to airport critical infrastructure. It was hypothesized that the Border Guard is well prepared to respond to terrorist attacks at airports. Border Guard plans and procedures are constantly updated and improved. Border guards are regularly trained on how to deal with such incidents. The research problem was formulated: What role does the Border Guard play in protecting the airport against a terrorist attack? Obtaining an answer to the above question required the use of research methods. For the purposes of the research, the method of analyzing literature, legal acts and the synthesis method was used, and the authors’ previous knowledge and experience in this field were also taken into account.

W zadaniach Straży Granicznej znajduje się zwalczanie wielu zagrożeń. W obecnym czasach obserwujemy ich dynamikę oraz ewolucję, wśród których są ataki terrorystyczne, które niosą za sobą dotkliwe skutki. Zagrożenia terrorystyczne zakłócają funkcjonowanie instytucji państwowych, a także negatywnie oddziałują na bezpieczeństwo obywateli oraz porządek społeczny, w tym również na bezpieczeństwo w lotnictwie cywilnym. Ze względu na wzrost konfliktów o charakterze międzynarodowym, narasta potrzeba wzmocnienia potencjału służb i formacji zajmujących się zwalczaniem zagrożeń wpływających na poziom bezpieczeństwa międzynarodowego. Celem niniejszego artykułu jest identyfikacja roli Straży Granicznej na wypadek ataku terrorystycznego w porcie lotniczym. W pierwszej części artykułu dokonano charakterystyki formacji oraz opisano miejsce w polskim systemie przeciwdziałania terroryzmowi. Kolejno przedstawiono elementy ochrony portu lotniczego przed zagrożeniami terrorystycznymi. W głównej części opisano współczesne wyzwania dla portów lotniczych w kontekście zagrożenia terrorystycznego z szczególnym uwzględnieniem rodzajów zagrożeń dotyczących lotniskowej infrastruktury krytycznej. Postawiono hipotezę, iż Straż Graniczna jest dobrze przygotowana do reagowania na ataki terrorystyczne w portach lotniczych. Plany i procedury SG są stale aktualizowane i doskonalone. Strażnicy graniczni są regularnie szkoleni w zakresie postępowania w przypadku takich zdarzeń. Problem badawczy sformułowano: Jaką rolę odgrywa Straż Graniczna w ochronie portu lotniczego przed atakiem terrorystycznym? Uzyskanie odpowiedzi na powyższe pytanie wymagało zastosowania metod badawczych. Na potrzeby badań posłużono się metodą analizy literatury, aktów prawnych oraz metodą syntezy a także uwzględniono także dotychczasową wiedzę i doświadczenie autorów w zakresie tej problematyki.

Celem niniejszego artykułu była charakterystyka działalności organizacji pozarządowych na przykładzie Tatrzańskiego Ochotniczego Pogotowia Ratunkowego. Za cel obrano również określenie wpływu działalności tychże organizacji na budowanie bezpieczeństwa wewnętrznego państwa oraz poczucia bezpieczeństwa obywateli. W pierwszej części opisano organizacje pozarządowe, ich rolę dla współczesnych państw, ramy prawne, w jakich funkcjonują, oraz określono ich definicje. Kolejno wyodrębnione zostały organizacje działające jako społeczne organizacje ratownicze, przedstawiono ich charakterystykę, przykładowe podmioty, a także ich udział w zarządzaniu kryzysowym. W głównej części skupiono się na ratownictwie górskim, omawiając jego działalność, biorąc za przykład interwencje podejmowane przez Tatrzańskie Ochotnicze Pogotowie Ratunkowe w 2022 r. Główny problem przedstawiono w formie pytania: Jaki wpływ ma działalność społecznych organizacji ratunkowych na budowanie bezpieczeństwa wewnętrznego państwa oraz poczucia bezpieczeństwa obywateli? Dla tak sformułowanego problemu badawczego przyjęto następującą hipotezę badawczą: Przypadki incydentów rejestrowanych w ostatnich latach oraz efektywna działalność TOPR wobec zaistniałych incydentów jest niezbitym dowodem na wpływ tego rodzaju organizacji na poziom bezpieczeństwa wewnętrznego państwa oraz poczucia bezpieczeństwa obywateli. W celu uzyskania odpowiedzi na postawiony problem badawczy posłużono się metodami jakościowymi. W ramach badania skorzystano z najnowszych statystyk dotyczących działalności społecznych organizacji ratunkowych przedstawionych w dokumentach i raportach w latach 2018-2022, a także przeprowadzono analizę w oparciu o artykuły naukowe z ostatnich lat. Informacje pozyskane zostały również z krajowych aktów prawnych.

The purpose of this article is to characterize the activities of non-governmental organizations on the example of the Tatra Mountains Volunteer Rescue Service. The purpose was also to determine the impact of the activities of these organizations, on building the internal security of the state and the sense of security of citizens. The first part describes non-governmental organizations, their role for modern states and the legal framework in which they operate, as well as defining them. Subsequently, organizations operating as social rescue organizations are distinguished, their characteristics, example entities, as well as their participation in crisis management are presented. The main part focuses on mountain rescue, discussing its activities, taking as an example the interventions undertaken by the Tatra Voluntary Rescue Service in 2022. The main problem was formulated: How does the activity of social rescue organizations affect the construction of internal security of the state and the sense of security of citizens? For the research problem formulated in this way, the following research hypothesis was adopted: The incidents recorded in recent years and the effective activity of TOPR in the face of the incidents that have occurred, is clear evidence of the impact of this type of organization on the level of internal security of the state and the sense of security of citizens. Qualitative methods were used to obtain answers to the research problem posed. The study made use of the latest statistics on the activities of social emergency organizations presented in documents and reports in 2018–2022, and an analysis based on scientific articles from recent years was conducted. Information was also obtained from national legal acts.

Celem artykułu była identyfikacja zadań Państwowej Straży Pożarnej, a także określenie miejsca tej służby ratowniczej w krajowym systemie ratowniczo-gaśniczym (KSRG) oraz strukturach zarządzania kryzysowego. Odpowiadając na postawione przez autorów pytania-problemy, w opracowaniu przedstawiono charakterystykę Państwowej Straży Pożarnej, wskazano na jej miejsce w krajowym systemie ratowniczo-gaśniczym oraz opisano umiejscowienie PSP w strukturach zarządzania kryzysowego. Zwrócono uwagę, iż przed PSP stoją zupełnie nowe wyzwania i zagrożenia w obszarze bezpieczeństwa, które wymagają skoordynowanych działań, odpowiednich procedur na każdym poziomie. Rozpoczynając rozważania, w pierwszej kolejności odniesiono się do istoty krajowego systemu ratowniczo-gaśniczego oraz opisano najważniejsze zadania, które mają wpływ na zarządzanie kryzysowe. Następnie przybliżono istotę oraz obszary bezpieczeństwa. W głównej części artykułu autorzy opisali miejsce PSP w systemie KSRG oraz ich działania jako jednej z podstawowych grup dyspozycyjnych w systemie zarządzania kryzysowego. Podsumowując, wskazano na istotną rolę, jaką pełnią PSP w zarządzaniu kryzysowym, działając na każdym poziomie w zakresie bezpieczeństwa społeczności lokalnej oraz państwa.

The aim of the article was to identify the State Fire Service, as well as to place it in the National Fire and Rescue System and crisis management systems. Answering the questions-problems posed by the author the study presents the characteristics of the State Fire Service, indicates its place in the National Fire and Rescue System and describes the location of the State Fire Service in crisis management structures. It has been pointed out that the State Fire Service is facing completely new challenges and threats in the area of security that require coordinated actions, appropriate procedures at each level. Starting the considerations, the essence of the National Fire and Rescue System was first referred to and the most important tasks that had an impact on crisis management were described. Then the essence and areas of security were introduced. In the main part, the authors describe the place of the State Fire Service in the National Fire and Rescue System and their activities as one of the basic disposable groups in the crisis management system. Summing up, they indicate the important role played by the State Fire Service in crisis management, acting at every level in terms of the safety of the local community and the state.
