W referacie omówiono proces dobrowolnej certyfikacji instruktorów w ośrodkach szkolenia kierowców, prowadzonej przez jednostkę certyfikująca osoby, a posiadającą akredytacje Polskiego Centrum Akredytacji (PCA). Certyfikacja prowadzona jest w oparciu o normę PN-EN ISO/IEC 17024:2004"Ocena zgodności - Ogólne wymagania dotyczące jednostek certyfikujących osoby". W referacie przedstawiono proces szkolenia, w tym jego program oraz przebieg egzaminowania instruktorów. Omówiono specyfikę kształcenia dorosłych osób oraz wynikające z tego problemy. Oszacowano wpływ prowadzonej certyfikacji instruktorów na wzrost bezpieczeństwa w ruchu drogowym.

The paper discusses instructors' voluntary certification process at the drivers training centres, conducted by the personnel certificating body, with an accreditation of the Polish Centre for Accreditations. The certification takes place in accordance with the PN-EN ISO/IEC 17024:2004 standard - "Conformity evaluation - General requirements for the personnel certificating body". The paper presents training process including its program as well as the course of examining the instructors. The specifics of educating adults and the ensuing problems have been discussed. There is also an evaluation of the influence the instructors certification has on the increase of the road traffic safety.

The fact be can confirmation this, that during the moving after the sidewalks of cities, we do not pay mostly the attention to this, how many various devices of the infrastructure of technical, he is on their surface. The full or open-work covers of sewages and manholes, the casing of hydraulic and gas valves, hydrants and different similar devices are stepping out the most often birth-marks of this infrastructure every kind. Objects served by workers municipal services are this and there is no need them clear to exhibit in the public space. You should not so admit to this, it would be on the plane of the floor clearly visible accidental location of these devices, the their slovenliness of settling or applying unsuitable materials. Neighbourhood of such surface. The name landscape simulacrum, which characterizes it the best, came into existence while researching such domains like art history and sociology. Wide varieties of travelling make possible for landscape architects to run a visual comparison of physiognomic characteristics of various cities. On that base it was possible to notice that cities became similar. The result of such unification can be among others that watching a photographic documentary from the places we visited very often, we cannot recognize what city they present. The occurrence of physiognomic unification of city landscapes is an alarming signal for town planers, architects and landscape architects. Gradually cities lose what they had most precious - their landscape identity and character. Facing this physiognomic unification, which appears to be a process difficult to suppress, it is advisable to pay a greater attention to the sound and odour sphere of cities. The city, where the attempt of perceptive noticing and description of such occurrence was made, was Warsaw. Based on repeatedly executed observations, it can already be concluded that Warsaw as a city has lost a lot of its unique landscape identity. The occurrence of perception of Warsaw unification annihilates the great financial and medial strain with which the city's authorities sought to promote the capital and its tourist values. Simultaneously for the city inhabitants it can create an unwanted phenomenon which can in future result in the diminishing of local patriotism. There is no universal way to stop that occurrence. A lot depends on perceptivity and sensibility which landscape architects should manifest and their ability to use them during designing.

Omówiono zagadnienia związane z notyfikacją i certyfikacją oceny typu i oznakowania CE. Zamieszczono informacje o dobrowolnej i obligatoryjnej certyfikacji osób, koncentrując się na procesie certyfikacji przewoźników transporcie drogowym. Przedstawiona została statystyka wydanych certyfikatów w realizowanych obszarach certyfikacji.

They discussed issues concerning the notification and the certification of the assessment of the type and the CE marking. An information about the voluntary and compulsory certification of persons was printed, concentrating oneself on the process of the certification of carriers road transport. A statistics of issued certificates was presented in realized areas to the certification.

Umożliwia także dokonywanie porównań przy nadzorowaniu przez autora rzeczy, które zostały zrealizowane i tych, które były jego zamierzeniem projektowym. Analiza percepcyjna krajobrazu może być stosowana w dydaktyce, co pozwoli studentom nauczyć się sztuki widzenia i dzięki temu, w swej twórczości będą lepiej rozumieli czym jest krajobraz.

At the stage of conceptual designing, the suggested analytic method initiates designing process that may result in an original creative idea. Applied at the stage of realization design it allows to notice many phenomena in landscape that may have substantial significance in creating new solutions, more acceptable by people. It also enables making comparisons while supervising by the author the things which have been realized and the ones which were a designing intention. Perception analysis of landscape may be applied in teaching, which will help students to learn the art of seeing and to better understand landscape.

Poczucie wolności osobistej jest ściśle związane ze swobodą korzystania ze swych naturalnych możliwości percepcyjnych. Każda możliwość patrzenia w dal z miejsc znajdujących się w przestrzeni publicznej miasta jest dla mieszkańców sytuacją wyjątkową. Ten rodzaj penetracji wizualnej krajobrazu pozwala nam doświadczyć psychicznej przyjemności, którą można określić jako komfort dalekiego patrzenia. Odczuwanie tej przyjemności może łagodzić niepożądane skutki, jakie niesie za sobą terytorialny rozrost miast, gęstość i wysokość zabudowy, uciążliwości komunikacyjne oraz wizualne manipulowanie przestrzenią wzrokową. Wobec tych niepożądanych zjawisk pojawia się konieczność takiego projektowania przestrzeni publicznych, aby codzienne życie w miastach było dla mieszkańców mniej stresujące. Podstawą dla odpowiedniego sposobu komponowania i urządzania przestrzeni publicznych jest konieczność odkrywania czynników, które mogą mieć wpływ na jakość życia miejskiego. Komfort dalekiego patrzenia, jako jeden z czynników decydujących o wyjątkowości przestrzeni publicznej danego miasta, która kształtuje jego tożsamość, powinien być częściej uwzględniany w opracowaniach projektowych i planistycznych.

Sense of personal freedom is strictly related to liberty of use of natural, perceptional possibilities. Each opportunity of distant view from sites, localized in public space, is an unique situation for the citizens. This kind of visual penetration of landscape allows us to experience mental pleasure which can be defined as comfort of distant view. Experiencing this pleasure can attenuate undesired results of territorial development of a city, density and height of buildings, transportation difficulties and visual manipulation of visual space. In the face of these undesired phenomena there occurs a necessity of designing public space in a way which makes everyday living of the citizens less stressful. The base of proper way of public space composing and arranging is necessity of revealing the factors which can affect quality of urban living. Comfort of distant view, as one of the factors deciding about uniqueness of city public space, which shapes its identity, should be more often taken under consideration while elaborating urban plans and projects.

Ewolucja iluminacji architektonicznej - tak w oparciu o postęp techniczny i technologiczny, jak i entuzjazm temu towarzyszący - "demokratyzując" noc stopniowo zaciera jej granicę z dniem, kreując "sztuczny miejski dzień". W tym "dniu" "zdemokratyzowanej nocy", hierarchiczna struktura miejsc i przestrzeni wykształcona w kulturze europejskiej zdaje się nie być istotną. Miejsca spotkań i kontaktów zdają się podpowiadać równorzędność osób biorących w nich udział. "Dzienna" atrakcyjność miejskich budowli i przestrzeni publicznych, albo traci na znaczeniu, albo to znaczenie ulega daleko idącej zmianie. Iluminacja przyciąga urokami "nocnego życia", otwierając człowiekowi nowe możliwości kontaktów i spotkań, reklama w atrakcyjnym multimedialnym opakowaniu jest świadectwem swojego czasu, ale "pomieszanie świetlne" to nowość, która może ujawnić zagrożenia. Świecący pixel - jako nowa postać roli, miejsca i znaczenia iluminacji architektonicznej oraz zmienna geometria obiektów powinien być jednak "dawkowane" przestrzeni publicznej miasta w sposób rozsądny.

Evolution of architectonic illumination - both based on technical and technological progress as well as enthusiasm accompanying them - by "democratizing" night gradually blends its boundary with day, creating "artificial urban day". In this "day" a hierarchical structure of places and spaces shaped in European culture seems to be losing its prominence. "Day" attractiveness of urban buildings and public spaces either loses their significance or this significance is subject to far reaching changes. Illumination attracts with charms of "night life" opening to people new forms of contacts and meetings, advertisements in attractive multimedia packaging is a witness of its time, however, a shining pixel - as a new shape of a role, place and significance of architectonic illumination should be "dosed" to urban public spaces in a reasonable manner.

It shows the aestetics of integrated micro-electronics, interactive multi- and hypermedia, holography and virtual reality and architecture to overlap. It is a light - emitting phenomenon, a perfect and substantial one and yet ephemeral and „sculpted in light" („in luminous confusion"), verging on architecture, virtual reality and sculpture with no elevation or facades, etc.

When we approach to the large cities of Europe, we sense they existence in the landscape on different way. There are seen in the landscape a grid of settlements, industrial plants and old towns. It is seen a lot of kilometres ahead. The skylines of the old towns inform us about historical continuity of the region and it affluence, that is consequently a influence of the large city. Today when we approach to the Warsaw City, we haven't such a similar impressions. The Warsaw suddenly appear us in the landscape, we sense that region lying all around of the Warsaw, isn't subject to constructive power of influence a large city, but is beyond it range. It is seen in the skylines of the old medieval towns, those are located on the area. The old medieval towns, located within a radius of 70 km from the Warsaw up to this day are a historical documents of the economic poverty of the Mazovia. This an economic poverty was demeaning to inhabitants of the Warsaw. Now, these old towns are a landscape gateway to the Warsaw. There are a shapeless towns, where old architecture and public space are in poor condition. The building new architecture and rebuilding the medieval castles will be to work in aid of splendour of the Warsaw City. Today, there are a tasks for the authority of Warsaw and other towns, an architects and landscape architects.

A number of historic wells and springs from which drinking water was drawn until the mid-20th century have survived in Warsaw. The development of the municipal water-pipe network at the end of the 19th century made them obsolete, resulting in their gradual transformation into monuments of material culture. The wells in which the mechanism for drawing water was destroyed have became "dead" architectural objects and are no longer perceived as springs. Their architecture and treatment of details are often very elaborate. The systematic decline of the quality of drinking water drawn from the Vistula River has resulted in the necessity to give the public an access to strategic deep wells and to drill new ones. The new wells, built very fast in order to deliver good quality drinking water to the population, are purely utilitarian structures lacking the architectural splendour typical of their historic counterparts. The activity of drawing drinking water from the well has become a social phenomenon in Warsaw. This can be perceived as a positive process as it creates and strengthens community ties so precious in a modern city. This process should be facilitated by thoughtful design of wells as public places to provide an attractive architectural framework for drawing drinking water. The new and historic wells should create a legible sequence of beautiful places, enhancing the city. Because of their special importance to communal life and public health these structures should be treated as the "holy graves" within the city's urban structure.
