Artykuł porusza zagadnienia związane z organizacją i zadaniami systemu ostrzegania i alarmowania przed zagrożeniami na przykładzie miasta Gliwic. Omówiono również kwestie funkcjonowania Regionalnego Systemu Ostrzegania. Dodatkowo przedstawiono wyniki przeprowadzonej ankiety w celu zapoznania się z wiedzą wybranej grupy badawczej z terenu Kampusu Akademickiego Politechniki Śląskiej w Gliwicach na temat znajomości sygnałów alarmowych i komunikatów ostrzegawczych.

The article discusses issues related to the organization and tasks of the warning system against threats on the example of the city of Gliwice. The issues of the functioning of the Regional Warning System were also discussed. In addition, the results of the survey were presented in order to familiarize with the knowledge of a selected research group from the Academic Campus of the Silesian University of Technology in Gliwice (knowledge of alarm signals).

The article deals with problems connected to crisis management regarding mining companies. In accordance with adequate decrees, mining companies, including mining plants, belong to objects towards which crisis management rules should be applied. In mining plants, apart from underground threats, ground threats that lead to a crisis situation might also emerge on the entrepreneur’s territory. By this reason, they should be guided by the principles for the preparation for their special protection through conceptual, planning, organizational, logistic, technical, training and control activities taken to develop, agree and update specific protection plans, implement projects under the alert and notification system, and exchange information on threats. A summary of possible hazards to a particular site and a separate mining plant facility, assessment and risk control are essential to develop a safety concept and prevent risks. There is a need of continual analyses of potential threats and actions taken to eliminate them, and if they occur the rapid response of individual services and appropriate integrated rescue operations.

W artykule poruszono problematykę oceny ryzyka kryzysowego kopalni w ramach systemu zarządzania kryzysowego. Jednym z głównych zadań administracji rządowej i samorządowej jest posiadanie rozwiązań organizacyjnych, prawnych, struktur oraz narzędzi pozwalających na sprawne zarządzanie w przypadku wystąpienia sytuacji kryzysowej. Współpraca kierownictwa i osób decyzyjnych Zakładu Górniczego (ze względu na brak sił i środków własnych do likwidacji różnych zagrożeń na powierzchni terenu wymienionych m.in. w siatkach bezpieczeństwa) z jednostkami ratowniczymi systemu ratowniczo-gaśniczego jest nieodzownym elementem zapewnienia bezpieczeństwa.

The article addresses the issue of crisis risk assessment of the mine within the crisis management system. One of the main tasks of the central and local government is the possession of organizational and legal solutions, structures and tools allowing for efficient management in the event of a crisis event's occurrence. The cooperation of management and decision-making personnel of the Mine (due to lack of own manpower and resources to liquidate various hazards on the surface, enumerated, among others, in the safety nets) with the rescue units of the rescue and firefighting system is an indispensable element to ensure safety.
