A crucial part of every adaptation planning and disaster risk reduction is estimation of vulnerable areas and risk in the future. Only a well-developed monitoring system could bring valuable information to create possible scenarios to set up adaptation plans. Monitoring systems of meteorological conditions, surface water, groundwater, landslides, seacoast, agricultural drought as well as their standards and methodologies, are crucial for establishing an effective warning system of every country, and thus are the subject of research conducted by national institutes. Therefore, the conditions of this national research (getting trained staff, equipment etc.) is essential to provide reliable information for a national adaptation plan and for economic assessment of climate change impacts. Poland has significant experiences in monitoring systems, data collecting and visualizing, as well as in the development of scenarios and risk maps. Methodologies and capacity building, necessary for their use, along with experiences and lessons, learned to get valuable information for disaster risk reduction, were presented by the authors from the research during the 24th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 24) in Katowice (December 2018). The presentation contributed to the global adaptation process through experience sharing that is important for the relevant research conducted in the least developed countries.

Porozumienie paryskie z 2015 r. ustanawia ramy dla wszystkich państw członkowskich do podejmowania działań, które przyczynią się do zahamowania lub znacznego spowolnienia zmian klimatycznych. W artykule przedstawiono charakterystykę kluczowych aspektów wynikających z decyzji Porozumienia paryskiego. Monitorowanie postępów w realizacji porozumienia paryskiego oraz pakietu klimatycznego wypracowanego w Katowicach w 2018 r., nie jest możliwe bez prowadzenia obserwacji i pomiarów stanu poszczególnych elementów atmosfery i hydrosfery, z zastosowaniem jednolitej metodyki. Pomiary te są w Polsce prowadzone przez Instytut Meteorologii i Gospodarki Wodnej - Państwowy Instytut Badawczy. Dane gromadzone i przetwarzane przez Instytut są podstawą do określania poziomu realizacji celów Porozumienia paryskiego, ale także do monitorowania, prognozowania i planowania niezbędnych działań na terytorium Polski.

The 2015 Paris agreement sets framework for all the Member States to take action aimed at tackling or significantly slowing down the climate change. The article presents the characteristics of key aspects resulting from the Paris Agreement decisions. The monitoring of progress in implementation of the Paris Agreement and the 2018 Katowice climate package is not possible without observations and measurements of different elements of the atmosphere and hydrosphere using unified methodology. These measurements are carried out in Poland by the Institute of Meteorology and Water Management - National Research Institute. Data collected and processed by the Institute constitute the basis for determination of the progress in implementation of the Paris Agreement goals, as well as for monitoring, forecasting and planning necessary action on the territory of Poland.

Monitoring of progress in the implementation of the Paris Agreement as well as the Katowice Climate Package is not possible without conducting observations and measurements of the status of individual elements of the atmosphere and hydrosphere using a uniform methodology. These measurements in Poland are carried out by the Institute of Meteorology and Water Management – National Research Institute, which this year is celebrating its 100th anniversary, playing a role of the national hydrological and meteorological survey. Measurement data collected, processed and made available by IMGW-PIB improve the ability to identify and assess potential threats early by using modern tools to detect extreme weather events, and thus allow public authorities and the public to provide up-to-date data on the state of the atmosphere and hydrosphere, forecasts and warnings in both everyday and threat situations. The data collected and processed by the Institute are the basis for determining the level of achievement of the objectives of the Paris Agreement, but also for monitoring, forecasting and planning necessary actions in the territory of Poland. These activities, in order to ensure consistency and correctness of interpretation as well as planning activities implementing the Paris Agreement by recipients and users of forecasting systems all over the world, are carried out in cooperation with hydrological and meteorological survey and services within the World Meteorological Organization.
