Referat stanowi próbę wykorzystania dotychczasowego dorobku teoretycznego dotyczącego fenomenów: kultury bezpieczeństwa, kultury organizacyjnej i kultury informacyjno-komunikacyjnej do analiz wpływu tych fenomenów na zachowania, działania i współdziałania członków załóg statków powietrznych w sytuacjach kryzysowych. Wiedza ta może okazać się także przydatna do badania wpływu kultury bezpieczeństwa, kultury organizacyjnej i kultury informacyjno-komunikacyjnej pilotów i pracowników służb lotniskowych na jakość współdziałania między nimi w sytuacjach kryzysowych. Chociaż wiele zawartych w artykule stwierdzeń ma charakter hipotez, to jednak mogą one stanowić dobrą podstawę do projektowania badań empirycznych, których wyniki będą przydatne do wyjaśniania niektórych przyczyn katastrof w lotnictwie wykraczających poza dotychczasowe doświadczenia.

This paper is an attempt at utilising the up-to-date theoretical reflection concerning the phenomena of security culture, organisational culture and information and communicative culture in order to analyse their influence upon behaviour, actions and cooperation of airplane crews in crisis situations. This knowledge can also prove useful in research on the influence of security culture, organisational culture and information and communicative culture of pilots and airport crews upon the quality of their mutual cooperation in crisis situations. Although many of the statements contained in the paper are hypotheses, they can constitute a good basis for planning empirical research, the results of which will be useful in explaining some causes of aviation accidents and incidents and which will go beyond the current experience.

Solidarność europejska : idea czy rzeczywistość?

Bilans refleksji skłania do stwierdzenia, że solidarność europejska pozostaje ideą i choć zauważalne są przebłyski jej urzeczywistniania to ciągle nie jest to w stu procentach sprawdzalne. Idei tej nie wolno pozostawić samej sobie - bez wskazania kierunku, myśli wiodącej, która by wyznaczała perspektywę bardziej optymistyczną. Desygnowanie takiego czy też wielu innych paradygmatów istnieje, wiele jest bowiem możliwości i szans wyrażania i realizacji celów (idei) i nie muszą sprowadzać się one wyłącznie do polityki, która swą istotę czerpie z maksymy "kto kogo". Jeżeli więc wszystkie wspomniane cechy solidarności miałyby znaleźć ujście w wymiarze europejskim - niezbędne jest ich przedyskutowanie . Wyzwaniem Europy nacechowanej różnorodnością jest zatem implementowanie takiego modelu sprawowania polityki, który by stwarzał szansę realizacji problemów w sposób ukonstytuowany na przyjacielskim porozumieniu, akceptowanym przez wszystkich, którzy stają się spadkobiercami skutków podjętych decyzji. Trudno zatem przecenić fakt, który głosi, że "Concordia res parve crescunt, duscordia vel maximae dilabuntur".

Having summed up the considerations we came to the conclusion that the European solidarity remains a concept only and even though one can notice the reflections of its becoming more and more real it is still not possible to have it verified in 100%. However, the idea may not be left just to exist by itself - with no direction for the leading thought which would determine the more optimistic perspective to be indicated. Such paradigm or paradigms are possible to be designated as there are numerous possibilities and opportunities to express and accomplish the aims (ideas) and they do not need to be limited only to politics which in its core aspect is based on the adage: "who can beat whom". Thus, if all the above mentioned features of the European solidarity were to find the way out in the European dimension - a thorough discussion devoted to them proved absolutely indispensable It is a challenge for Europe, being characterised by diversities, to implement such a model of politics which would give it a chance to solve problems in the way based on friendly agreements accepted by all those who are to experience the consequence of the decisions taken. Therefore, it is difficult to overestimate the fact that „Concordia res parve crescunt, duscordia vel maximae dilabuntur.

Współpraca i zaufanie to jedne z ważniejszych czynników określających kapitał społeczny. Jego poziom uwarunkowuje relacje podmiotów bezpieczeństwa - tak w wymiarze personalnym, jak i strukturalnym. Stwarza więc także szanse dla rozwoju ich kultury bezpieczeństwa, czyli sytuacji, w której wartości, normy, wiedza, umiejętności oraz mechanizmy działania i współdziałania pozwalają przetrwać sytuacje trudne oraz rozwijać się poprzez właściwe wykorzystanie szans i wyzwań. Niniejszy artykuł w sensie ogólnym traktuje o tym, że kultura bezpieczeństwa szeroko pojmowanego determinowana jest przez charakter relacji międzyludzkich.

Cooperation and trust are two of the most important factors describing the social capital, the level of which shapes and conditions the relationship between the subjects of security - in both personal as well as structural dimensions. Thus, it creates opportunities for the development of security culture that is the situation in which values, norms, knowledge, skills and mechanisms of action and interaction enable to survive in difficult situations and to develop through the appropriate exploitation of opportunities and challenges. Generally speaking, the above paper deals with the issue of how the widely understood security culture is determined by the nature of interpersonal relationships.
