The issue of risk assessment in road freight transport is currently a significant research gap, which is why the authors decided to conduct research in this field. The article presents a risk assessment model for the occurrence of undesirable events in the transport of oversized cargo. A critical review of the literature on the latest research on risk analysis and methods and tools for assessing the risk of road transport is presented. Based on the identification of the occurrence of various undesirable events, the authors proposed a general approach to the risk assessment model using a risk matrix. Elements of the transport network structure and parameterization of cargo and means of transport were identified and a record was provided. Significant limitations were indicated and a formal record of the probability of occurrence of undesirable situations was proposed. An important element of the article is the presentation of the procedure for calculating the probability of the effects of undesirable events and a practical example for real data for road transport of oversized cargo.

The aim of the article is to identify the importance of rail transport for Military Mobility Initiative of European Union (EU) and NATO. The research was concentrated on solving the following research problem: To what extent can the rail transport be used to move allied forces to Poland? To develop the article author mainly used document examination method. As a result the essence of rail transport was specified as a key branch of inland transport for the quick operational movement of a significant number of troops. Areas requiring further improvement have been identified, namely the development of modern infrastructure enabling the reception of allied troops, shortening the time of bureaucratic formalities related to crossing state borders and increasing the capabilities of commercial rail carriers to transport heavy military equipment.

W artykule wskazano na znaczenie transportu kolejowego dla inicjatyw związanych z mobilnością wojskową w Unii Europejskiej i NATO. Problem badawczy ujęto w pytaniu: W jakim stopniu transport kolejowy można wykorzystać w procesie przemieszczania sił sojuszniczych do Polski? W pracy badawczej wykorzystano głównie metodę analizy dokumentów. Oceniono, że transport kolejowy odgrywa główną rolę w transporcie lądowym ze względu na szybkość operacyjną przerzucania znacznej liczby żołnierzy. Określono również obszary, w których należy wprowadzić ulepszenia, takie jak: rozwój nowoczesnej infrastruktury umożliwiającej przyjęcie żołnierzy wojsk sojuszniczych, skrócenie czasu na dopełnianie formalności przy przekraczaniu granicy oraz zwiększenie możliwości przewożenia ciężkiego sprzętu wojskowego przez przewoźników komercyjnych.
