Ustawa Prawo wodne z 2001 r. przyznała kompetencje kontrolne w zakresie gospodarki wodnej dyrektorom regionalnych zarządów gospodarki wodnej. Artykuł ten jest ogólnym omówieniem dotychczasowych doświadczeń związanych z kontrolami przeprowadzanymi od 2002 r. w dorzeczu górnej Wisły przez Regionalny Zarząd Gospodarki Wodnej w Krakowie i zasygnalizowaniem trudności, jakie występują szczególnie przy podejmowaniu działań pokontrolnych. Jest tylko próbą oceny obecnego stanu gospodarki wodnej. Okres czterech tat jest zbyt krótki na wyciąganie" ogólnych wniosków i ocenę generalną. Oceny i wnioski zawarte w artykule nie są oficjalnym stanowiskiem RZGW w Krakowie, ale uwagami Autora. Artykuł został napisany z myślą o zmianach ustawy Prawo wodne, które pozwolą na lepsze egzekwowanie prawa oraz ułatwią działania pokontrolne. Może zapoczątkować dyskusję na temat stanu gospodarki wodnej i tematyki związanej z kontrolami na łamach popularnego wśród hydrotechników czasopisma.

The Water Act of 2001 has conferred the control authority in the field of water management to directors of regional water management administrations. The paper is a general discussion of the experiences gained in the framework of inspections carried out in the basin of the upper Vistula by the Regional Water Management Aministration in Cracow since the year 2002 and it signals difficulties encountered particularly in realization of control recommendations. The paper is only an attempt at evaluation of the present state of water management. The period of four years is to short as basis for drawing general conclusions and formulating a general evaluation. The opinions and conclusions contained in the paper do not present any official standpoint of the Regional Administration but they express only the personal view of the Author. The paper has been written having in mind the needed amendments to the Water Act which should allow for better execution of the regulations determined by the Act and for easier realization of the control recommendations. It can be a beginning of discussion on the state of the water management and on problems connected with ' inspection to be carried on in the columns of the popular hydrotechnical rnagazm.
