This article focuses on the requirements and practice used in assessing the achievements of candidates in promotion procedures and points out the differences that occur in the procedures conducted by the Council of Scientific Excellence in relation to the practice developed in the activities of the Central Commission for Degrees and Titles. Particular attention was paid to the issues of scientific advancements in the discipline of civil engineering and transportation.

Road accidents are one of the basic road safety determinants. Most research covers large territorial areas. The results of such research do not take into account the differences between individual regions, which often leads to incorrect results and their interpretation. What makes it difficult to conduct analyses in a narrow territorial area is the small number of observations. The narrowing of the research area means that the number of accidents in time units is often very low. There are many zero observations in the data sets, which may affect the reliability of the research results. Such data are usually aggregated, which leads to information loss. The authors have therefore applied a model that addresses such problems. They proposed a method that does not require data aggregation and allows for the analysis of sets with an excess of zero observations. The presented model can be implemented in different territorial areas.

The Polish electric mobility market, presently at a relatively early development stage, cannot compete with traditional means of transport in relation to the number of locations enabling drivers to “refuel” their vehicles. Simultaneously, ex-tension of the network of publicly available EV charging stations constitutes a vital prerequisite for electric vehicle industry development. The feeling of range anxiety connected with limited access to suitable EV charging outlets, in particular during longer trips, discourages potential buyers from purchasing electric vehicles, and, as a result, limited demand hinders development of this industry. In January 2018, the Polish Parliament (the Sejm) passed the Act on electromobility and alternative fuels which establishes a certain system and provides a number of objectives vital for electric vehicle market development. Being aware of the fact that, at least for the first few years, infrastructure development is a key factor, the legislator, in Art. 60, section 1 of the Act, establishes a minimum number of EV charging outlets to be installed in Polish communes, by 31 December 2020. However, no detailed guidelines as to their location were given. It only indicates a minimum number of them, which should be established in communes with a given demographic and transport characteristics of the commune i.e. the number of inhabitants and motor vehicles and the number of cars per 1000 inhabitants of the commune. The purpose of this article is to indicate in which, specifically, municipalities, according to the act, electric vehicles charging outlets are to be located. Based on the analysis performed it was determined that publicly available EV charging outlets must be installed only in 32 of 2477 communes in Poland and these are municipalities. Identification of such communes made it possible to determine the distances between them, which made it possible to verify whether the network of EV charging infrastructure planned on the basis of the guidelines in the Act will enable efficient route travel in the future without experiencing any range anxiety. In addition, the existing market conditions were presented and discussed, with an indication of whether they are conducive to meeting the minimum set in the Act regarding the number of charging points. The conducted analysis is an introduction to further research on determining the optimal distribution of charging outlet in Poland.

This paper presents decision problems which occur in designing database architecture for the assessment of logistics services. In the work, it was emphasized that the key stages in database design is to define a database model comprising a set of rules that characterize the structure of data in the database and a list of operations that can be performed on the data entered into the database. Research presented in the article is conducted as part of the project on the European Portal of Logistics Services (EPLOS) implemented on the basis of an agreement with the National Center for Research and Development under the EUREKA program. As part of the research carried out as part of the project, the principles of functioning of distributed architecture were developed and evaluated for the services offered by carriers or logistics operators operating on the international market. These include operators providing air services, international road, intermodal, sea transports, etc. The article indicates that the purpose of the database responsible for processing information in cargo intermodal connections is not only to collect input data on aviation and road infrastructure, but also to save the results generated by computational modules. At work, the modular database structure for assessing logistics services consisting of among others from dynamic data module, archive module, data entry module, optimization algorithm calibration module was proposed. Catalog structure and rules for supplying the database with data on the example of a railway operator were presented in detail.

Intensive pursuit in the introduction of automatic train driving systems, both with and without the driver in the cabin, can be observed around the world. Implementation of such a system allows for an increase in both the safety level of traffic and capacity of railway lines and consequently, an increase in the running frequency of these trains, which is extremely important in large urban agglomerations. One type of automatic train system is the CBTC class, in which a wireless network is used for data transmission. An important issue in the systems of this class is the problem of transferring information from the track to the train about the possibility and method of driving. This article describes the possible ways of sending information from the track to the train. The system of information transmission from track to trains (SPITP) was defined and discussed. The general characteristics of the CBTC class systems were presented. In Poland, a scientific project which aimed at developing the CBTC class system was recently undertaken. It is called rmCBTC and is being prepared as part of a project carried out by the Rail-Mil Computers Sp. z o. o. from Warsaw and the Faculty of Transport of the Warsaw University of Technology, co-financed by the National Center for Research and Development from the European Union Funds. This article presents the assumptions of the designed system and discusses the scope of data that is necessary in the subsystem of information transfer from the track to the train with the rmCBTC system.

Problematyka transportu intermodalnego jest ważnym zagadnieniem w zakresie integracji przewozów z wykorzystaniem różnych gałęzi transportu. Ponadto specyfika jednostek ładunkowych w transporcie intermodalnym wymaga poszukiwania innowacyjnych technologii przewozowych, które warunkowałyby efektywność przewozów. W artykule przedstawiono istotę transportu intermodalnego i systemów przewozowych determinowanych rodzajem intermodalnej jednostki ładunkowej. Ponadto scharakteryzowano terminal przeładunkowy, który odgrywa zasadniczą rolę w przewozach intermodalnych w zakresie integracji różnych gałęzi transportu. Przedstawiono również charakterystyki techniczno-technologiczne wybranych innowacyjnych technologii przewozowych w transporcie intermodalnym, determinowane rodzajem intermodalnych jednostek ładunkowych.

The issue of intermodal transport is an important issue in the field of transport integration using various modes of transport. In addition, the specificity of cargo units in intermodal transport requires the search for innovative transport technologies that would determine the efficiency of transport. The article presents the essence of intermodal transport and transport systems determined by the type of intermodal load unit. In addition, the trans-shipment terminal has been characterized, which plays a key role in intermodal transport in the integration of various modes of transport. The technical and technological characteristics of selected innovative transport technologies in intermodal transport, determined by the type of intermodal loading units, are also presented.

W artykule przedstawiono problemy związane z organizacją, transportem i czynnikami wpływającymi na stan bezpieczeństwa podczas przewozu ładunków niebezpiecznych transportem drogowym. Zidentyfikowano przyczyny powstawania zagrożeń, w tym uwarunkowań prawnych i legislacyjnych, uwarunkowań ekonomicznych i organizacyjnych, uwarunkowań psycho-motorycznych kierowców-operatorów pojazdów transportujących materiały niebezpieczne, scharakteryzowano główne przyczyny powstawania zagrożeń. Artykuł ten opracowano na podstawie danych z Głównego Inspektoratu Transportu Drogowego za 2016 r., danych z Komendy Głównej Policji, dostępnych źródeł informacji o przyczynach powstawania zagrożeń w ruchu drogowym wymienionych w bibliografii.

The article presents problems related to organization, transport and factors affecting the state of safety during transport of dangerous goods by road. The reasons for the emergence of threats were identified, including legal and legislative conditions, economic and organizational conditions, psycho-motor conditions of drivers-vehicle operators transporting hazardous materials, characterized by the main reasons for the emergence of threats. This article has been prepared on the basis of data from the Chief Inspectorate of Road Transport for 2016, data from the Police Headquarters, available sources of information on the causes of road traffic hazards listed in the bibliography.

W tym aspekcie podejmowanych jest szereg działań, które umożliwią osiągnięcie tego celu. Jednym z priorytetów w tym obszarze są działania zmierzające do rozwoju zeroemisyjnych systemów transportowych w miejskim transporcie zbiorowym. W artykule, przedstawione zostały wybrane aspekty dotyczące pojazdów niskoemisyjnych i ich wykorzystania w miejskich systemach transportowych. Ponadto przedstawiony został stan rozwoju niskoemisyjnych systemów transportowych w komunikacji publicznej w Polsce, ze szczególnym uwzględnieniem systemu w aglomeracji warszawskiej.

The European Union's transport policy assumes limiting the negative impact of transport on the environment. In this aspect, a number of actions are undertaken to achieve this goal. One of the priorities in this area are actions aimed at developing zero-emission transport systems in urban public transport. The article presents selected aspects of low-emission vehicles and their use in urban transport systems. In addition, the state of development of low-emission transport systems in public transport in Poland was presented, with particular emphasis on the system in the Warsaw agglomeration.

W artykule omówione zostały problemy decyzyjne związane z kształtowaniem proekologicznego systemu transportowego. Przedstawiono problematykę kształtowania systemu transportowego z uwzględnieniem aspektów proekologicznych oraz omówiono kryteria oceny. Przedstawiono model proekologicznego systemu transportowego oraz sformułowano przykładowe zadanie optymalizacyjne rozłożenia potoku ruchu dla proekologicznego systemu transportowego.

The problems of shaping the transport system including pro-ecological aspects were discussed and evaluation criteria were discussed. The model of a pro-ecological transport system was presented and an exemplary task of optimizing the distribution of a traffic flow for a pro-ecological transport system was formulated.
